Migrant kids held in US hotels, then expelled
HOUSTON (AP) - The Trump 行政 is 拘留するing 移民，移住（する） children as young as 1 in hotels, いつかs for weeks, before 国外追放するing them to their home countries under 政策s that have 効果的に shut 負かす／撃墜する the nation´s 亡命 system during the coronavirus pandemic, によれば 文書s 得るd by The Associated 圧力（をかける）.
A 私的な 請負業者 for U.S. 移民／移住 and Customs 施行 is taking children to three Hampton Inn & 控訴s hotels in Arizona and at the Texas-Mexico 国境, where they are typically 拘留するd for several days, the 記録，記録的な／記録するs show. The hotels have been used nearly 200 times, while more than 10,000 beds for children sit empty at 政府 避難所s.

Lawyers and 支持するs say 住宅 unaccompanied migrant children in hotels exposes them to the 危険 of 外傷／ショック as they're 拘留するd in places not designed to 持つ／拘留する them and cared for by 請負業者s with 不明瞭な 信任状. They are challenging the use of hotels as 拘留，拘置 spaces under the Flores 法廷，裁判所 解決／入植地.
"They´ve created a 影をつくる／尾行する system in which there´s no accountability for expelling very young children," said Leecia Welch, an 弁護士／代理人／検事 at the nonprofit 国家の 中心 for 青年 法律. "There really aren´t enough words to 述べる what a disgraceful example of sacrificing children this is to 前進する heartless 移民／移住 政策s."

In McAllen, Texas, people in scrubs went room to room on the fourth and fifth 床に打ち倒すs of the Hampton Inn caring for children, によれば Roberto Lopez of the nonprofit Texas Civil 権利s 事業／計画（する）. He walked through the hotel Friday, spotting a small child 持つ／拘留するing on to a gate in a doorway as an adult on the other 味方する played with him. Lopez said he could hear the cries of at least one child in the hallway.
Parked outside were unmarked white 先頭s with the silhouettes of adults and children 明白な through the windows, Lopez said. He didn't see logos or insignia for any 政府 機関s on the 先頭s or in the hotel.
The 記録，記録的な／記録するs 得るd by AP show the Hampton Inn in McAllen was used most often to 拘留する children - 123 times over two months. The other hotels are in 不死鳥／絶品 and El Paso.
Hilton, which owns the Hampton Inn brand, said in a 声明 Tuesday that all three hotels were franchises and it believed rooms were 調書をとる／予約するd 直接／まっすぐに with those owners. Hilton wouldn't say how many rooms had been used to 拘留する children or how much the rooms cost.
"We understand these 所有物／資産／財産s have been used for their ーするつもりであるd 目的 - 一時的な accommodation for guests traveling between 場所s," the 声明 said.
城 歓待, which operates the McAllen hotel, said it didn't know its rooms would be used to 拘留する children until they arrived.
"We are not making any political 声明s one way or the other by taking in this group and we feel that anyone, 特に children in such difficult circumstances, is する権利を与えるd to 安全な and clean accommodations and that´s what we 目的（とする） to 供給する," a company 声明 said. "In our conversations with the group 接触する, we have been 保証するd that all 明言する／公表する and 連邦の 規則s are 存在 followed."
At least 2,000 unaccompanied children have been expelled since March, when the Trump 行政 発表するd it would 概して 辞退する 入ること／参加（者） to people 捜し出すing 保護 in the U.S. The 行政 has 特記する／引用するd the 脅し of the coronavirus in 説 it doesn't have the 資源s to 許す migrants to stay.
The U.S. has the highest number of 確認するd COVID-19 事例／患者s and deaths in the world, and the ウイルス is 荒廃させるing much of the West and South, 含むing Texas´ Rio Grande Valley, where McAllen is 位置を示すd.
Before March, Central American children who crossed into the U.S. alone were 一般に sent to 施設s overseen by the Department of Health and Human Services. HHS 施設s have bedrooms and schooling, and children are given 接近 to lawyers and 一般に placed with family sponsors. While U.S. Customs and 国境 保護 said it made 1,564 逮捕s of unaccompanied children at the southern 国境 in June, HHS says it received just 61. CBP wouldn't say how many children are expelled 権利 away, how many are sent to hotels or how 国境 スパイ／執行官s decide between those 選択s or referral to HHS. The 機関 referred questions about hotels to ICE.
ICE said it uses 請負業者 MVM Inc. "to 輸送（する） 選び出す／独身 minors to hotels and to 確実にする each minor remains 安全な and 安全な・保証する while in this 一時的な 住宅." MVM had a 契約 with ICE for "transportation services" 延長するd for $49 million on March 31, によれば 連邦の 契約ing data. The company 拒絶する／低下するd to answer questions.

The 政府 供給するd 記録，記録的な／記録するs on the 拘留，拘置 of children and 十代の少年少女s expelled in April and June to a team of lawyers 代表するing the 利益／興味s of 移民，移住（する） children under the Flores 協定, reached in 1997. 記録，記録的な／記録するs for May weren't 利用できる.
The Hampton Inns in McAllen, El Paso and 不死鳥／絶品 were used 186 times. No other hotels appear in the 記録，記録的な／記録するs, which 示す that 169 children were 拘留するd at the hotels, some with 多重の stays.
At least two 1-year-olds were held for three days. But some young children, 含むing 3- to 5-year-olds, were 拘留するd for two weeks or longer. One 5-year-old was 拘留するd for 19 days in the McAllen hotel.
The 記録，記録的な／記録するs 示す the children were not …を伴ってd by a parent but don't say more about the circumstances of their crossing the 国境. In the past, some very young children have been brought by older siblings or other 親族s. Others have been sent by parents waiting for their 法廷，裁判所 dates in 難民 （軍の）野営地，陣営s on the U.S.-Mexico 国境 with hopes they will be placed with 親族s.
Karla Vargas, a Texas Civil 権利s 事業／計画（する） lawyer, 代表するd a 13-year-old girl who was 拘留するd in a hotel and later expelled to El Salvador. Vargas said 国境 スパイ／執行官s didn't tell the girl´s mother in the U.S. that they had 拘留するd her daughter. A person who crossed the 国境 with the girl called her mother.
"The children with whom we´ve spoken say there are other children in the hotels," Vargas said. "We know that there are 集まりs of children."
