Philippine 火山 警報 lowered, thousands return home
MANILA, Philippines (AP) - Philippine 当局 on Sunday lowered the 警報 level at Taal 火山, two weeks after it began 噴出するing ash, steam and 激しく揺するs, a move that will 許す many of the more than 376,000 追い出すd 村人s to return home.
A popular tourist 目的地 just south of Manila because of its picturesque setting in the middle of a lake, Taal 爆発するd on Jan. 12. It 原因（となる）d no known deaths but 配達するd an 早期に 危機 this year for one of the world´s most 災害-傾向がある nations.
"Taal 火山´s 条件 in the two weeks ... has 一般に 拒絶する／低下するd into いっそう少なく たびたび（訪れる） 火山の 地震 activity, decelerated ground deformation ... and weak steam and gas 放出／発行s at the main 噴火口，クレーター," the Philippine 学校／設ける of Volcanology and 地震学 said.
The 政府´s 機関 lowered the 警報 level from 4 to 3, which means there´s a "減少（する）d 傾向 toward a 危険な 爆発." The highest level-5 警報 示すs a major and much more dangerous 爆発.
The 機関 also 減ずるd to half the danger zone where 居住（者）s have to be 避難させるd, from the 14-キロメーター (8.7-mile) 半径 around the 火山. Taal had last 爆発するd 43 years ago.
"We have to be careful of Taal because of the danger it may still bring, so at the lower level, there should be 高くする，増すd preparedness. People should を締める for 早い 避難／引き上げ," Renato Solidum, the 長，率いる of the 学校／設ける, said in a テレビ放送するd news 会議／協議会.

市長 Daniel Reyes of Agoncillo, a town along the western shores of Taal Lake overlooking the island where the 火山 lies, said he was relieved but remained 関心d. 居住（者）s of Agoncillo and nearby Laurel could still not return home because of the towns´ proximity to the 火山. Thousands of 村人s who used to reside and work on 火山 Island will not be 許すd to return 永久的に, Batangas Gov. Hermilando Mandanas said.
Mandanas 警告するd returning 村人s to 査定する／（税金などを）課す the safety of their villages and houses, many of which remained 一面に覆う／毛布d by 火山の ash or had been 損失d by the 爆発 and 地震s.
"It´s somehow a 救済 but we´re still under a total lockdown," Reyes told The Associated 圧力（をかける）, 追加するing all the 44,000 村人s of his town will remain in 避難／引き上げ 中心s.

The 1,020-foot (311-メーター) Taal is the second-most restive of about two dozen active Philippine 火山s and precariously lies 近づく 密集して 居住させるd areas. On the small island where the 火山 lies, more than 5,000 村人s, many of them working as tourist guides, fled as the ground shook and the 火山 belched a tall plume of dark-gray ash and steam into the sky. Hundreds of horses, cows and other animals were left behind.
The Philippine 群島 lies in the いわゆる 太平洋の "（犯罪の）一味 of 解雇する／砲火／射撃," a seismically 壊れやすい 地域 around the ocean 水盤／入り江, where most of the world´s 地震s and 火山の 爆発s occur.
