企て，努力，提案 to pass 組織／臓器 寄付 法律 at Westminster `高度に ありそうもない´ to 後継する
A 提案 to pass a 立ち往生させるd 組織／臓器 寄付 法律 at Westminster rather than at Stormont is “高度に ありそうもない” to 後継する, the 政府 has 警告するd.
The Northern Ireland Office 表明するd 疑問 about a DUP 計画（する） to 器具／実施する the 法律 by （米）棚上げする／（英）提議するing an 改正 to a piece of scheduled 法律制定.
The DUP 提案 to 修正する the (n)役員／(a)執行力のある 形式 法案 comes as the party is coming under 増加するing 圧力 to 減少（する） its continuing 封鎖する on powersharing at Stormont to 容易にする the passing of the 規則s 要求するd to introduce the 選ぶ-out 組織／臓器 寄付 system in Northern Ireland.
The (n)役員／(a)執行力のある 形式 法案, which is scheduled to be brought before Westminster later this month, 取引，協定s with the 法律制定 要求するd to 延長する a 最終期限 for 持つ／拘留するing a fresh 議会 選挙 in Northern Ireland.
It will be for the （衆議院の）議長’s Office at Westminster to decide whether to 許す the DUP’s planned 改正 on the 組織／臓器 寄付 規則s.
The NIO has cast 疑問 on the prospect of it 存在 permitted, 説 the 範囲 of the 法案 is very 狭くする.
The DUP is 毅然とした that it will not end its ボイコット（する） to 許す a Stormont （衆議院の）議長 to be 指名するd at a 解任するd sitting of the 議会 on Tuesday.
Without a （衆議院の）議長 in place, the devolved 立法機関 will be unable to pass the 規則s.
The planned 法律, 指名するd after six-year-old Belfast boy Daithi MacGabhann, who is waiting for a 心臓移植, has become a touchstone 問題／発行する in the political 審議 around the powersharing 行き詰まり at Stormont.
The DUP is 妨げるing the 機能（する）／行事ing of both the 議会 and the 大臣の (n)役員／(a)執行力のある in 抗議する at the 地位，任命する-Brexit 議定書.
Only the 議会 would need to be up and running to pass the 規則s 要求するd to 器具／実施する the 選ぶ-out 組織／臓器 寄付 system.
The 選ぶ-out system would mean adults in Northern Ireland would be 推定するd to be 寄贈者s, unless they take a 決定／判定勝ち（する） to 選ぶ out. It is 存在 器具／実施するd to 増加する 寄付 率s in the 地域.

Several previous 解任するs of the 議会 have all ended in 失敗 予定 to the DUP’s 姿勢 on 妨げるing the 選挙 of a （衆議院の）議長.
Northern Ireland 長官 Chris Heaton-Harris has told the parties that the most straightforward way of passing the 法律制定 is at Stormont.
On Monday, an NIO 広報担当者 said: “The Department for Health has laid the statutory 支配する to enable the 議会 to 進歩 the 法律制定, meaning that the 選挙 of a （衆議院の）議長 would 許す this important and life-saving piece of 法律制定 to be 演説（する）／住所d this week.
“The (n)役員／(a)執行力のある 形式 法案 is 焦点（を合わせる）d 単独で on the (n)役員／(a)執行力のある 形式 period and the 長官 of 明言する／公表する’s corresponding 選挙 義務 and, as such, it consists of only one 事実 条項 only.
“The 範囲 of the 法案 is therefore very 狭くする, and 改正s on 問題／発行するs other than the (n)役員／(a)執行力のある 形式 period are 高度に ありそうもない to be in 範囲.
“The 長官 of 明言する／公表する 勧めるs the NI parties to come together on this and reminds them that people in Northern Ireland 推定する／予想する and deserve the devolved 会・原則s to be 機能（する）／行事ing fully.”
The 選ぶ-out 寄付 system was passed by MLAs last year, but the 第２位 法律制定 要求するd to 器具／実施する it cannot be 認可するd in the 議会 予定 to the 現在の political 行き詰まらせる.
Daithi underwent another heart 手続き in England last week.
His father, Mairtin MacGabhann, has implored the 地域’s 政治家，政治屋s to do all they can to get the 法律 器具／実施するd.
