海軍 調査(する)ing (人命などを)奪う,主張するs against war college leader

NEWPORT, R.I. (AP) - The 軍の is 調査/捜査するing the 大統領,/社長 of the U.S. 海軍の War College まっただ中に 主張s that he spent 過度に, 乱用d his 雇うing 当局 and さもなければ behaved inappropriately, 含むing keeping a margarita machine in his office.

Dozens of emails and other 文書s 得るd by the AP show the college has struggled to make payroll under Harley's leadership and spent about $725,000 毎年 on raises while 直面するing an 年次の 不足(高) of $5 million or more.

The group members said they "持つ/拘留する no ill-will" toward Harley but that "his destructive and ethically challenged leadership style is destroying the college," によれば a copy 株d with the AP by two of the 労働者s.

Two of them told the AP that they and others were interviewed by 捜査官/調査官s in September, but nothing happened. The group 接触するd the 視察官 general again in January with 付加 主張s of Harley 侮辱する/軽蔑するing 海軍 支配するs and norms.

"The drinking continues. 意気込み/士気 is at an かつてない low," the 従業員s wrote in a January email. "Your biggest 関心 should be, however, the 財政上の 状況/情勢 at the college."

They said they heard nothing again from 捜査官/調査官s until last month, after the AP asked the 海軍 about Harley's 行為/行う.

The 海軍 確認するd this week that it has received 多重の (民事の)告訴s about Harley's 行為. It has not taken 活動/戦闘 against him so far.

"We do not comment on 現在進行中の 調査s," 海軍 spokeswoman Lt. Christina Sears said.

Harley said he could not discuss any 調査: "That's 海軍 商売/仕事. But I think you'd be surprised to know that on any given day about 85 officers are under 調査," he said.

He 拒絶する/低下するd Wednesday to answer a 一連の questions about 付加 主張s - 含むing his use of a margarita machine - and sent a campus-wide email downplaying the (民事の)告訴s, 説 they were from "a few individuals."

"All the 決定/判定勝ち(する)s questioned in the 主張s were 支配する to 合法的な review either before or after the fact, and I believe that all of my 決定/判定勝ち(する)s are within my 当局," Harley wrote.

設立するd in 1884 when the 海軍 was still 移行ing from 木造の ships to steel, the college overlooks Narragansett Bay in the 井戸/弁護士席-heeled sailing community of Newport has served as a pre-退職 地位,任命する for distinguished 戦時 指揮官s, 含むing 副/悪徳行為 Adm. James Stockdale, the Vietnam 囚人 of war and メダル of 栄誉(を受ける) 受取人.

All five 現在の and former 従業員s 非難するd that in part on 相当な raises - as much as $10,000 to $15,000 per year - that Harley appeared to 認める 片側だけに to some faculty, rather than 協議するing the college's other 上級の leaders, as is c ustomary.

Harley has told staff and faculty in emails this spring that the college was 治療(薬)ing 支払う/賃金 gaps between men and women, balancing 支払う/賃金 between departments and creating a system to 避ける 未来 不平等s.

The 従業員s also complained that Harley had 雇うd unqualified people to high-支払う/賃金ing 職業s, いつかs 偉業/利用するing a 連邦の 支配する meant to 許す colleges to quickly 雇う qualified professors. They questioned Harley's spending of tens of thousands of dollars on 確かな 請負業者s and others, who they said brought little 利益 to the college.

In an email sent May 12, Harley 誇るd about a new portrait of himself, painted on velvet. He 大(公)使館員d photos showing the picture hanging in a campus building の中で those of other college 大統領,/社長s.

"He preferred cats, 星/主役にする Trek, red ワイン, baseball and was 前向きに/確かに obsessed with 達成するing the perfect hair day," によれば a label he said he 機動力のある with the picture.

Harley, who is bald, said the portrait was made by a professor who paid for it himself and gave it to Harley as a joke. He called it a way to poke fun of himself.

In last m onth's interview, Harley called himself quirky and said he tries to use humor to break the 緊張 in what can be a high-圧力 環境. As a leader, he said, he will 抱擁する 支援する 適切な. He said he does not 現実に own Twister.

"I do not believe there's anything in those emails that are derogatory, unethical, immoral or 違法な," he told the AP.

Harley said he's making 決定/判定勝ち(する)s in the best 利益/興味 of the 海軍 and the college, and he believes his 任期 has been 延長するd for a fourth year at the war college, though the 海軍 is considering 雇うing a new 大統領,/社長 who would be a 非軍事の. That would be a first for the college, and it could 縮める Harley's time in Newport.
