Nobel laureate starts 基金 for 生存者s of 性の 暴力/激しさ

UNITED NATIONS (AP) - The Nobel Peace Prize-winning 外科医 whose hospital in war-torn Congo has 扱う/治療するd over 50,000 犠牲者s of 性の 暴力/激しさ has 開始する,打ち上げるd a 基金 with the goal of 供給するing 賠償s for 生存者s of 衝突s around the world.

Dr. Denis Mukwege said in an interview Saturday that he and his team at Panzi Hospital in eastern Bukavu 州 could 肉体的に and mentally help 犠牲者s of 強姦 and other 乱用, but that the only way to really 傷をいやす/和解させる 生存者s is for society to 受託する the wrong that was done to them through 賠償s.

合法的な 活動/戦闘 can be taken against an 申し立てられた/疑わしい 悪党/犯人, he said, but even in 事例/患者s in which women 勝利,勝つ, "there is no 賠償."

Mukwege said 賠償s can be individual or 集団の/共同の, 象徴的な or 財政上の, depending on the 犠牲者, the 事例/患者 and the 状況.

"In some 事例/患者s, women are just asking us to ask the leaders to ... say, 'I わびる for what just happened to you because I was maybe the leader in this place and I didn't 保護する you,'" Mukwege said. "Then maybe for the women, this can be enough."

But in other 事例/患者s, women might want 財政上の 賠償s to support them, to 支払う/賃金 for school, or to return to previous activities or start new ones, he said, "so this 基金 really 作品 in different ways, depending with the 衝突s."

"For 10 years I was fighting to get a 全世界の 基金," Mukwege said, "because ... what is happening in Congo is happening everywhere where we have 衝突."

The 基金 is trying to get 政府s and the 私的な 部門 to give money, he said, but its board will also 含む 犠牲者s of 性の 暴力/激しさ and civil society 代表者/国会議員s.

フラン is the first country to commit to the 基金, 誓約(する)ing $2 million a year for three years in an important show of support, Mukwege said.

Mukwege is in New York on a 小旅行する 組織するd by Doctors of the World, a longtime funder of the Panzi Hospital. It will also take him to California and Washington 明言する/公表する to talk to 創立/基礎s about the 基金.

女性(の) 犠牲者s around the world 直面する 類似の challenges, Mukwege said, and he has recently seen how 性の 暴力/激しさ 生存者s from the Bosnian war have 打ち勝つ their problems, "and how they can help Congolese women to help 直面する this big problem."

He also traveled to South Korea to see the "慰安 women" used as sex slaves by Japanese 兵士s in World War II and visited Colombia and 犠牲者s of that country's long civil war. He 計画(する)s to start programs for 犠牲者s of 性の 暴力/激しさ in the Central African 共和国 and Burundi, he said.

"She and I are working together," he said. "I was in Iraq to see 正確に/まさに what was happening there, and I hope that this year, I will start to support Yazidi women."

The program will operate in different (軍の)野営地,陣営s where the Yazidis are, not in the Sinjar 地域 where Islamic 明言する/公表する 極端論者s 嵐/襲撃するd Yazidi communities in 2014, Mukwege said.

Having spent much of his life 扱う/治療するing 女性(の) 犠牲者s of 性の 暴力/激しさ, Mukwege said, "today my 政策 is to work more with men because I think that it is very important in talking about a 肯定的な masculinity."

"We are really in a patriarchal system where men 支配する everything and women are 扱う/治療するd just as 反対するs," he said. "We need to change our way to 扱う/治療する women and see women in our society and ... let young boys grow up to 尊敬(する)・点 women and understand that women are equal to men - and this has to start very 早期に."