DUP MLA Gordon Lyons said that the 解任する of the 議会 on Tuesday, 始めるd by Sinn Fein, was about “stunt politics rather than 回復するing powersharing”.
He 繰り返し言うd his party’s position that it will not 参加する the 議会 until unionist 関心s around the Brexit 議定書 are 演説（する）／住所d.
He said the 法律制定 necessary to fully 制定する Daithi’s 法律 can be （米）棚上げする／（英）提議するd and 制定するd at Westminster, 追加するing: “組織／臓器 寄付 should not be used as ゆすり，恐喝 for the return of devolution.
“When the 議会 was last 解任するd in December, we were told that the £600 energy support 支払い（額）s would not be 配達するd without a 機能（する）／行事ing Stormont.
“We made （疑いを）晴らす then that those 支払い（額）s could be 過程d and 配達するd through Westminster and that 燃料 poverty should not be used as political leverag e. The 支払い（額）s have been made and before the 残り／休憩（する） of the UK.
“Likewise, the 法律制定 necessary to fully 制定する Daithi’s 法律 can be （米）棚上げする／（英）提議するd and 制定するd at Westminster and 組織／臓器 寄付 should not be used as ゆすり，恐喝 for the return of devolution.
“Sir Jeffrey Donaldson (DUP leader) will work with the 政府 and the House of ありふれたs （衆議院の）議長 to （米）棚上げする／（英）提議する an 改正 to the (n)役員／(a)執行力のある 形式 法案 in 議会.
“There will be no 復古／返還 of the NI 議会 and (n)役員／(a)執行力のある until the 議定書 is 取って代わるd with 手はず／準備 that unionists, 同様に as 国家主義者s, can support.”
Sinn Fein MLA Pat Sheehan said his party will be in the 議会 議会 on Tuesday in an 成果／努力 to elect a （衆議院の）議長 and pass the necessary 規則s.
He 勧めるd “no more 延期する in getting this 法律制定 into 法律”.
Mr Sheehan 追加するd: “We 借りがある it to little Daithi and all those people 猛烈に waiting on an 組織／臓器 移植（する）.
“I would 勧める all parties to work together in the 議会 on Tuesday and let’s get this done. ”
同盟 MLA Paula Bradshaw said the DUP’s 拒絶 to enable the 議会 to sit was “unedifying and serves no 目的”.
She said: “同盟 will use every avenue open to us to get the 関連した 規則s 認可するd so the new 法律 comes into 操作／手術.
“However, the fact is, the quickest and surest way of 達成するing this would be 経由で the 選挙 of a （衆議院の）議長 and the sitting of the 議会 at Stormont tomorrow. No other 大勝する carries any 保証（人）.
“The 規則s are already 草案d and ready to go. There is neither excuse nor 推論する／理由 for その上の 延期する. The DUP needs to stop playing games with people’s lives and get on with the 職業 its MLAs were elected to do.”
UUP leader Doug Beattie said the onus was on Mr Heaton-Harris to 行為／法令／行動する on the new 組織／臓器 寄付 法律.
“I don’t believe the sitting of the 議会 will 達成する anything other than 緊張するing relations その上の,” he said.
“The Ulster Unionist Party will be there, but we know that the DUP will not 許す a （衆議院の）議長 to be elected and 商売／仕事 will 結論する. So, the onus is still on the 長官 of 明言する／公表する to 行為／法令／行動する to 妨げる その上の 延期する to the 組織／臓器 寄付 法律制定.
“I find this 状況／情勢 深く，強烈に 失望させるing. We are seeing 問題／発行するs now starting to pile up while Stormont remains idle.”
SDLP MLA Colin McGrath said the 議会 解任する is an “適切な時期 for MLAs to come together and 配達する something that would make a real difference to the lives of many people across the North”.
“The SDLP will be at Stormont tomorrow giving our 十分な support to Daithi’s 法律 and 表明するing our 団結 with the MacGabhann family, but we will also be 警告 the DUP that if they continue to put their selfish 身元 politics ab ove the needs of people across the North then 必然的に people will begin to consider change to 達成する a better 未来 for themselves and their families,” he said.
