UN 認可するs 援助（する） to Syria's 反逆者／反逆する area through 1 crossing
UNITED NATIONS (AP) - Russia 得点する／非難する／２０d a victory for its 同盟（する） Syria on Saturday by 軍隊ing the 安全 会議 to 限界 人道的な 援助（する） 配達／演説／出産s to the country´s おもに 反逆者／反逆する-held northwest to just one crossing point from Turkey, a move that Western nations say will 削減（する） a lifeline for 1.3 million people.
Russia argues that 援助（する） should be 配達するd from within the country across 衝突 lines, and says only one crossing point is needed.
U.N. 公式の／役人s and 人道的な groups argued unsuccessfully - along with the 広大な 大多数 of the U.N. 安全 会議 - that the two crossing points in 操作／手術 until their 委任統治（領） 満了する／死ぬd Friday were 必須の for getting help to millions of 貧困の people in Syria´s northwest, 特に with the first 事例／患者 of COVID-19 recently 報告（する）／憶測d in the 地域.
The 安全 会議 投票（する） 認可するing a 選び出す／独身 crossing from Turkey was 12-0, with Russia, 中国 and the Dominican 共和国 棄権するing.
The 投票（する） capped a week of high-火刑／賭けるs 競争 pitting Russia and 中国 against the 13 other 会議 members. An 圧倒的な 大多数 投票（する）d twice to 持続する the two crossings from Turkey, but Russia and 中国 拒否権d both 決意／決議s - the 15th and 16th 拒否権 by Russia of a Syria 決意／決議 since the 衝突 began in 2011 and the ninth and 10th by 中国.
Germany and Belgium, which had sponsored the 広範囲にわたって supported 決意／決議s for two crossing points, finally had to 支援する 負かす／撃墜する to the 脅し of another ロシアの 拒否権. The 決意／決議 they put 今後 Saturday 権限を与えるd only a 選び出す／独身 crossing point from Turkey for a year.

In January, Russia also 得点する／非難する／２０d a victory for Syria, using its 拒否権 脅し to 軍隊 the 安全 会議 to 可決する・採択する a 決意／決議 減ずるing the number of crossing points for 援助（する） 配達／演説／出産s from four to two, from Turkey to the northwest. It also 削減（する） in half the yearlong 委任統治（領） that had been in place since cross-国境 配達／演説／出産s began in 2014 to six months.
Before 可決する・採択するing the 決意／決議 Saturday, the 会議 拒絶するd two 改正s 提案するd by Russia, 含むing one 示唆するing that U.S. and European Union 許可／制裁s on Syria were 妨げるing 人道的な 援助（する）. That 論争 was 熱心に 拒絶するd by the Trump 行政 and the EU, which 公式文書，認めるd their 許可／制裁s 含む 控除s for 人道的な 配達／演説／出産s. It also 拒絶するd an 改正 from 中国.
Russia´s 副 U.N. 外交官／大使, Dmitry Polyansky, said after the 投票（する） that from the beginning Moscow had 提案するd one crossing - from Bab al-Hawa to Idlib - and that Saturday´s 決意／決議 could have been 可決する・採択するd weeks ago. He said Russia 棄権するd in the 投票（する） because 交渉s over the 決意／決議 were marred by "clumsiness, disrespect."
Polyansky （刑事）被告 Western nations on the 会議 of "前例のない 高さs" of hypocrisy, 説 they were ready to 危険にさらす cross-国境 援助（する） over the 言及／関連s to 片側だけの 許可／制裁s.

He said his 味方する fought to 持続する 多重の crossing points for 援助（する）, 含むing the Al-Yaroubiya crossing point from Iraq in the northeast that was の近くにd in January, because that is what is needed for efficient 配達／演説／出産 of 援助（する） to millions in need - and he asked Polyansky "this is clumsy?"
"This is what we tried to do over these past weeks, to get the optimum to the 全住民," Heusgen said.
U.S. 外交官／大使 Kelly （手先の）技術 told the 会議: "Today´s 結果 leaves us sickened and 乱暴／暴力を加えるd at the loss of the Bab al-Salaam and Al Yarubiyah 国境 crossings."
"Behind those locked gates are millions of women, children, and men who believed that the world had heard their 嘆願s. Their health and 福利事業 are now at 広大な／多数の／重要な 危険," she said.
Still, （手先の）技術 called the authorization of 接近 through Bab al-Hawa for 12 months "a victory" in light of Russia and 中国´s "乗り気 to use their 拒否権 to 強要する a 劇の 削減 in 人道的な 援助."
