Ethiopian PM visits Sudan in 企て,努力,提案 to 調停する 危機

KHARTOUM, Sudan (AP) - Ethiopia's 首相 勧めるd "courage" as he met 分かれて with Sudan's 判決,裁定 generals and 抗議する leaders on Friday in a 企て,努力,提案 to 生き返らせる 交渉s まっただ中に a 厳重取締 on demonstrations that has killed more than 100 people since Monday.

総理大臣 Abiy Ahmed, a young 改革論者 who assumed office a year ago, has been at the 中心 of high-profile 外交の 成果/努力s in the Horn of Africa 地域, 含むing a surprise 復古/返還 of 外交の 関係 between Ethiopia and 競争相手 Eritrea. He arrived in Sudan as the 危機 に引き続いて the 倒す of longtime autocrat Omar al-Bashir turned ますます violent.

The 軍の 除去するd al-Bashir from 力/強力にする in April after months of 集まり 抗議するs, but has resisted the 抗議する人s' 需要・要求するs for an 即座の handover of 力/強力にする to 非軍事のs. On Monday, 安全 軍隊s violently 分散させるd the main sit-in outside the 軍の (警察,軍隊などの)本部 in Khartoum, and 類似の 衝突/不一致s have 爆発するd in other cities and towns.

The African Union, based in Ethiopia, 一時停止するd Sudan on Thursday and 脅すd "刑罰の 許可/制裁s" if the 軍の doesn't quickly 放棄する 力/強力にする.

Abiy met Friday with Gen. Abdel-Fattah Burhan, the 長,率いる of the 判決,裁定 会議, 同様に as 抗議する leaders before leaving Khartoum in the evening.

In a phone interview with Saudi-owned 衛星 channel al-Arabiya, 抗議する leader Gaafar Hassan 拒絶する/低下するd to discuss the 会合 in 詳細(に述べる), 説 a news 会議/協議会 would be held later, but 支配するd out any "direct" or "indirect" 会談 with the 軍の.

"The (軍の) 会議 has lost its political 同様に as its 倫理的な legitimacy and we cannot を取り引きする it, but we call for its 追放/剥奪," he said.

In a 声明 株d by the 軍の 会議, the Ethiopian 首相 called on Sudanese to sh ow "courage" and move quickly toward a democratic, inclusive 移行. 政党s should not be held 人質 to prejudices of the past, he 追加するd.

There was no 即座の comment from the office of the Ethiopian 首相 and it was not known what 需要・要求するs were made during the 会談 or what will happen next.

The Sudan Doctors' Central 委員会, one of the 抗議する groups, said at least 113 people have been killed and more than 500 負傷させるd since Monday. It says more than 40 団体/死体s have been pulled from the Nile River in Khartoum and taken away by 安全 軍隊s since the 暴力/激しさ 爆発するd.

The 抗議する人s have 非難するd much of the 暴力/激しさ on the 早い Support 軍隊s, a 議会の group that grew out of the 悪名高い Janjaweed 民兵s 動員するd by al-Bashir during the Darfur 衝突 in the 早期に 2000s. The 民兵s were 広範囲にわたって (刑事)被告 of 罪,犯罪s against humanity, and al-Bashir - now 刑務所,拘置所d in Khartoum - was 起訴するd on 告発(する),告訴(する)/料金s of 集団殺戮.

The 長,率いる of the RSF, Gen. Mohammed Hamdan Dagalo - better known as Hemedti - was "conspicuously absent" in photos 株d by the Ethiopian 首相's office, によれば Rashid Abdi, a former 事業/計画(する) director with the International 危機 Group.

"That is 重要な," he wrote on Twitter. "Lends credence to 報告(する)/憶測s of 押し進める to sideline the RSF 指揮官."

In a 声明 解放(する)d late Thursday, 抗議する leaders 需要・要求するd that the RSF be 解散させるd and its 武器s 手渡すd over to the army.

国際アムネスティ said the RSF should return to their 兵舎 and be 閉めだした from any 法律 施行 activities.

"The senseless 殺人,大当り of 抗議する人s must be stopped すぐに, and those 責任がある the 大虐殺, 含むing at 命令(する) level, must be held fully accountable for their dreadful 活動/戦闘s," said Kumi Naidoo, 長官 general of the London-based 権利s group.

After al-Bashir's 追放/剥奪, the Ethiopian 首相 had congratulated the Sudanese people for their "resilience in 主要な change" toward a democratic Sudan. He met with Burhan during the general's visit to Addis Ababa last week, when he committed to "非,不,無-干渉,妨害" in the 状況/情勢 but 勧めるd political inclusiveness.

Abiy is seen as having good relations with the West, which has 元気づけるd his 改革(する)s, 同様に as with powerful 湾 明言する/公表するs, 含むing Saudi Arabia, that have 影響(力) over Sudan's 軍の.

Awol Allo, a lecturer in 法律 at Keele University in Britain and an Africa 分析家, said Abiy stands a "much better chance" than anyone else in bringing the two 味方するs together.

Abiy "brings a lot to the (米)棚上げする/(英)提議する, from his own experience of 主要な a コンビナート/複合体 移行 to a 大規模な 量 of 肯定的な energy, and the 負わせる of Ethiopia's 力/強力にする within the 地域," the 分析家 said.

安全 軍隊s are making "急襲s into Khartoum hospitals," the World Health Organization said, 軍隊ing shutdowns of 緊急 and health services. It said five 患者s and 医療の 労働者s have been 負傷させるd.
