AP FACT CHECK: If he's said it once, he's said it 100 times

WASHINGTON (AP) - If 説 things 100 times could make them true, 大統領 Donald Trump's account of how the U.S. is doing with the coronavirus would be true.

COVID-19 実験（する）ing would be the envy of the world, the economy would be on the cusp of roaring 支援する, the 脅し would be receding in a pandemic that has sickened more than 3.1 million Americans and killed more than 134,000.

But repetition doesn't make for reality. The U.S. is taking a disproportionate 攻撃する，衝突する from the coronavirus globally and does not have it under 支配（する）／統制する.

A look at how rhetoric from the past week compares with the facts on さまざまな前線s:

VIRUS

TRUMP: "Deaths in the U.S. are way 負かす／撃墜する." - tweet Monday, one of at least a half dozen 先触れ（する）ing a 減少（する） in daily deaths from the ウイルス.

THE FACTS: It´s true that deaths dipped as 感染s spiked in many parts of the country. But deaths lag sickness. And now, the 広範囲にわたって推定する／予想するd 上昇傾向 in U.S. deaths has begun, driven by fatalities in 明言する／公表するs in the South and West, によれば data 分析するd by The Associated 圧力（をかける）.

"It´s a 誤った narrative to take 慰安 in a lower 率 of death," Dr. Anthony Fauci, director of the 国家の学校／設ける of アレルギー and 感染性の病気s, said Tuesday. He advised Americans: "Don´t get yourself into 誤った complacency."

The new AP 分析 of data from Johns Hopkins University shows the seven-day rolling 普通の／平均（する） for daily 報告（する）／憶測d deaths in the U.S. 増加するd to 664 on Friday from 578 two weeks ago, as deaths rose in more than half the 明言する／公表するs. That´s still 井戸／弁護士席 below the lethal numbers of April.

"It´s 終始一貫して選ぶing up," said William Hanage, a Harvard University 感染性の病気s 研究員. "And it´s 選ぶing up at the time you´d 推定する／予想する it to."

TRUMP: "For the 1/100th time, the 推論する／理由 we show so many 事例／患者s, compared to other countries that 港／避難所´t done nearly 同様に as we have, is that our TESTING is much bigger and better. We have 実験（する）d 40,000,000 people. If we did 20,000,000 instead, 事例／患者s would be half, etc. NOT REPORTED!" - tweet Thursday.

THE FACTS: His notion that 感染s are high only because the U.S. diagnostic 実験（する）ing has 増加するd is 誤った. His own 最高の，を越す public health 公式の／役人s have 発射負かす／撃墜する this line of thinking. 感染s are rising because people are 感染させるing each other more than they were when most everyone was hunkered 負かす／撃墜する.

It's true that 増加するd 実験（する）ing also 与える／捧げるs to the higher numbers. When you look harder, you're going to see more. But the 実験（する）ing has 暴露するd a worrisome 傾向: The 百分率 of 実験（する）s coming 支援する肯定的な for the ウイルス is on the rise across nearly the entire country.

Tha t's a （疑いを）晴らす demonstration that sickness is spreading and that the U.S. 実験（する）ing system is 落ちるing short.

"A high 率 of 肯定的な実験（する）s 示すs a 政府 is only 実験（する）ing the sickest 患者s who 捜し出す out 医療の attention and is not casting a wide enough 逮捕する," says the Johns Hopkins University Coronavirus 資源中心, a 最初の／主要な source of updated （警察などへの）密告，告訴（状） on the pandemic.

Americans are 存在直面するd with long lines at 実験（する）ing 場所／位置s, often disqualified if they are not showing symptoms and, if 実験（する）d, 軍隊d to wait many days for results.

TRUMP on the coronavirus: "We have the lowest Mortality 率 in the World." - tweet Tuesday.

THE FACTS: This 声明 is wholly unsupported.

An 正確な death 率 is impossible to know. Every country 実験（する）s and counts people 異なって, and some are unreliable in 報告（する）／憶測ing 事例／患者s. Without knowing the true number of people who become 感染させるd, it cannot be 決定するd what 部分 of them die.

Using a count kept by Johns Hopkins University, you can compare the number of 記録，記録的な／記録するd deaths with the number of 報告（する）／憶測d 事例／患者s. That count shows the U.S. experiencing more deaths as a 百分率 of 事例／患者s than most other countries now 存在攻撃する，衝突する hard with the pandemic. The 統計（学） look better for the U.S. when the 名簿（に載せる）／表（にあげる） is 拡大するd to 含む European countries that were slammed 早期に on by the ウイルス but now appear to have it under 支配（する）／統制する. Even then, the U.S. is not shown to be の中で the best in 避けるing death.

