Omagh 爆弾 families welcome 調査 告示

Families of Omagh 爆弾 犠牲者s have welcomed the ordering of an 独立した・無所属 調査 into the 残虐(行為).

Twenty-nine people, 含むing a woman 妊娠している with twins, were killed when a 反体制者 共和国の/共和党の car 爆弾 ripped through Omagh town centre on August 15 1998.

Northern Ireland 長官 Chris Heaton-Harris told the ありふれたs on Thursday he is 設立するing the 調査 in 返答 to a 法廷,裁判所 judgment that directed the 政府 to carry out some form of 調査 into 申し立てられた/疑わしい 安全 failings.

The 爆破, wh ich occurred months after the 調印 of Northern Ireland’s historic Good Friday peace 協定, (打撃,刑罰などを)与えるd the highest death (死傷者)数 of any 出来事/事件 during the 地域’s 衝突.

In 2021, a High 法廷,裁判所 裁判官 in Belfast recommended that the UK 政府 should carry out a human 権利s-compliant 調査 into 申し立てられた/疑わしい 安全 失敗s in the lead-up to the attack.

Mr 司法(官) Horner 設立する that it was 潜在的に plausible the 爆破 could have been 妨げるd.

Michael Gallagher, whose son Aiden died in the Real アイルランド共和国軍 爆破, took the 合法的な challenge that resulted in the 裁判官 directing the 明言する/公表する to 行為/法令/行動する.

“The 国務長官 has given us everything that we have asked for, and we’re very appreciative of that,” he said.

“It’s still 沈むing in, to be honest, I think it’s going to be a long time to come to 条件 with the fact that we’re going to hopefully get the answers that we need and we can move on.”

Mr Gallagher said the 調査(する) 発表するd did 量 to a public 調査.

“My understanding is that it is a public 調査, it’s a judicial 調査 with 力/強力にするs of 調査 and that’s 正確に/まさに what we 手配中の,お尋ね者,” he said.

“This is not a 事例/患者 of deflecting the 非難する from those who are responsible ? that was the 犯罪の テロリストs who planned, 用意が出来ている and 配達するd this 爆弾 into Omagh. What we’re looking at is the failings of the people that are there to 保護する us.”

He said reliving the events of Omagh through the 調査 would be “difficult” and “painful” for the families, but 追加するd: “If we don’t have this 過程, for the 残り/休憩(する) of our lives we’re going to be wondering ‘what if’.”

Mr Heaton-Harris explained that he had listened to 代表s of those families 影響する/感情d by the 残虐(行為) と一緒に other factors, 含むing its independence, cost to public purse and how best to “ 静める wider public 関心”.

The Northern Ireland 長官 told MPs: “I ーするつもりである to 設立する an 独立した・無所属 statutory 調査 into the Omagh 爆破.

“The 調査 will 焦点(を合わせる) 特に on the four grounds which the 法廷,裁判所 held as giving rise to plausible arguments that the 爆破 could have been 妨げるd.

“The 調査 will also need to take account of the findings of previous 調査s to 避ける duplication.”

Mr Heaton-Harris said he 受託するd the move 代表するd a “重要な” 決定/判定勝ち(する).

In his 法廷,裁判所 judgment, 司法(官) Horner directed that a fresh 調査 should 診察する the 失敗 to 行為/法令/行動する on an 密告者 tip-off or use 知能 and 監視 証拠 about previous terror attacks.

The 裁判官 said a new 調査 should also 診察する whether a 政治上 動機づけるd “de-escalation” of the 安全 approach to 反体制者 共和国の/共和党のs in the months before the 1998 attack resulted in 決定的な 知能 not 存在 行為/法令/行動するd upon.

While having no 裁判権 to order the Irish 政府 to 行為/法令/行動する on the 事柄, the 裁判官 also 勧めるd 当局 there to 設立する their own 調査(する) in light of his findings .

Irish 首相 Leo Varadkar said his 政府 would not be 設立する wanting when it (機の)カム to 診察するing what happened at Omagh.

“We’re going to sit 負かす/撃墜する with the UK 当局 and work out how we can 与える/捧げる to that,” he said.

“We certainly won’t be 設立する wanting ーに関して/ーの点でs of making sure that any 面 of this that happened in our 裁判権, on our 味方する of the 国境, is fully 調査/捜査するd 同様に.”

Irish 法務大臣 Simon Harris 追加するd: “What happened at Omagh was an unspeakable and 残虐な 行為/法令/行動する of cruelty.

“The テロリストs who carried it out had 簡単に no sense of humanity and they 陳列する,発揮するd a 完全にする and shocking 無視(する) for life itself.

“It is they who carry 責任/義務 for this 残虐な 行為/法令/行動する.

Mr Heaton-Harris told MPs that the UK 政府 could not 強要する the Irish 政府 to open an 調査.

But he 追加するd: “We are talking to each other on a whole 範囲 of different 問題/発行するs in a much more 建設的な way than we have done for a decent while, and I know we will have ? 現実に some of the discussions on things like this can be やめる 堅い on both 味方するs ? but they are 存在 done in a respectful way and I know that both 味方するs are wanting to do the best by all the people that we 代表する.”

The UK 労働 Party welcomed the 政府 決定/判定勝ち(する) to open the 調査, and said the 共和国 of Ireland had “a moral 義務 to start their own 調査”.

The 法案 提案するs a form of 免疫 for those (刑事)被告 of Troubles 罪,犯罪s as long as they co-operate with a new truth 回復 団体/死体. The 草案 法律s, if 制定するd, would also end その上の civil 事例/患者s and 検死s 関係のある to the Troubles.

Mr Kyle said: “The 国務長官 has put Omagh families at the heart of today’s 決定/判定勝ち(する). I’m worried that other 犠牲者s of 残虐(行為)s during the Troubles will be watching and wondering why their loved ones are not 存在 扱う/治療するd in a 類似の way?”

Mr Heaton-Harris 答える/応じるd: “I 現実に do believe that we are 存在 一貫した. What has happened is that for hundreds, if not thousands of families, 25 years since the Troubles 中止するd and the Belfast Good Friday 協定 (機の)カム into 影響, there has been no 司法(官) and no (警察などへの)密告,告訴(状) about what happened to their loved ones in that period of time.

“調査s might have come and gone, but to no result for those families.

“And what the 遺産/遺物 法案 hopes to do ? and as he knows I am trying to 改善する the 法案 as much as possible ? to try and make sure that we get the 遺産/遺物 法案 into 正確に/まさに the 権利 place so it can give those families, if at all possible, at least some (警察などへの)密告,告訴(状) about what happened to their loved ones at this time.”
