A 探偵,刑事 has 認める the 決定/判定勝ち(する) not to 言及する Jake Davison’s 強襲,強姦 of two 十代の少年少女s to the 栄冠を与える 起訴 Service was the wrong one and 提起する/ポーズをとるd a danger to the public, an 検死 heard.

探偵,刑事 Sergeant Edward Bagshaw said attacks by Davison on a 16-year-old boy and a 15-year-old girl should have been sent to 検察官,検事s to consider 非難する him with 強襲,強姦 occasioning actual bodily 害(を与える) and 殴打/砲列.

But the police were under “圧力” not to send more 事例/患者s to the 法廷,裁判所s who were struggling to を取り引きする 増加するd backlogs 原因(となる)d by the Covid-19 pandemic and instead he was put through a restorative 司法(官) programme.

The 検死 heard the 22-year-old 銃器携帯者/殺しや 統治するd 負かす/撃墜する a ボレー of punches on the boy and slapped his 女性(の) friend after 存在 called a “fat c***” by another 十代の少年少女.

Det Sgt Bagshaw explained police can 告発(する),告訴(する)/料金 offences of ありふれた 強襲,強姦 or 殴打/砲列 themselves but if it was a more serious, such as 強襲,強姦 occasioning actual bodily 害(を与える) or 強襲,強姦 occasioning grievous bodily 害(を与える), it 要求するd 是認 from the 栄冠を与える 起訴 Service.

Bridget Dolan KC, counsel to the 検死, asked the 探偵,刑事 whether there was a 傾向 to downgrade offences during the Covid-19 pandemic.

Det Sgt Bagshaw replied: “There were a lot of 圧力s from the 法廷,裁判所 to use out-of-法廷,裁判所 処分s at that time.”

Ms Dolan questioned the officer on how the 事例/患者 was reclassified as 殴打/砲列 from ABH.

“Do you 解任する 前向きに/確かに 説 both of these should be 告発(する),告訴(する)/料金d as 殴打/砲列?,” she asked.

He replied: “That might have happened, but I don’t remember.”

Dominic Adamson KC, 代表するing the families of Davison’s 犠牲者s, 示唆するd the 強襲,強姦 on the boy was a “nailed on” Section 47 ABH 事例/患者 and should have been referred to the CPS.

“In my opinion at that time it should have been referred to the CPS,” Det Sgt Bagshaw replied.

Det Sgt Bagshaw replied: “Yes, I would agree with that. There was a 可能性 it could have ended up with a 殴打/砲列 which could have 潜在的に ended up in 法廷,裁判所.

“We didn’t get to that 行う/開催する/段階. It was dealt with by a different method.”

Mr Stanage 示唆するd the 決定/判定勝ち(する) not to 言及する the 出来事/事件 to the CPS for a 非難する 決定/判定勝ち(する) “failed to 保護する the public”.

Det Sgt Bagshaw replied: “I think the answer to that is probably, yes.”

Mr Stanage asked: “A 決定/判定勝ち(する) that 提起する/ポーズをとるd a danger to the public?”

Det Sgt Bagshaw replied: “Probably, yes.”

The 検死 also heard from 探偵,刑事 視察官 Debbie Wyatt, who was at the time a sergeant and made the 決定/判定勝ち(する) to send Davison’s 事例/患者 to Pathfinder.

She said at the time officers were receiving “正規の/正選手 emails” from 犯罪の 司法(官) 部隊 asking them to consider “out-of-法廷,裁判所 処分s”.

Ms Dolan asked: “It was a call to send as much as you can to the Pathfinder?”

The officer replied: “If it was appropriate. If I didn’t feel it was suitable, I would not have sent it.

“I believe at the time during Covid and had the call been made into the CPS they would say it was a police 非難する 決定/判定勝ち(する).

“I 受託する it could be reviewed as ABH.”
