地位,任命する-Brexit 会談 gear up for fish fight between EU, UK

KILKEEL, Northern Ireland (AP) - When it comes to U.K.-European Union relations, there's nothing like slapping a fish around. After all, both 味方するs have been contesting who 支配するs their waves practicallysince the 部隊d Kingdom became a member in 1973.

So it's not so surprising that once the U.K. 公式に leaves the EU on Friday night, one of th e first things the two 味方するs will 格闘する over during 交渉s on their 地位,任命する-離婚 関係 is the comparatively tiny 漁業s 産業.

"Perhaps in many ways, 漁業s is the 酸性の 実験(する) of Brexit," said British 政治家,政治屋 and 主要な Brexiteer Nigel Farage.

産業 and 財政上の services are much more important in sheer 経済的な 条件. But somehow fish and 半導体素子s in Britain and 単独の meuniere on the continent 動かす much stronger emotions.

"For example, our car 産業 and 化学製品s 産業 alone are 価値(がある) 20 times the value of the fishing 産業," said Chris Davies, an English 自由主義の 民主党員 member of the European 議会 who is 長,率いる of the EU's 漁業s 委員会 until he leaves on Friday.

"It is much more important, of course, to the economy in Britain as a whole that we get 接近 for those 製品s," Davies said.

But that doesn't (犯罪の)一味 権利 in Kilkeel, Northern Ireland, and other U.K. ports, where 憤慨 runs 深い against EU fishing 政策s that 許す 大型船s from other nations in the 圏 to catch 在庫/株s in rich British waters.

"This (n)艦隊/(a)素早い has been stymied now for, what, 30, 30-加える years, ーに関して/ーの点でs of fish 存在 taken off us and given to other member 明言する/公表するs. It has been a struggle," said Alan McCulla, CEO of the 地元の ANIFPO fishing 協同組合.

"Fishermen here have lost thousands of tonnes of fishing 適切な時期s valued at millions of 続けざまに猛撃するs," McCulla said.

Brexiteers have 栄えるd for years on 類似の words of perceived 悪事を働くこと by faceless bureaucrats encroaching on age-old British 主権,独立. And no one has done that more 効果的に than Farage, who has been 運動ing the U.K. に向かって the EU's 出口 door for 10年間s, mostly from inside the European 議会 itself - where he served as a British 国会議員 for over two 10年間s.

Farage knows how the briny whiff of the sea 強く引っ張るs at the nation's heartstrings.

"The greatness of Britain has always been what we've done on the seas, whether it's through the 王室の 海軍 or through our merchant (n)艦隊/(a)素早いs," Farage said in an interview with The Associated 圧力(をかける). "So 漁業s is 現実に - symbolically - very, very important."

Farage led a flotilla of fishing boats up the River Thames to Britain's 議会 in last-溝へはまらせる/不時着する (選挙などの)運動をするing before the Brexit 国民投票 on June 23, 2016. It turned out that every bit helped, as British 投票者s stunningly decided to leave the 圏 by a 狭くする 52%-48 % 利ざや.

Fish in waters off Britain were still abundant in the 1970s and fishing towns still 栄えるd.

But for just about the duration of Britain's EU 会員の地位, fish 在庫/株s 範囲ing from North Sea cod to English Channel 単独の have been in 拒絶する/低下する. And for British fisherm en it was 平易な to point fingers at foreign fishing 大型船s and EU (警察,軍隊などの)本部 in Brussels. Every 沿岸の EU nation 手配中の,お尋ね者 to catch as many fish as possible, にもかかわらず dwindling 在庫/株s and 科学の 警告s about overfishing.

First, the EU 軍隊d boats to stay in port and 制限するd 割当s, 限界ing 接近 to fish. And when British fishermen then saw EU boats in their 株d waters, 怒り/怒る (機の)カム 自然に.

The 幅の広い 約束 of Brexit always was to 回復する 支配(する)/統制する, which many in the 産業 will feel when a 200-航海の mile zone is 始める,決める for the U.K., instead of the 現在の 12 miles.

"The U.K. should 決定する what level of 接近 from EU boats is 許すd in. It shouldn´t be a 解放する/自由な-for-all just because they´ve been there for years and years. The 支配するs have changed, and we´re taking 支援する 支配(する)/統制する of our own waters," said fisherman Brian 議会s.

議会s, who owns the "Boy Paul" with his brother and おもに fishes off the coast of Ireland and the 小島 of Man for crab and scallops, was の中で those 投票(する)ing to leave the EU.

Farage says Brexit could make sure that にわか景気 years 嘘(をつく) ahead for Britain's 8,000 fishermen who 逮捕する just under 1 billion euros ($1.1 billion) 価値(がある) of 年次の catches.

"If we get 漁業s 権利, we will bring tens of thousands of 職業s 支援する to our 沿岸の communities," he said.

However, the EU has already made it (疑いを)晴らす 交渉s won´t be that simple. 長,指導者 交渉者 Michel Barnier's office has already 知らせるd 外交官s from the 27 member 明言する/公表するs that "相互の 接近 to fishing waters and 資源s should be 持続するd." That means pretty much looking for the status quo that U.K. fishermen hate so much.

And the EU can also play the history card.

"European 大型船s have been fishing in those waters forever. The Vikings would have dragged a 逮捕する behind their longboats when they (機の)カム over 1,000 years ago," said Davies. "So, not surprisingly, the Dutch and the French and others are 説 `we want this to continue, 歴史的に, it´s our 権利.´"

その上に, while Britons may have their fish-rich waters, the EU has an even richer 消費者 market.

"British fishermen are going to have to 受託する that so long as they are selling 70% of all the fish they catch into the European 大陸の market, their 取引ing 力/強力にする is not that 広大な/多数の/重要な," Davies said.

Again, fishermen can already feel the squeeze. Even if they are 深い尊敬の念を抱くd and romanticized for 存在 some of the last true hunters in Europe, many have long been squeezed out economically. As fish needed to be 保護するd, they felt the 政治家,政治屋s didn't 保護する them. The 約束 of Brexit gave them a new hope, but now the realities of hard-nosed 交渉s 始める,決める in.

The 恐れる is that their 願望(する) to get better 所有権 of their fishing grounds might just become another pawns in the 貿易(する) 会談 between both 味方するs.

McCulla of the ANIFPO 協同組合 is trying to look at the 有望な 味方する.

"I've no 疑問 that Europeans will still be able to fish in U.K. waters in the 未来," he said. "But the important difference is that they will have to have that 接近 under the 条件 of U.K. PLC, not under the 条件 of Brussels. And in the 未来, Britannia will 支配する Britannia's waves."
