感染させるd 血: 大臣 主張するs 補償(金) not 存在 `kicked into long grass´

The 政府 is not trying to kick 補償(金) 支払い(額)s for 犠牲者s 衝撃d by the 感染させるd 血 スキャンダル into the “long grass”, the Paymaster General has said.

Jeremy Quin told the 公式の/役人 調査 on Tuesday he is 決定するd to 始める,決める out “是正する” まっただ中に 怒り/怒る over 恐れるs 延期するs are because 補償(金) is みなすd too expensive and 複雑にするd.

Mr Quin 定評のある 影響する/感情d communities have a “抱擁する 量 of scepticism and cynicism for very 理解できる 推論する/理由s” about how 政府s have 行為/法令/行動するd.

The 感染させるd 血 調査 was 始める,決める up in 2017 to 調査/捜査する the 感染 of thousands of 患者s with HIV and 肝炎 C with 汚染するd 血 製品s in the 1970s and 1980s.

Around 2,900 people died in what has been labelled the worst 治療 災害 in the history of the NHS.

Mr Quin said he is “aware of the number of people who are dying” while を待つing 十分な 支払い(額)s after an 初期の 計画/陰謀 of 暫定的な 支払い(額)s was 始める,決める out.

調査 counsel Jenni Richards KC said that over three months after the 調査’s 推薦 for 補償(金) there are still “no closer to knowing what the 政府 ーするつもりであるs to do”.

取調べ/厳しく尋問するing the 大臣, she said: “Many of those 感染させるd and 影響する/感情d are 関心d that the 政府 in 十分な knowledge that people are dying … are kicking the question of 補償(金) off into the long grass.

“Can you 確認する, Mr Quin, that the 政府 is not dragging its feet on the basis it’s too expensive or too 複雑にするd and it’s not kicking it off into the long grass?”

Mr Quin replied: “I’ve not seen any 証拠 that there is a 見解(をとる) in 政府 to kick this into the long grass.

“There’s a 決意 to get this 解決するd.

“We want to get this 解決するd and we want to get 是正する for those who have 苦しむd so much, 絶対 the 事例/患者.”

He said it is “difficult to 明確に表す and 結論する a 返答” but 主張するd he is “絶対 決定するd that we do create a fair and equitable 解決/入植地”.

調査 chairman Sir Brian Langstaff has said that an 暫定的な 補償(金) 計画/陰謀 should be 広げるd so more people, 含むing 孤児d children and parents who lost children, could be 補償するd.

Sir Brian said in April that he was taking the unusual step of publishing the 推薦 ahead of the 出版(物) of the 十分な 報告(する)/憶測 into the スキャンダル in the autumn so that 犠牲者s would not 直面する any more 延期するs.

Under the 初期の 計画/陰謀, 犠牲者s themselves, or (死が)奪い去るd partners, can receive an 暫定的な 支払い(額) of about £100,000.

The 調査 has recommended the 政府 設立する an 武器-length 補償(金) 団体/死体 now and definitely before the final 報告(する)/憶測 in the autumn.

The second 暫定的な 報告(する)/憶測 of the 調査 also recommended that “steps should be taken without 延期する to 供給する a bespoke psychological support service in England”.

Shona Dunn, second permanen t 長官 at the Department of Health and Social Care, told the 調査 that 公式の/役人s were “前進するd ーに関して/ーの点でs of what a service could look like” and that 研究 on the topic, (売買)手数料,委託(する)/委員会/権限d by the department, would be published in August.

“My 期待 is that 研究 will be published in the first or second week of August,” she said.

“That 研究 has looked at both the 存在するing services, the experiences of the 感染させるd and the 影響する/感情d, the experiences of the clinicians 申し込む/申し出ing the services that are out there at the moment and what more or different is 要求するd.

“We are 前進するd ーに関して/ーの点でs of what a service could look like.”

Ms Dunn was also asked about perceived “institutional 抵抗 on the part of civil servants within the Department of Health” and the 役割 of the department in the 政府’s consideration of 補償(金).

“The department feels やめる acutely the evident l ack of 信用 and 恐れる about the approach that the department will take on these 事柄s from the 感染させるd and 影響する/感情d and that has driven it, and I think rightly, to be very respectful of the 決定/判定勝ち(する) that was taken.”

She 追加するd: “I have 証言,証人/目撃するd nothing but 公式の/役人s trying to do their very best, most professional 役割 as 急速な/放蕩な as they can.

“I am seeing on a daily basis every 成果/努力 の中で 公式の/役人s and 大臣s to bring 事柄s to a 決意/決議 as quickly as possible.”

一方/合間 she was asked about a 公式文書,認める from health 大臣 Maria Caulfield which 明言する/公表するs: “Just to 確認する the 政府 will not be waiting for the final 報告(する)/憶測 before 答える/応じるing and will 答える/応じる to Sir Brian’s 最近の 推薦s as soon as possible. With all good wishes, Maria.”

But Ms Dunn said that the 公式文書,認める was sent in error by someone who 作品 in Ms Caufield’s consistency office.

総理大臣 Rishi Sunak will give 証拠 to the 調査 on Wednesday and (ドイツなどの)首相/(大学の)学長 and former health 長官 Jeremy 追跡(する) is 予定 to appear on Friday.
