$300 in US 失業 援助(する) running out even as more 捜し出す help

WASHINGTON (AP) - The nation's 失業 safety 逮捕する is looking ますます 不安定な, with a $300-a-week 連邦の 失業 利益 from the Trump 行政 running out just weeks after it began and millions of laid-off Americans 近づくing an end to their 明言する/公表する 失業 援助(する).

Most Americans who exhaust their 明言する/公表する's 失業 利益s - typically after six months - will 移行 to an 緊急 連邦の program that 供給するs an 付加 13 weeks of 援助(する). Yet they still 直面する a ぼんやり現れるing 最終期限: By year's end, nearly all the 連邦の 失業 supports will 満了する/死ぬ. Unless 議会 延長するs those programs, millions of 失業 Americans could be 削減(する) off.

Their struggles come against the 背景 of an 病んでいる 職業 market with 13 million 失業した people and the pace of layoffs still elevated six months after the viral pandemic flattened the economy. 使用/適用s for 失業 利益s first spiked in the week of March 21, when they reached 3.3 million, then more than 二塁打d the next week to a 記録,記録的な/記録する 6.9 million. That means that anyone who began receiving 明言する/公表する 失業 利益s then will have to 転換 to an 緊急 連邦の program in the coming weeks.

分かれて, a 広報担当者 for the 連邦の 緊急 管理/経営 機関, which is 治めるing the $300-a-week 連邦の 利益, said Thursday that the 機関 is 供給するing money to cover six weeks, from the start of August through the end of this week, with no 拡張 in sight.

Nearly all 明言する/公表するs have 適用するd for the $300-a-week 利益. But only 17 have managed to 昇格 their computers systems to 現実に 分配する the 支払い(額)s. As a result, while many 明言する/公表するs will likely 問題/発行する checks for several weeks, the money will be retroactive to 早期に August and will cover only through 中央の-September.

Through July, people out of work まっただ中に the coronavirus pandemic were receiving $600 a week in 連邦の 援助(する) on 最高の,を越す of their 明言する/公表する 失業 利益s. For many 受取人s, the $600 連邦の check 越えるd their 明言する/公表する 利益s and kept them afloat as the economy 崩壊するd. But 共和国の/共和党のs in 議会 …に反対するd the $600, arguing that it was so high as to discourage many of the 失業した from looking for a 職業.

On Thursday, 上院 民主党員s 封鎖するd 法律制定 that would have 延長するd the extra $300 支払い(額) and 供給するd more money for schools. The 民主党員s 好意d 回復するing the 十分な $600-a-week 失業 利益 同様に as more money for 明言する/公表するs, localities and small 商売/仕事s.

Also Thursday, the Labor Department 報告(する)/憶測d that 使用/適用s for 失業 援助(する) were 不変の last week at 884,000, and the number of laid-off 労働者s who 適用するd for 援助(する) under a separate program for the self-雇うd and 契約 労働者s 増加するd. The 人物/姿/数字s 示すd that companies are still cutting an 異常に large number of 職業s.

Other 最近の 証拠 also 示唆するs that the 職業 market´s 改良 may be 弱めるing after solid 伸び(る)s through spring and most of summer. The number of people 捜し出すing 失業 援助(する) each week still far 越えるs the number who did so in any week on 記録,記録的な/記録する before this year.

雇うing has slowed since June, and a rising number of laid-off 労働者s now say they regard their 職業 loss as 永久の. The number of people who are continuing to receive 明言する/公表する 失業 利益s rose last week, after five weeks of 拒絶する/低下するs, to 13.4 million, 証拠 that 雇用者s aren´t 雇うing enough to 相殺する layoffs.

For those who have run out of 明言する/公表する 失業 利益s, the next step will be to 移行 t o a 連邦の program known as Pandemic 緊急 失業 補償(金), or PEUC. It's の中で the alphabet soup of 付加 supports that were 設立するd by the $2 一兆 援助(する) 一括 that 議会 認可するd this spring. The 緊急 program lasts for 13 weeks and is now 支払う/賃金ing 利益s to 1.4 million people.

One of them is マイク Walsh, who lives in Orlando, and is receiving PEUC because Florida's 明言する/公表する 失業 利益s last only 12 weeks. Along with North Carolina, that's the fewest number of weeks 供給するd by any 明言する/公表する.

Before the pandemic, Walsh, 53, worked as a transportation 経営者/支配人 for 条約s and 集会s in Orlando and around the country. If a 貿易(する) group brought 40,000 of its members to Orlando for an 年次の 条約, Walsh would 調整する the buses needed to 往復(する) them from dozens of hotels to the 条約 中心 and 主題 parks. He traveled to Washington, D.C. to manage 2,200 buses that arrived for 大統領 Barack Obama's 就任の in 2009.

Walsh doesn't know when the 条約 商売/仕事, where he has worked for 33 years, will return. Yet that might not be until next spring, likely long after his 失業 checks will have run out. His 現在の $244 支払い(額) and 貯金 are covering his expenses for now, but he doesn't want to run through all his 貯金. If his money runs too low he'll take any 職業.

"I'll be the one standing at the door, telling you, `Welcome to Walmart,' " he said.

If the PEUC program 満了する/死ぬs, 失業した 労働者s can then 適用する for what's called 延長するd 利益s, which lasts from 13 to 20 weeks in most 明言する/公表するs, though only six weeks in Florida. 延長するd 利益s kick in when a 明言する/公表する's 失業率 crosses a 明確な/細部 threshold. All 明言する/公表するs are 現在/一般に 支払う/賃金ing these 利益s, which is 供給するing checks to 241,000 people.

Then there is the Pandemic 失業 援助 program, or PUA. It is a new source of support 始める,決める up by the 政府's 救済 一括 and is now 供給するing 援助(する) to 14.6 million of the 失業した, more than the 正規の/正選手 明言する/公表する programs are covering. Its ニュース報道 lasts for 39 weeks.

But not やむを得ず for those who have been laid off more recently. On Dec. 31, the PEUC and PUA will 満了する/死ぬ. That will leave only 明言する/公表する 利益s and the 延長するd 利益s programs. With 失業 likely to remain high until then, many of the 失業 could be left desperate.

"There will still be a need for 失業 利益s then," said Elizabeth Pancotti, a 政策 分析家 at 雇う America, an advocacy group.
