LIB DEM BEDROOM TAX U-TURN SLAMMED

自由主義の 民主党員s have 直面するd 告訴,告発s of hypocrisy after 劇的な 身を引くing support for the いわゆる "bedroom 税金", one of the 連合 政府's most 議論の的になる 福利事業 改革(する)s.

財務省 長,指導者 長官 Danny Alexander said 重要な changes were needed to the 政策 and 副 総理大臣 Nick Clegg (人命などを)奪う,主張するd the Tories did not want it to be 直す/買収する,八百長をするd.

The U-turn - which caught David Cameron by surprise - was 解任するd by the 保守的なs, who 主張するd they remained committed to the 政策, while 労働 (刑事)被告 the Lib Dems of "unbelievable hypocrisy".

Under the 福利事業 改革(する), social tenants みなすd to have more bedrooms than they need have had their 住宅 利益 減ずるd, to 取り組む what the 政府 calls a "spare room 補助金".

But an 内部の 政府 review published this week showed almost 60% of 世帯s 影響する/感情d by the 住宅 利益 changes were in arrears as a result and a 不足 of smaller 所有物/資産/財産s meant just 4.5% of tenants had been able to downsize to 避ける it.

Mr Alexander said no-one should 直面する a 削減(する) in 明言する/公表する help if there was no suitable smaller 所有物/資産/財産 利用できる and all 無能にするd claimants should be 免除された.

He said it was the 証拠 in the 報告(する)/憶測 which 誘発する/引き起こすd the 転換 in the Lib Dem position rather than the hope of a 人気 上げる with 投票者s after months of poor 投票 ratings for the party.

He said: "The 推論する/理由 for doing it now is we had a 審議 at our party 会議/協議会 last September, we said then that we would look at the 公式の/役人 evalu ation, there is a 詳細(に述べる)d evaluation 存在 carried out of this 政策.

"That evaluation was published two days ago and that 確認するd some of the 問題/発行するs that our party had been raising.

"That's the 推論する/理由 for the タイミング, it's off the 支援する of the 詳細(に述べる)d 証拠 of some of the 衝撃s."

Mr Clegg has been under 圧力 to join 労働 in …に反対するing the 政策 since the Lib Dem 会議/協議会 投票(する)d 圧倒的に to commit the party to the review of what 行動主義者s called a "reprehensible and evil" move.

Mr Alexander defended the 原則 of the 改革(する)s, but said they needed to be "意味ありげに adjusted".

He said: "We think that it's only really fair to 減ずる somebody's 住宅 利益 if they have been 申し込む/申し出d a smaller 所有物/資産/財産 and 辞退するd it.

"明確に, where people need an extra room for 医療の 推論する/理由s that needs to be taken into account.

"At the moment a lot of those 問題/発行するs are 存在 dealt with through やめる high levels of discretionary 住宅 支払い(額)s, so many millions of 続けざまに猛撃するs extra are 存在 paid out by 地元の 当局 to manage some of these problems.

"It's much more sensible to 融通する it within the 支配するs of the 計画/陰謀.

"And we would also put a new 義務 on social landlords, on 会議s and 住宅 協会s, to 減ずる under-occupancy so that over time you will see under-occupancy coming 負かす/撃墜する but in a way that is fairer and more in keeping with the 証拠 that we have seen."

He said the 問題/発行する would be raised with the Tories ahead of George Osborne's autumn 声明 but if the Lib Dems are not able to 安全な・保証する 協定 within 政府 it will be "one of the 重要な things in our 選挙 manifesto".

He 拒絶するd the 告訴,告発 of hypocrisy, 説: "We are part of the 政府 and the 原則 is the 権利 one, which is that people should be paid 住宅 利益 によれば the number of rooms that they need.

"This is about how that 政策 is 適用するd in practice, it's about listening to the 証拠 and 意味ありげに adjusting the 政策 in the light of that 証拠."

影をつくる/尾行する work and 年金s 長官 Rachel Reeves said: "This is unbelievable hypocrisy from Nick Clegg.

"The Lib Dems 投票(する)d for the bedroom 税金. There wouldn't be a bedroom 税金 if it wasn't for the Lib Dems. And in February when 労働 (米)棚上げする/(英)提議するd a 法案 to 捨てる the bedroom 税金, the Lib Dems were nowhere to be seen.

"It is (疑いを)晴らす the only way to 取り消す the bedroom 税金 is to elect a 労働 政府 next year."

The 熟考する/考慮する, published by the Department for Work and 年金s on the day of the 改造(する), 設立する that there was 普及した 関心 that those 影響する/感情d were "making 削減(する)s to 世帯 必須のs" or incurring credit card or payday 貸付金 負債s to (不足などを)補う the 不足(高).

The 報告(する)/憶測 設立する 522,905 世帯s were 影響する/感情d by the 政策 in August 2013, which equates to 11.1% of social tenancies.

Mr Clegg told LBC 無線で通信する it was "完全にする baloney" for the 保守的なs to (人命などを)奪う,主張する that they were surprised by the Lib Dem 告示: "I've been 絶えず badgering away within 政府 with the Department for Work and 年金s (DWP) to try to make sure we really 強調する/ストレス-実験(する) this 適切に.

"We have 絶えず said that we want to look at how this 政策 is working in practice."

He 追加するd : "I want to 直す/買収する,八百長をする this. The 保守的なs 明らかに don't - they just want to carry on making the same mistakes. 労働 don't even want to を取り引きする the problem."

But Mr Cameron's 公式の/役人 広報担当者 said that the Lib Dem 政策 転換 had not been discussed with the 総理大臣 or the (ドイツなどの)首相/(大学の)学長 of the 国庫.

The PM's 広報担当者 said: "At the end of the day, there has not been a change in 政策. It is open for parties (in the 連合) to make かかわり合いs for their manifestos, but the 政府 政策 hasn't changed and won't be changing.

"The 総理大臣's 見解(をとる) hasn't changed and it won't change."

Asked how Mr Cameron would characterise the new Lib Dem 政策, the PM's 広報担当者 said: "He would probably 述べる it as 'Something he read in the newspapers'."

The 広報担当者 pointed out that 自由主義の 民主党員 大臣s have until recently been 公然と defending the spare room 補助金 政策.

Asked whether Mr Clegg was 権利 to say he had been "絶えず badgering" about the need for a rethink, the PM's 広報担当者 said: "ーに関して/ーの点でs of what has been raised today, I don't believe it is something that has ever been raised with the 総理大臣 or the (ドイツなどの)首相/(大学の)学長."

A DWP 広報担当者 said: "We spend around £24 billion a year on 住宅 利益 so we have a safety 逮捕する in place.

"However, it was 簡単に wrong that the taxpayer was 支払う/賃金ing for social 住宅 tenants to have spare bedrooms when around 300,000 people were living in overcrowded homes and around 1.7 million were on social 住宅 waiting 名簿(に載せる)/表(にあげる)s in England alone when the 政策 (機の)カム into 軍隊.

"特に because this 支配する already 適用するs to 住宅 利益 claimants in the 私的な 部門 - introduced by the previous 政府.

"We have made £345 million 利用できる to 会議s to help 攻撃を受けやすい people with the changes - 含むing 無能にするd people."
