ICC 検察官，検事 asks to 控訴，上告 拒絶 of Afghanistan 調査（する）
THE HAGUE, Netherlands (AP) - The 国際刑事警察機構 法廷，裁判所's 検察官，検事 on Friday sought to 控訴，上告 the 法廷，裁判所's 拒絶 of an 調査 into 罪，犯罪s linked to the 衝突 in Afghanistan by 反逆者／反逆するs, 政府 安全 services and American 軍隊s.
In a 17-page 文書 捜し出すing 通関手続き／一掃 to とじ込み／提出する an 控訴，上告, 検察官，検事 Fatou Bensouda said an 控訴，上告 could 明らかにする 決定的な 問題／発行するs raised by 裁判官s who 拒絶するd her request to open an 調査, and would "利益 the 法廷，裁判所 in its work as a whole."

"While the 起訴 is very mindful of the challenges in 追求するing 調査s or 起訴s in circumstances when 協調 is 限られた／立憲的な ... it remains the 事例／患者 that these challenges are part of its statutory 責任／義務," the 検察官，検事 wrote.
権利s groups in April slammed the 決定／判定勝ち（する） to 拒絶する an 調査 as a blow to Afghan 犠牲者s 捜し出すing 司法（官）.

Patrick Baudouin, 大統領，／社長 of the International 連合 for Human 権利s, called the 拒絶 a "dark day for 司法（官）" and a "shocking 決定／判定勝ち（する）, which is based on a 深く，強烈に 欠陥d 推論する／理由ing."

Bensouda's November 2017 request to open an 調査 said there is （警察などへの）密告，告訴（状） that members of the U.S. mi litary and 知能 機関s "committed 行為／法令／行動するs of 拷問, cruel 治療, 乱暴／暴力を加えるs upon personal dignity, 強姦 and 性の 暴力／激しさ against 衝突-関係のある 抑留者s in Afghanistan and other 場所s, principally in the 2003-2004 period."
She also said that the Taliban and other 謀反の groups have killed more than 17,000 非軍事のs since 2009, 含むing some 7,000 的d 殺人，大当りs.
