Historic flooding 最高潮の場面s Venice´s vulnerability

VENICE, Italy (AP) - The historic lagoon city of Venice 存在するs on the 辛勝する/優位 of a 二塁打 脅し: As it 沈むs, the seas rise.

That reality became more stark this week when Venice was 攻撃する,衝突する with its worst flood in over 50 years, 原因(となる)d by a nearly 1.9 メーター (6-foot) tide that sent waist-high water flowing through St. 示す´s Square, cast the city´s world-famous gondolas の上に walkways, and 脅すd its 中世, Baroque and Renaissance art and architecture.

損失 to the City of Canals from the second-worst flood ever 記録,記録的な/記録するd was put at hundreds of millions of euros (dollars).

Against the 背景 of the 災害, a 汚職-riddled underwater 障壁 system that was supposed to 保護する the city still is not 操作の after more than 16 years of construction and at least 5 billion euros of public 基金s. It was supposed to be working by 2011.

"It has been a 世代 of パネル盤s and engineers that have been working on it. No one can 現実に tell if it will 現実に be 操作の," said Mechtild Rossler, director of the UNESCO World 遺産 中心 in Paris, which 名簿(に載せる)/表(にあげる)s Venice as one of its 合法的に 保護するd World 遺産 場所/位置s because of its cultural and historical significance.

Called Moses - from the Italian acronym for 実験の electromechanical modules, but also a nod to the biblical 人物/姿/数字 who parted the Red Sea - the system of 78 underwater 障壁s is designed to be raised as needed to 封鎖する 開始s to the lagoon and 持つ/拘留する 支援する tides of 1.1 to 3 メーターs.

That would still leave exposed the lowest areas of the city, or about 12% of its area, 含むing St. 示す´s Square.

Though nearly 完全にするd, the 事業/計画(する) still has not been even 部分的に/不公平に 実験(する)d, and some parts have already started to corrode. It has also been 示すd by 贈収賄 スキャンダルs and 侵略(する)/超過(する)s. Its 初期の costs were 事業/計画(する)d at 1.6 billion euros.

Even with the 緊急, Moses won´t be 操作の before the end of next year.

At the same time, the 脅しs to the city of a 4半期/4分の1-million people are growing.

While the 最新の 一連の会議、交渉/完成する of flooding has been せいにするd mostly to a combination of high tides from a 十分な moon and high 勝利,勝つd 押し進めるing water from the shallow A driatic Sea into Venice, 気候 scientists 公式文書,認める that exceptional tides - those over 1.4 メーターs - have become much more たびたび(訪れる) in the past two 10年間s.

Of the 20 exceptional tides 記録,記録的な/記録するd from 1936 through Tuesday´s, more than half have occurred since 2000.

"It is a long-称する,呼ぶ/期間/用語 問題/発行する. It is not the 問題/発行する of one flood, we 回復する, and we go 支援する to normal," Rossler said.

気候 scientist Stefan Rahmstorf of the University of Potsdam 見積(る)s that one-third of Venice´s 増加するing vulnerability is 予定 to 全世界の warming, which has raised the sea level.

"The 残り/休憩(する) is mostly man-made," he said.

The 1,600-year-old city is built on uncompacted sediment, which is settling. Venice´s Tide Office said that because of the 連合させるd 影響 of the city´s settling and the rising of the sea, the water is now 30 センチメートルs (12 インチs) higher against the buildings than it was when 記録,記録的な/記録する-keeping began in 1873.

About 10 to 11 センチメートルs of that took place since the last big flood, in 1966.

Other problems 脅すing the city 含む large numbers of tourists, which put 強調する/ストレス on a city where even something as simple of trash collection must be done by boat, and the passage of 巡航する ships through St. 示す´s 水盤/入り江.

The 大型船s 解放(する) 汚染, 追い出す water into the city and carry other safety 危険s. Over the summer a 巡航する ship 衝突,墜落d into a boat and a ドッキングする/減らす/ドックに入れる.

The historic flooding only 強調するs the 緊急 to 解決する Venice´s problems.

Even 対抗者s of Moses, who have complained that it is technically 欠陥d, too 高くつく/犠牲の大きい and 損失ing to the 環境, now see it as the only expedient 解答.

"We have to be pragmatic. Moses is almost done," said Toto Bergamo Rossi of Venetian 遺産, a nonprofit 焦点(を合わせる)d on 自然保護.

"Maybe it is the wrong 事業/計画(する), but we have spent 5 bil lion euros, a number I cannot count. They have to finish, they have to 急ぐ to finish," he said. "I hope this 肉親,親類d of 大災害 will finally give the 権利 attention to Venice, because this city needs to be 扱う/治療するd in a different way.
