Kansas considers 要求するing 'In God We 信用' in classrooms

TOPEKA, Kan. (AP) - 保守的な 共和国の/共和党のs are 押し進めるing for a 法律 要求するing 政府 buildings and schools across Kansas to 地位,任命する the 国家の motto of "In God We 信用," an idea critics say is part of a broader 成果/努力 by the Christian 権利 to 促進する their 宗教的な beliefs in public life.

A Kansas House 委員会 heard 証言 Thursday on a 法案 sponsored by 13 GOP 国会議員s that would, の中で other things, 要求する all public school classrooms and libraries to 地位,任命する the motto. Under the 手段, the motto must be 地位,任命するd as soon as schools, colleges, cities and 郡s receive 寄付s, either of "持続する" posters or money to cover the costs.

It drew 即座の 対立 from 民主党員s, and even one 保守的な 共和国の/共和党の 表明するd 関心 about the 法案's 範囲. The 国家の American Atheists organization said such a 法律 would stigmatize nonbelievers and 宗教的な 少数,小数派s and 代表する a step toward harsher anti-LGBTQ and anti-abortion 対策. The 法案 mirrors model 法律制定 促進するd by some 保守的な Christian groups.

The 審理,公聴会 Thursday tapped 簡潔に into 長年の 緊張s between people who want to keep 政府 from 促進するing 宗教的な beliefs and those who argue that 約束's 役割 in public life has been 狭くするd too much. American churches also are 格闘するing with a rise in the number of Americans with no 宗教的な affiliation.

"These 法案s are not innocuous. They're part of a larger 戦略," said American Atheists 広報担当者 Tom 先頭 Denburgh. "A lot of these (選挙などの)運動をするs are 焦点(を合わせる)ing on children. I mean, if you put `In God We 信用´ in schools, you're trying to essentially indoctrinate them."

Kansas 明言する/公表する Rep. Michael Capps, the Wichita 共和国の/共和党の and the 法案's lead sponsor, said the motto should be 陳列する,発揮するd to 認める the nation's "history and 設立するing 原則s." 議会 可決する・採択するd "In God We 信用" as the 国家の motto in the 1950s, but Capps said the phrase echoes word s in the 国家の 国家 and the 宣言 of Independence.

Capps 公式文書,認めるd that 連邦の 法廷,裁判所s have 繰り返して 支配するd that its 陳列する,発揮する does not 侵害する/違反する the 保証(人)s of 宗教的な freedom under the U.S. 憲法's First 改正. His 法案 明示するs either a 持続する poster or でっちあげる,人を罪に陥れるd picture with the motto, at least 11 インチs by 14 インチs, with American and Kansas 旗s.

Told after the 審理,公聴会 of Atheist America's 見解(をとる) that 地位,任命するing the motto would stigmatize 非,不,無-信奉者s, he said: "I can't 支配(する)/統制する what someone else thinks. It's not my 責任/義務 to be in their 長,率いるs."

Capps 公式文書,認めるd that the 明言する/公表する 憲法 について言及するs God, starting in its preamble and 追加するd, "Does having the 言及/関連 to God in the Kansas 明言する/公表する 憲法 make every atheist feel second-class?"

Rep. Stephanie Clayton, a Kansas City-area 民主党員, said she has "heartburn" over the 可能性のある message to atheists. She also raised 関心 that the 法案 could 許す groups like the Ku Klux Klan to 寄付する posters or money for posters. Capps said 寄贈者s wouldn't be credited.

Rep. Blake Carpenter, a 保守的な Wichita-area 共和国の/共和党の, asked Capps whether it was "slight overkill" to 要求する the motto to be 地位,任命するd in every classroom and library, rather than in the main 入り口 of a school.

Capps replied: "一般に speaking, every classroom has had an American 旗 in it. We don't consider that to be overkill."

委員会 Chairman John Barker is a 共和国の/共和党の from Abilene, the hometown of 大統領 Dwight Eisenhower, who 調印するd the 法律制定 making "In God We 信用" the 国家の motto. But Barker said he 本人自身で likes a Latin motto 議会 first 可決する・採択するd in the 1780s that remains on the U.S. 調印(する).

"E Pluribus Unum," Barker said. "From many, we are one."
