UN 追加するs 爆発性の 構成要素s 禁止（する） to Somalia 武器 出入港禁止
UNITED NATIONS (AP) - The U.N. 安全 会議 on Friday 延長するd an 武器 出入港禁止 on Somalia and a 禁止（する） on 貿易（する） in charcoal, a 重要な source of 基金s for al-Shabab 極端論者s - and it 課すd a new 禁止（する） on 成分s for 爆発性の 装置s the group is ますます using.
The 投票（する） on the British-草案d 決意／決議 was 12-0 with Russia, 中国 and Equatorial Guinea 棄権するing because of 関心s over some of its content 含むing 言及／関連s to human 権利s and a 論争 between Horn of Africa neighbors Eritrea and Djibouti.

It also 非難するd the flow of 武器s and 弾薬／武器 to and through Somalia in 違反 of the 武器 出入港禁止.

It also orders countries to give the Somali 許可／制裁s 委員会 15 days 事前通告 of any sale, 供給（する） or 移転 of precursors.
Russia´s 副 U.N. 外交官／大使 Dmitry Polyansky told the 会議 that the sponsors sought to "overburden" the 決意／決議 "with 指示／教授／教育s on the human 権利s 主題." And he said the 手段´s 言及／関連 to the Eritrea-Djibouti 論争 was "容認できない."
Polyansky 公式文書，認めるd that last year the 会議 投票（する）d 全員一致で to 解除する 許可／制裁s against Eritrea に引き続いて its 雪解け in relations with Ethiopia and other 隣接地の countries.

Somalia´s U.N. 外交官／大使 Abukar Dahir Osman 表明するd 悔いる at the counci l´s 失敗 to consider all 関心s and reach 合意 on the 決意／決議.
He 繰り返し言うd the 政府´s 需要・要求する that the 会議 解除する 許可／制裁s, calling them "outdated" and "欠陥d."
Osman said the 会議 has failed to take into account "the Somalis´ 肯定的な new reality on the ground," and the 政府´s 政策 of 再構築するing a 統一するd and 十分に equipped Somali 国家の Army. And he 非難するd 会議 members for 供給するing no "（判断の）基準s" for 許可／制裁s to be 解除するd.
