相反する White House accounts of 1st Trump-Zelenskiy call

WASHINGTON (AP) - 大統領 Donald Trump 解放(する)d the rough transcript Friday of a 祝賀の phone call he had with the 後継の 大統領,/社長 of ウクライナ共和国, 持つ/拘留するing it out as 証拠 he did nothing wrong. Instead, the memorandum shows how White House descriptions of Trump´s communications with foreign leaders at times better 反映する wishful thinking than the reality of the interactions.

As the House opened its second day of public 告発 審理,公聴会s on (ワシントンの)連邦議会議事堂 Hill, Trump 解放(する)d the unclassified 記録,記録的な/記録する of his April 21 call with then 大統領-elect Volodymyr Zelenskiy. To that end, the 公式の/役人 readout of the Zelenskiy call 報告(する)/憶測d that Trump 公式文書,認めるd the "平和的な and democratic manner of the 選挙(人)の 過程" that had led to Zelenskiy´s victory in ウクライナ共和国´s 大統領の 選挙.

But there is no 記録,記録的な/記録する of that in the rough transcript 解放(する)d Friday. Instead, it said Trump 賞賛するd a "fantastic" and "incredible" 選挙.

現在の and former 行政 公式の/役人s said it was 一貫した with a pattern in which Trump veers from - or ignores 完全に - 用意が出来ている talking points for his discussions with foreign leaders, and instead digresses into 国内の politics or other 関係のない 事柄s. In the ウクライナ共和国 call, for example, Trump 賞賛するd the 質 of the country´s contestants in a beauty 野外劇/豪華な行列 he used to 監督する and compared Zelenskiy´s 選挙 to his own in 2016.

"When I owned 行方不明になる Universe, they always had 広大な/多数の/重要な people," Trump told Zelenskiy of his country.

Likewise, the readout said the 大統領,/社長 表明するd his かかわり合い to help ウクライナ共和国 "to 器具/実施する 改革(する)s that 強化する 僕主主義, 増加する 繁栄, and root out 汚職." The word "汚職" is not について言及するd in the rough transcript of the actual call.

汚職 did feature prominently in Trump´s second call with Zelenskiy on July 25, the call that helped 誘発する the 告発 演劇.

It´s 高度に unusual for a 大統領,/社長 to 解放(する) the rough transcripts of calls with foreign leaders, which are 生成するd by 発言する/表明する tra nscription ソフトウェア and edited by 公式の/役人s listening in on the calls to 確実にする they are 正確に memorialized. 公式の/役人 readouts, by contrast, are 問題/発行するd as news 解放(する)s meant to その上の 外交政策 目的(とする)s. They are typically the only public accounts of the calls that 大統領,/社長s have with their 相当するものs.

Several 現在の and former 行政 公式の/役人s told The Associated 圧力(をかける) that the readouts of Trump´s calls with foreign leaders are often pre-written, 反映するing 公式の/役人 U.S. 政策 and what 国家の 安全 会議 公式の/役人s hope the leaders will discuss and the talking points they 供給する to guide the 大統領,/社長´s conversations.

Those readouts are supposed to be 改訂するd after the calls to 反映する what 現実に transpired. But that doesn't always happen, によれば seven 現在の and former 行政 公式の/役人s who spoke on 条件 of anonymity to 述べる 内部の 審議s.

Such a 改正 didn´t happen in this 事例/患者, によれば a person familiar with the 事柄. The person said that, as usual, a 草案 readout of the call had been written in 前進する based on talking points and had been 認可するd by then-国家の 安全 助言者 John Bolton. But the 大統領,/社長 did not raise the 問題/発行する. And since the call occurred on a Sunday, the person said, the White House may not have updated the 圧力(をかける) 解放(する) before it was 公然と 解放(する)d.

Other 公式の/役人s 公式文書,認めるd that スタッフの一員s 仕事d with 令状ing readouts typically 港/避難所't listened in on the 大統領,/社長's calls and instead rely on others to 簡潔な/要約する them. They are often under a time crunch driven by NSC スタッフの一員s eager to have the U.S. readouts come out before the other nations 解放(する)s their own accounts. いつかs, they said, the 行政 簡単に doesn´t want to recount everything discussed. Other times, they have decided the best course of 活動/戦闘 is not to 解放(する) a readout at all.

Asked why the rough transcript 解放(する)d Friday 異なるs so much from the readout, White House 広報担当者 Hogan Gidley said it is "基準 operating 手続き for the 国家の 安全 会議 to 供給する readouts of the 大統領,/社長´s phone calls with foreign leaders." This one, he said, "was 用意が出来ている by the NSC´s ウクライナ共和国 専門家."

The 現在の ウクライナ共和国 専門家 at the NSC is Lt. Col. Alexander Vindman, who 証言するd to 国会議員s last month behind の近くにd doors and is scheduled to give public 証言 Tuesday.

Gidley 追加するd, "The 大統領,/社長 continues to 押し進める for transparency in light of these baseless 告訴,告発s and has taken the 前例のない steps to 解放(する) the transcripts of both phone calls with 大統領 Zelenskiy so that every American can see he did nothing wrong."

Ned Price, a former NSC 広報担当者 under Obama and now director of 政策 at 国家の 安全 活動/戦闘, said it wasn´t uncommon for readouts to 供給する a "more artful and formal recap" of a foreign leader call.

"But it's certainly not normal for the readout to be nearly 完全に 離婚d from the real ity of the call," he said. "The discrepancies between the transcript and the readout in this 事例/患者 are 深遠な."
