TOPEKA, Kan. (AP) - Kansas spent at least $414,000 修理ing 損失 and 取って代わるing 器具／備品 after inmate 暴動s at three 刑務所，拘置所s in 2017 and 2018, 是正s 公式の／役人s 報告（する）／憶測d, surprising some 明言する／公表する 国会議員s Tuesday with the 量 of expenses.

The 人物／姿／数字s 代表するd the first 試みる／企てる by the 明言する／公表する Department of 是正s to calculate for 立法議員s the cost of the 損失 from four major 騒動s.

"That 量 is startling to me," said Sen. Rick Billinger, a Goodland 共和国の／共和党の and chairman of a 上院 予算 小委員会 on 是正s, whose 地区 含むs a low-安全 刑務所，拘置所 in Norton where a 2017 暴動 occurred. "It's 関心ing any time there's 損失 done and we're having to use taxpayer dollars to do the 修理s."

暫定的な 是正s 長官 Roger Werholtz has 示唆するd in 法律を制定する 要点説明s that the 刑務所，拘置所 system is in 危機 , 直面するing 執拗な staffing problems and 施設s made more volatile by 住宅 too many inmates two-to-a-独房. He was 是正s 長官 from December 2002 through 2010 and returned last month when Democratic Gov. Laura Kelly took office.

Under 共和国の／共和党の Govs. Sam Brownback and Jeff Colyer, the department 定評のある staffing problems but 避けるd calling the 騒動s 暴動s. It said that the 暴動s together resulted in only a few minor 傷害s to staff or inmates.

But Werholtz last week 解放（する）d several dozen photos from two 騒動s at the 明言する／公表する's 最大限-安全 刑務所，拘置所 in El Dorado in June 2017 and July 2018, the Norton 暴動 in September 2017 and a 騒動 at the 明言する／公表する's correctional mental health 中心 in November 2018 . They show broken windows, 粉砕するd-up bathrooms and trashed offices.

"暴動s and 騒動s in the last few years were downplayed," said Kelly spokeswoman Ashley All.

Department 公式の／役人s said their cost 人物／姿／数字s are likely low because they don't have 完全にする 計算／見積りs for staff overtime or the expense of calling in teams from other 施設s to help with the rio ts. About half of the costs - nearly $208,000 - （機の）カム from 修理ing 損失d buildings.

"That's money we don't have to spend on things it needs to be spent on," Werholtz said Tuesday. "They just ate the costs."

Rep. Russ Jennings, a Lakin 共和国の／共和党の and House 是正s and Juvenile 司法（官） 委員会 chairman, said without such 人物／姿／数字s, 国会議員s "didn't know the 範囲 of those 騒動s."

"How can the 立法機関 答える／応じる to an 機関's needs if we don't have a （疑いを）晴らす picture of what's going on, on the ground?" Jennings said.
