Ohio's 有毒な algae 計画（する） could give other 明言する／公表するs a 詳細な計画
TOLEDO, Ohio (AP) - Nearly halfway into a 10-year 誓約（する） to 戦闘 the 有毒な algae that turns Lake Erie a 恐ろしい shade of green, Ohio has made little 進歩. Its patchwork of mostly voluntary 成果／努力s hasn't slowed the farm fertilizers that 料金d algae blooms, 主要な to 汚染するd drinking water and dead fish.
Ohio's 知事 has 権限を与えるd an ambitious 計画（する） that this year will begin 申し込む／申し出ing 農業者s 財政上の incentives to 可決する・採択する new 農業 practices and will create a 網状組織 of wetlands to 逮捕（する） and filter runoff from fields.

支援者s of the 明言する／公表する's 計画（する） worry that 農業者s could get discouraged and 国会議員s may 支援する away from committing more money if algae blooms continue to 圧倒する the lake.
That's why the 明言する／公表する's 即座の 焦点（を合わせる） is on 納得させるing 農業者s in the western Lake Erie 地域 to commit to some changes. "Our 手段 of success will be in how many 農業者s 入会させる in each 郡," said Dorothy Pelanda, Ohio's 農業 director.

Nathan Eckel, who raises cattle and farms with his family just outside Toledo, said he and many neighbors already are doing several recommended practices, 含むing 工場／植物ing cover 刈るs and vegetation along streams and mixing manure into the ground.
"We're doing what's most time efficient and what's best financially," he said.
One of the 明言する／公表する's suggestions for 減ずるing phosphorus runoff is to 注入する fertilizer into fields instead of on 最高の，を越す, but that 器具／備品 costs の近くに to $200,000. "How do you 正当化する that coming off a year like we just had?" Eckel said.

"I can't 非難する the 農業者," she said. "Even those committed to it aren´t getting enough feedback."
調査するs have shown that while up to 20% might not be willing to change, a larger 株 are open to new ways but 直面する 障壁s, many of them 財政上の.

Ohio's leaders have been under 圧力 to 直す／買収する，八百長をする the lake since algae toxins in 2014 left more than 400,000 people around Toledo unable to drink their tap water. 熟考する／考慮するs by have shown that 概略で 85% of the phosphorus going into the lake comes from 農業.
Many 専門家s think the only way to 減ずる that is to order 農業 to make changes instead of relying on volunteers.
