Trump says 関税s on Mexico 一時停止するd 無期限に/不明確に

WASHINGTON (AP) - 大統領 Donald Trump 発表するd late Friday that he had 一時停止するd 計画(する)s to 課す 関税s on Mexico, tweeting that the country "has agreed to take strong 対策" to 茎・取り除く the flow of Central American migrants into the 部隊d 明言する/公表するs. But the 取引,協定 the two neighbors agreed to 落ちるs short of some of the 劇の 精密検査するs the U.S. had 押し進めるd for.

A "U.S.-Mexico 共同の 宣言" 解放(する)d by the 明言する/公表する Department said the U.S. "will すぐに 拡大する the 実施" of a program that returns 亡命-探検者s who cross the southern 国境 to Mexico while their (人命などを)奪う,主張するs are adjudicated. Mexico will "申し込む/申し出 職業s, healthcare and education" to those people, the 協定 明言する/公表するd.

Mexico has also agreed, it said, to take "前例のない steps to 増加する 施行 to 抑制(する) 不規律な 移住," 含むing the (軍隊などの)展開,配備 of the Mexican 国家の Guard throughout the country, 特に on its southern 国境 with Guatemala. And Mexico is taking "決定的な 活動/戦闘 to 取り去る/解体する human 密輸するing and trafficking organizations 同様に as their illicit 財政上の and transportation 網状組織s," the 明言する/公表する Department said.

The move puts to an end - for now - a 脅し that had 誘発するd 悲惨な 警告s from members of Trump's own party, who 警告するd the 関税s would 損失 the economy, 運動 up prices for 消費者s and imperil an updated North American 貿易(する) 協定/条約. Trump's Friday night tweet 示すd a sharp 逆転 from earlier in the day, when his spokeswoman Sarah やすりを削る人/削る機械s told reporters: "Our position has not changed. The 関税s are going 今後 as of Monday."

Mexican 大統領 Andr?s Manuel L?pez Obrador tweeted, "Thanks to the support of all Mexicans, the 課税 of 関税s on Mexican 製品s 輸出(する)d to the USA has been 避けるd." He called for a 集会 to celebrate in Tijuana Saturday.

The changes, in part, continue steps the Trump 行政 was already taking. The U.S. 発表するd in December that it would make some 亡命 探検者s wait in Mexico while their 事例/患者s were 存在 proceeded - a begrudging 協定 with Mexico that has taken months to 規模 and that has been 疫病/悩ますd with glitches, 含むing wrong 法廷,裁判所 dates, travel problems and 問題/発行するs with lawyers reaching their (弁護士の)依頼人s.

母国 安全 公式の/役人s have been ramping up slowly, and were already working to spread the program along the 国境 before the 最新の 爆発. About 10,000 people have been returned to Mexico to wait out the 過程ing of their 移民/移住 事例/患者s since the program began Jan. 29. More than 100,000 migrants are 現在/一般に crossing the U.S. 国境 each month, but not everyone (人命などを)奪う,主張するs 亡命 and migrants can wait an entire year before making a (人命などを)奪う,主張する.

Any sizable 増加する may also be difficult to 達成する. At the San Ysidro crossing alone, Mexico had been 用意が出来ている to 受託する up to 120 亡命 探検者s per week, but for the first six weeks only 40 people per week were returned.

Trump h 広告 発表するd the 関税 計画(する) last week, 宣言するing in a tweet that, on June 10, the U.S. would "課す a 5% 関税 on all goods coming into our Country from Mexico, until such time as 違法な migrants coming through Mexico, and into our Country, STOP." U.S. 公式の/役人s had laid out steps Mexico could take to 妨げる the 関税s, but many had 疑問s that even those steps would be enough to 満足させる Trump on 違法な 移民/移住, a 署名 問題/発行する of his 大統領/総裁などの地位 and one that he sees as 決定的な to his 2020 re-選挙運動.

After returning from Europe Friday, though, Trump tweeted, "I am pleased to 知らせる you that The 部隊d 明言する/公表するs of America has reached a 調印するd 協定 with Mexico." He wrote that the "関税s scheduled to be 器具/実施するd by the U.S. on Monday, against Mexico, are hereby 無期限に/不明確に 一時停止するd."

