Colorado 知事 無効のs 1864 order to kill Native Americans

DENVER (AP) - Colorado Gov. Jared Polis on Tuesday 無効にするd a 19th century 布告/宣言 that called for 国民s to kill Native Americans and take their 所有物/資産/財産, in what he hopes can begin to make 修正するs for "sins of the past."

The 1864 order by Colorado´s second 領土の 知事, John Evans, would 結局 lead to the Sand Creek 大虐殺, one of Colorado's darkest and most fraught historic moments. The 残虐な 強襲,強姦 left more than 200 Arapaho and Cheyenne people - mostly women, children and 年輩の - dead.

Evans' 布告/宣言 was never lawful because it 設立するd 条約 権利s and 連邦の Indian 法律, Polis said at the 調印 of his (n)役員/(a)執行力のある order on the (ワシントンの)連邦議会議事堂 steps.

"It also 直接/まっすぐに 否定するd the Colorado 憲法, the 部隊d 明言する/公表するs 憲法 and Colorado 犯罪の codes at the time," the Democratic 知事 said to whoops from the (人が)群がる.

Polis stood と一緒に 国民s of the Southern Ute, Ute Mountain, Cheyenne and Arapaho tribes, many dressed in 伝統的な regalia. Some held 調印するs reading "認める Indigenous knowledge, people, land" and "Decolonize to 生き残る."

Ernest House Jr., who served as (n)役員/(a)執行力のある director of the Colorado (売買)手数料,委託(する)/委員会/権限 of Indian 事件/事情/状勢s under former Gov. John Hickenlooper, said Polis' order is important to the 明言する/公表する's 政府-to-政府 relations with tribes, the acknowledgment of history, and a movement toward 仲直り.

"I think there's oftentimes the general community think of American Indians as the 消えるing race, the 消えるing people. And I think it starts with things like this," said House, a 国民 of the Ute Mountain Ute Tribe. "It gives us a place that we were important and that our lives were important."

A broader 押し進める for 仲直り and racial reckoning has occurred across the U.S. in the wake of George Floyd´s death at the 手渡すs of police, 含むing 成果/努力s to 除去する Confederate monuments and statues of slave 仲買人s, colonizers, c onquerors and others. Some 明言する/公表するs, 含むing Colorado, have banned Native American mascots in schools.

That movement coupled with 新たにするd attention to Evans´ history also 誘発するd Polis to create an (a)忠告の/(n)警報 board to recommend 指名する changes for the highest 頂点(に達する) in the 前線 範囲 of the Rocky Mountains, known as "開始する Evans." Discussions are taking place within the Colorado (売買)手数料,委託(する)/委員会/権限 of Indian 事件/事情/状勢s to choose "more culturally 極度の慎重さを要する 指名するs," said Alston 海がめ, a councilman with the Ute Mountain Ute Tribe.

Evans 治める/統治するd the 領土 of Colorado during three years of the Civil War, from 1862 to 1865. He 辞職するd after the Sand Creek 大虐殺 happened under his order.

Col. John Chivington led the Nov. 29, 1864, 虐殺(する). He and his 兵士s then 長,率いるd to Denver, where they 陳列する,発揮するd some of the 犠牲者s´ remains.

The 大虐殺 is one of several long-ago terrible events that many Americans don´t know about, such as the Snake River attack in Oregon in 1887, where as many as 34 Chinese gold 鉱夫s were killed. Others occurred within the lifetimes of many Americans living today, like the 1985 爆破 by Philadelphia police of the house that headquartered the 黒人/ボイコット organization MOVE, 殺人,大当り 11 people.

Rick Williams, a Lakota and Cheyenne 子孫 who 熟考する/考慮するs Native American history, 設立する the 初めの Evans´ order while 研究ing the 影響 of the Fort Wise 条約 of 1861, in which U.S. 政府 代表者/国会議員s met with Cheyenne and Arapaho leaders to 設立する a 保留(地)/予約 along the Arkansas River in eastern Colorado. Williams said only 10 people 調印するd the 協定.

"The next two years, it was hell for Indians because they didn´t 調印する the 条約, and they tried to kill as many of them as they could. And when that didn´t work, (Evans) 問題/発行するd an order to 宣言する war," Williams said.

One of Evans´ orders みなすd Native Americans "enemies of the 明言する/公表する," and the second called for Colorado 国民s to kill and steal from them, Williams said.
