In Burundi, 恐れるs that next year's 投票(する) will be 血まみれの again

BUJUMBURA, Burundi (AP) - It made history as the first country to やめる the 国際刑事警察機構 法廷,裁判所. Then it kicked out the 国際連合 human 権利s office. Even as Burundi's 副/悪徳行為 大統領,/社長 主張するs in a rare interview that the troubled country is now 平和的な, 報告(する)/憶測s of 乱用s are up ahead of next year's 選挙 as some people worry 大統領 Pierre Nkurunziza will run for a fourth 称する,呼ぶ/期間/用語.

An Associated 圧力(をかける) visit this month 証言,証人/目撃するd a 政府 意図 on portraying an image of 静める while some 国民s said they live in 恐れる that the 近づいている 投票(する) could be 血まみれの, like the one in 2015 in which Nkurunziza won a third 称する,呼ぶ/期間/用語 and 誘発するd political 騒動 that still simmers today.

"It's hard to live in Burundi, there's no freedom. You can't 表明する ideas …に反対するing the 政府 as there's a constant 恐れる of 存在 逮捕(する)d, kidnapped or killed," said Sake Mathieu, 創立者 of the Community 協会 for 昇進/宣伝 and 保護 of Human 権利s, one of the few 権利s groups still operating in this East African country of some 11 million people.

More than 1,200 people have been killed since Nkurunziza 発表するd he would run for a third 称する,呼ぶ/期間/用語 and the 政府 割れ目d 負かす/撃墜する on the 普及した 抗議するs that followed, the U.N. says. Nearly 350,000 people have fled the country, the International 危機 Group said last month.

関心s are growing that the 状況/情勢 will より悪くする before the next 選挙 始める,決める for May 20.

Nkurunziza's 与党, the 国家の 会議 for the 弁護 of 僕主主義-軍隊s for the 弁護 of 僕主主義, and its 青年 民兵, the Imbonerakure, have been (刑事)被告 by 権利s groups of 殺人,大当り, 拷問ing, 強姦ing and 脅迫してさせるing members of the 対立.

"We continue to 文書 people 存在 killed, 悩ますd, disappeared. This is a real (選挙などの)運動をする against people who are 対抗者s of the 与党 and it's continuing to build up as we approach the 大統領の 選挙," 吊りくさび Mudge, Central Africa director for Human 権利s Watch, told the AP.

Burundi's once dynamic 市民の space continues to 縮む. In June, the 政府 shut one of the country's last civil society organizations. Earlier this year the 政府 排除する/(飛行機などから)緊急脱出するd the U.N. 権利s office, 怒り/怒るd by its 調査(する)ing of 申し立てられた/疑わしい 乱用s and the former U.N. 権利s 長,指導者's 宣言 that Burundi was one of the "most prolific slaughterhouses of humans in 最近の times."

地元の 新聞記者/雑誌記者s are 定期的に 拘留するd and 脅すd and few international reporters are 許すd in the country. In March the BBC was banned, 報道によれば for 公表/放送 a 文書の on 申し立てられた/疑わしい 拷問 場所/位置s that the 政府 considered slanderous.

Burundi's leaders say the country is stable and the streets of the 資本/首都, Bujumbura, are bustling with daily life. But behind that facade some 居住(者)s say that people are living in dread.

Nervously peering over the balcony of a hotel room, one 23-year-old checked to see if he had been followed. Since returning to Burundi last year after 逃げるing the 2015 暴力/激しさ, he has been (刑事)被告 by the Imbonerakure of supporting the 対立, he said. Now he lives in hiding. He spoke on 条件 of anonymity for his safety.

"They have a 名簿(に載せる)/表(にあげる) of 指名するs ... If they see you're here or you return 支援する here, they come to catch you and ask you where you were and what you're coming to do," he said.

Earlier this month the U.N.'s (売買)手数料,委託(する)/委員会/権限 of 調査 on Burundi said the 政府 was trying to "納得させる the international community that the 状況/情勢 in the country is returning to a 明言する/公表する of normalcy," yet it 公式文書,認めるd that 普及した human 権利s 違反s continue.

最高の,を越す 公式の/役人s 否定する the 政府 is ordering any 暴力/激しさ.

"Some people may have the 動機づけ to 抑圧する, but that doesn't mean the 政府 is 命令(する)ing them to do it," First 副大統領 Gaston Sindimwo told the AP in an interview. He called on 対立 人物/姿/数字s who fled the country to return and 参加する in the 選挙 but said the 対立 should not "make trouble" for its 組織者s.

The few remaining 対立 groups in Burundi say they experience daily いやがらせ. Agathon Rwasa, 長,率いる of the 国家の 議会 for Freedom, the main 野党, said he doesn't believe the 選挙 will be fair.

In September the 政府 一時停止するd international 援助(する) groups and (刑事)被告 them of not 従うing with the 法律. That left the U.N., which has said Burundi has the world's highest prevalence of chronic 栄養不良, with 56% of children stunted. The U.N. says one in three people need 緊急の 援助(する).

In the town of Rumonge outside the 資本/首都, 地元のs 述べるd the 状況/情勢 as desperate.

Aline Ntakirutimana returned to Burundi last year after 逃げるing to 隣接地の Congo in 2015. Most of her 所持品 were destroyed and she said she can't care for her 10 children, who いつかs go days without food. "I feel 悲しみ," the 42-year-old said, hanging her 長,率いる.

Seated beside her on a tattered couch, 地元の 長,指導者 Cyrien Sanzgueemo said there is no 薬/医学 or 援助(する) for 貧窮化した village families.

Although Nkurunziza has said he won't run in next year's 選挙 not many people in Burundi believe him, 特に after a 国民投票 last year that 認可するd changing the 憲法 to 延長する 大統領の 称する,呼ぶ/期間/用語 限界s. Critics (刑事)被告 the 政府 of 脅迫してさせるing people into 投票(する)ing "yes."

The 憲法の 改正 would 許す Nkurunziza to stay in 力/強力にする until 2034.

"Without a 重要な 開始 of political space, the 2020 選挙s will take place in a 気候 of 恐れる and 脅迫," the International 危機 Group said in June.

The 与党 has already started (選挙などの)運動をするing for Nkurunziza, にもかかわらず his comments on stepping aside. In one march in the countryside about two hours from the 資本/首都, a group of Imbonerakure (疑いを)晴らすd a path for about 30 party 現体制支持者/忠臣s who 詠唱するd in unison, "He is going to 勝利,勝つ again."