He said Mexico has agreed to work to "茎・取り除く the tide of 移住 through Mexico, and to our Southern 国境" and said those steps would "大いに 減ずる, or 除去する, 違法な 移民/移住 coming from Mexico and into the 部隊d 明言する/公表するs."

The 5% 税金 on all Mexican goods , which would 増加する every month up to 25% under Trump's 計画(する), would have had enormous 経済的な 関わりあい/含蓄s for both countries. Americans bought $378 billion 価値(がある) of Mexican 輸入するs last year, led by cars and 自動車 parts. Many members of Trump's 共和国の/共和党の Party and 商売/仕事 同盟(する)s had 勧めるd him to 再考する - or at least 延期する 現実に 器具/実施するing the 関税s as 会談 continue - 特記する/引用するing the 可能性のある 害(を与える) to American 消費者s and 製造(する)s.

From the moment Trump 発表するd the 関税 脅し, 観察者/傍聴者s wondered whether he would pull the 誘発する/引き起こす, 公式文書,認めるing his habit of creating problems and then (人命などを)奪う,主張するing credit when he 急ぐs in to solve them.

In late March, Trump 脅すd to shut the entire U.S.-Mexico 国境 if Mexico didn't すぐに 停止(させる) 違法な 移民/移住. Just a few days later, he 支援するd off that 脅し, 説 he was pleased with steps Mexico had taken. It was 不明瞭な, however, what - if a nything - Mexico had changed.

U.S. and Mexican 公式の/役人s met for more than 10 hours Friday during a third day of 会談 at the U.S. 明言する/公表する Department trying to hash out a 取引,協定 that would 満足させる Trump's 需要・要求する that Mexico 劇的な 増加する its 成果/努力s to 割れ目 負かす/撃墜する on migrants.

The 会談 had been 焦点(を合わせる)d, in part, on 試みる/企てるing to reach a 妥協 on changes that would make it harder for migrants who pass through Mexico from other countries to (人命などを)奪う,主張する 亡命 in the U.S., those 監視するing the 状況/情勢 said. Mexico has long …に反対するd such a change but appeared open to considering a 可能性のある 妥協 that could 含む exceptions or 権利放棄s for different types of 事例/患者s. The 共同の 宣言, however makes no について言及する of the 問題/発行する.

Leaving the 明言する/公表する Department Friday night, Mexican Foreign 長官 Marcelo Ebrard said he thought the 取引,協定 struck "a fair balance" because the U.S. "had more 激烈な 提案s and 対策 at the start."

But Leticia Calder?n Cheluis, a 移住 専門家 at the Mora 学校/設ける in Mexico City, said the 協定 is essentially a 一連の 妥協s 単独で by Mexico, which she said committed to "a 二塁打 clamp at both 国境s."

Trump in 最近の months has embraced 関税s as a political 道具 he can use to 軍隊 countries to 従う with his 需要・要求するs - in this 事例/患者 on his 署名 問題/発行する of 移民/移住. Beyond Trump and several White House 助言者s, though, few in his 行政 had believed the 関税s were a good idea, によれば 公式の/役人s familiar with 内部の 審議s. Those people had worried about the 消極的な 経済的な consequences for Americans and argued that 関税s - which would likely 誘発する 報復の 税金s on U.S. 輸出(する)s - would also 傷つける the 行政 政治上.

共和国の/共和党のs in 議会 had also 警告するd the White House that they were ready to stand up to the 大統領,/社長 to try to 封鎖する his 関税s, which they worried would spike costs to U.S. 消費者s, 害(を与える) the economy and imperil a major 未解決の U.S.-Mexico-Canada tr 広告 取引,協定 .

上院 少数,小数派 Leader Chuck Schumer, D-N.Y., 迎える/歓迎するd Friday night's news with sarcasm. "This is an historic night!" he tweeted. "Now that that problem is solved, I'm sure we won't be 審理,公聴会 any more about it in the 未来."
