Hundreds of new oil and gas licences will be 認めるd in the UK, with the 政府 committed to developing 存在するing reserves 同様に as 炭素 逮捕（する） and 貯蔵 (CCS).

They say it will not 改善する the UK’s energy 安全 ? one of the 政府’s 重要な arguments ? as it will take too long to begin 生産／産物 to have any 影響 on 法案s in the short 称する，呼ぶ／期間／用語 and up to 80% of it will be sold abroad.

The 政府 is 押し進めるing North Sea oil and gas 生産者s to at least decarbonise their 操作／手術s and it has made this a 必要物／必要条件 to 安全な・保証する a new licence.

It is also supporting the 開発 of CCS and has 誓約（する）d £20 billion to try and build up capacity over the coming １０年間s.

? What is CCS?

炭素 逮捕（する） and 貯蔵 is the 過程 of catching 炭酸ガス (CO2) as it is emitted from a 力／強力にする 駅／配置する or factory, 妨げるing it from going into the atmosphere, and then 蓄える／店ing it 地下組織の.

? How does it work?

CO2 is 逮捕（する）d at source, compressed and liquified and then taken to caverns 地下組織の or beneath the sea where it is 注入するd 負かす／撃墜する to a depth of hundreds of metres.

Empty oil and gas 貯蔵所s can be used if the 地質学 is appropriate and companies are planning to use their extraction 装備するs to 麻薬を吸う 負かす／撃墜する liquid CO2.

逮捕する 無 長官 認める Shapps said he wants to create a new 産業 where the UK will 蓄える／店 逮捕（する）d 炭素 from other countries and 蓄える／店 it under the North Sea.

It is hoped CCS will 逮捕（する） eight billion tonnes of CO2 globally by 2050.

? Will it help stop 気候 change?

To an extent. CCS 科学（工学）技術 is not yet developed enough to balance CO2 放出／発行s this １０年間; only 深い and 早い 放出／発行s 削減（する）s can 妨げる the Earth heating beyond 1.5C of pre-産業の 普通の／平均（する） 気温s, scientists have said.

CCS will be needed in the long 称する，呼ぶ／期間／用語, however, as some 産業s such as 固く結び付ける-making are almost impossible to run without 化石 燃料s and will need a more 円熟した CCS 産業 to balance out 放出／発行s.

The 気候 change 委員会, which 計画（する）s the 政府’s 逮捕する 無 path, has said CCS is necessary but it must also be coupled with a 拒絶する／低下する in 化石 燃料 生産／産物.

Direct 空気／公表する 逮捕（する） is another form of CCS to take CO2 直接／まっすぐに out of the atmosphere, though this 過程 is 現在／一般に too expensive and energy 集中的な to be useful at the 規模 needed.

? Where is CCS 存在 used?

There are about 30 CCS 事業／計画（する）s in 操作／手術 around the world and the UK 政府 wants to support 国内の 開発 with £20 billion 基金ing.

They are in 高度に industrialised areas which should 減ずる the need to move 逮捕（する）d CO2 over long distances.

? Why is CCS so 議論の的になる?

Many 環境保護主義者s see it as an excuse for the 化石 燃料 産業 to 持続する 生産／産物 and 利益（をあげる）s instead of cutting 支援する to save 放出／発行s, hoping CCS 科学（工学）技術 will 結局 円熟した.

It is still too 早期に for CCS to make any 重要な 出資／貢献 to lowering 温室 gas 放出／発行s, with no 保証（人） it will 結局 円熟した, and scientists have said that 需要・要求する for high-炭素 産業s must 落ちる in the absence of 維持できる 科学（工学）技術.
