US 会談 内密に to Venezuela 社会主義者 boss
BOGOTA, Colombia (AP) - The U.S. has opened up secret communications with Venezuela's 社会主義者 party boss as members of 大統領 Nicol?s Maduro's inner circle 捜し出す 保証（人）s they won't 直面する 天罰 if they cede to growing 需要・要求するs to 除去する him, a 上級の 行政 公式の／役人 has told The Associated 圧力（をかける）.
Diosdado Cabello, who is considered the most-powerful man in Venezuela after Maduro, met last month in Caracas with someone who is in の近くに 接触する with the Trump 行政, said the 公式の／役人. A second 会合 is in the 作品 but has not yet taken place.
The AP is 保留するing the intermediary's 指名する and 詳細（に述べる）s of the 遭遇（する） with Cabello out of 関心 the person could 苦しむ 報復s. The 公式の／役人 spoke on the 条件 of anonymity because they aren't 権限を与えるd to discuss the 会談, which are still 予選.
Cabello is a major 力／強力にする 仲買人 inside Venezuela, who has seen his 影響（力） in the 政府 and 安全 軍隊s 拡大する as Maduro's 支配する on 力／強力にする has 弱めるd. But he's also been （刑事）被告 by U.S. 公式の／役人s of 存在 behind 大規模な 汚職, 麻薬 trafficking and even death 脅しs against a sitting U.S. 上院議員.
The 行政 公式の／役人 said that under no circumstances is the U.S. looking to 支え（る） up Cabello or 可能にする him to 代用品，人 Maduro. Instead, the goal of the outreach is to ratchet up 圧力 on the 政権 by 与える／捧げるing to the knife fight the U.S. believes is taking place behind the scenes の中で competing circles of 力／強力にする within the 与党.

A person familiar with the July 遭遇（する） said Cabello appeared savvy and arrived to the 会合 with the U.S.-支援するd （外交）使節／代表 井戸／弁護士席 用意が出来ている, with a （疑いを）晴らす understanding of Venezuela's political problems. The person spoke on the 条件 of anonymity because they aren't 権限を与えるd to discuss the 事柄.
As Venezuela's 危機 grinds on, a predictable pattern has 現れるd where Juan Guaid?, who the U.S. and dozens of other countries 認める as Venezuela's rightful leader, has been unable to 支持を得ようと努める the 軍の and take 力／強力にする but Maduro 欠如（する）s enough strength to apprehend his 競争相手 or 救助（する） the 崩壊（する）d economy まっただ中に ever-強化するing U.S. 許可／制裁s. This month, the U.S. slapped a new 一連の会議、交渉／完成する of 許可／制裁s that 掴むs all of the Maduro 政府's 資産s in the U.S. and 脅すs to punish companies from third countries that continue to do 商売／仕事 with him.
会談 sponsored by Norway between the 対立 and 政府 have been slow-going and were 一時停止するd this month by Maduro, who （刑事）被告 Guaid? of celebrating the U.S.' "残虐な 封鎖." Neither Cabello, the Venezuelan 軍の or U.S. 政府 are a party to those 会談.
To break the 行き詰まらせる, some conspirators are looking to the U.S. to 工夫する a 計画（する） to 保護する 政府 insiders who turn against Maduro from 未来 起訴. As 長，率いる of the 憲法の 議会, Cabello has the 力／強力にする to 除去する Maduro, a position that could come in handy in any 交渉するd 移行. But to date he's run the 会・原則, which the U.S. considers 非合法の, as a rubber-stamping 失敗させる／負かす to the 対立-controlled congress, showing no 調印するs of possible deception.
It's not （疑いを）晴らす who 始めるd the 接触する with Cabello. But the U.S. 公式の／役人 said Cabello was talking behind the 支援する of the 戦闘の準備を整えた 社会主義者 にもかかわらず his almost daily 陳列する，発揮するs of 忠義 and たびたび（訪れる） harangues against 大統領 Donald Trump.

Cabello, 56, has long been seen as a 競争相手 to Maduro, someone who has more pragmatic 経済的な 見解（をとる）s and is いっそう少なく ideologically 提携させるd with 共産主義者 Cuba. He sat to the 権利 of Hugo Ch?vez when the late 社会主義者 指定するd Maduro, to his left, to be his 後継者 in his last public 外見 before dying of 癌 in 2013.
By all accounts Cabello was not の中で the high-placed 公式の／役人s who were in on a 陰謀（を企てる） to 除去する Maduro in April, when Guaid? and his 助言者 Leopoldo L?pez appeared on a 橋（渡しをする） in eastern Caracas surrounded by a small 次第で変わる／派遣部隊 of 武装した 軍隊／機動隊s. He also remains popular with the Chavista base, having crisscrossed the country the past five years with a much-watched program on 明言する／公表する TV that is a 乗り物 for 続けざまに猛撃するing the 対立 and U.S.
"A fraternal salute, brother 大統領," Cabello said in the most-最近の program, where Maduro called in as a special guest. "We have no secrets, no lies here. Every time we do something we will 知らせる the people, so that with a （疑いを）晴らす 良心 they can take 知らせるd 決定／判定勝ち（する）s and 直す／買収する，八百長をする positions."
The U.S. has tried to 交渉する with Cabello before. In 2015, Thomas Shannon, who was then counsellor to 国務長官 John Kerry, met with Cabello in Haiti to 可能にする 法律を制定する 選挙s that the 対立 won by a 地滑り.

"Cabello is one of the worst of the worst inside of Venezuela," said Fernando Cutz, a former 上級の 国家の 安全 助言者 on Latin America to both 大統領 Barack Obama and Trump. "If the 戦略 is to try to 交渉する with the mafia boss, he's your guy. But that's a 戦略 that carries some 激しい 危険s."