Such 計算／見積りs, though, do not 供給する a reliable 測定 of actual death 率s, because of the variations in 実験（する）ing and 報告（する）／憶測ing, and the Johns Hopkins 一致する is not meant to be such a 手段.

The only way to tell how many 事例／患者s have gone uncounted, and therefore what 百分率 of 感染させるd people have died from the 病気, is to do another 肉親，親類d of 実験（する） comprehensively, of people´s 血, to find how many people 耐える免疫の system antibodies to the ウイルス. Globally, that is only 存在 done in select places.

ECONOMY

TRUMP: "職業 growth is biggest in history." - tweet Wednesday.

THE FACTS: Yes, but only because it is に引き続いて the greatest 職業 losses in history, by far.

The U.S. economy shed more than 22 million 職業s in March and April, wiping out nearly a １０年間 of 職業 growth in just two months, as the viral 突発／発生強めるd and nearly all 明言する／公表するs shut 負かす／撃墜する nonessential 商売／仕事s. Since then, 7.5 million, or about one-third, of those 職業s have been 回復するd as 商売／仕事s 再開するd. Even after those 伸び（る）s, the 失業率 is 11.1%, 負かす／撃墜する from April and May but さもなければ higher than at any point since the 不景気.

TRUMP: "Economy and 職業s are growing MUCH faster than anyone (except me!) 推定する／予想するd." - tweet Wednesday.

THE FACTS: Not really. It´s true that May´s 伸び（る） of 2.7 million 職業s was 予期しない. 経済学者s had 予測（する） another month of 職業 losses. But most 経済学者s 事業／計画（する）d 雇うing would はっきりと回復する by June or at the 最新の July, once 商売／仕事s began to 再開する. The 伸び（る）s kicked in a month earlier than 予測（する）.

Now, though, coronavirus 事例／患者s are rising in most 明言する／公表するs, imperiling the climb 支援する. In six 明言する／公表するs 代表するing one-third of the economy - Arizona, California, Colorado, Florida, Michigan, and Texas - 知事s are 逆転するing their 再開するing 計画（する）s, and the 再開する is on pause in 15 other 明言する／公表するs. Such 逆転s are keeping layoffs elevated and 脅すing to 弱める雇うing.

TRUMP ON BIDEN

TRUMP （選挙などの）運動をする広告, playing out a シナリオ where a person needing help calls the police in a Biden 大統領／総裁などの地位 and gets a 発言する／表明する記録，記録的な／記録するing: "You have reached the 911 police 緊急 line. 予定 to defunding of the police department, we´re sorry but no one is here to take your call." The 広告の近くにs with the message: "You won´t be 安全な in Joe Biden´s America."

THE FACTS: Biden has not joined the call of 抗議する人s who 需要・要求するd "defund the police" after Floyd´s 殺人，大当り. He´s 提案するd more mone y for police, 条件d to 改良s in their practices.

"I don´t support defunding the police," Biden said last month in a CBS interview. But he said he would support tying 連邦の援助（する） to police based on whether "they 会合，会う確かな basic 基準s of decency, honorableness and, in fact, are able to 論証する they can 保護する the community, everybody in the community."

The email links to an excerpted ビデオ clip of Biden´s conversation with 自由主義の行動主義者 Ady Barkan, who 是認するd Biden on Wednesday after supporting Elizabeth 過密な住居 and Bernie やすりを削る人／削る機械s during the Democratic 最初の／主要なs. Barkan raises the 問題／発行する of police 改革（する） and asks whether Biden would funnel money into social services, mental health 助言 and affordable 住宅 to help 減ずる非軍事の interactions with police.

Biden 答える／応じるs that he is calling for 増加するd 基金ing for mental health providers but "that´s not the same as getting rid of or defunding all the police" and that both approaches are needed, 含むing more money for community police.

Asked again by Barkan, "so we agree that we can redirect some of the 基金ing," Biden then answers "絶対 yes."

Biden then gives the caveat that he means "not just redirect" 連邦の money 潜在的に but "条件" it on police 改良s.

Trump at first 否定するd he was joking when he told a Tulsa, Oklahoma, 決起大会／結集させる on June 20 that he said "to my people, `Slow the 実験（する）ing 負かす／撃墜する, please'" because "they 実験（する） and they 実験（する）." Days later he said he didn't really mean it.

In any event, a succession of his public-health 公式の／役人s 証言するd to 議会 that the 大統領，／社長 never asked them to slow 実験（する）ing and that they were doing all they could to 増加する it. But 実験（する）ing remains markedly insufficient.
