£2M 'BIG SOCIETY' GRANTS CRITICISED

A "big society" 事業/計画(する) which won an £830,000 宝くじ 認める with its 計画(する) to 新採用する a million members in a year in fact managed to attract just 64, によれば a 報告(する)/憶測 from Whitehall's spending 監視者.

The 国家の Audit Office (NAO) 報告(する)/憶測 said that the Big 宝くじ 基金 (BLF) failed to challenge Big Society 網状組織's (BSN) "ambitious" 的 for 新規採用 of members to the Your Square Mile 事業/計画(する) before 手渡すing over the money, even though 会合 the numbers was 批判的な to its success.

The finding was one of a number of 批評s relating to 認めるs totalling more than £2 million to 事業/計画(する)s linked to the BSN and its charitable arm the Society 網状組織 創立/基礎 (SNF).

The Big Society 網状組織 was 開始する,打ち上げるd by David Cameron at 10 負かす/撃墜するing Street two months after winning 力/強力にする in 2010, with the 目的(とする) of encouraging the 肉親,親類d of community work and volunteering he had put at the heart of the 保守的な manifesto for that year's 選挙.

Within months of the 網状組織's 創造, the Big 宝くじ 基金 asked it to 服従させる/提出する an 使用/適用 for a 認める to 基金 the Your Square Mile 事業/計画(する), which was ーするつもりであるd to encourage work in the community through a website, 動きやすい phones and public 接近 審査するs known as Community Infopoints.

The NAO 設立する that the 過程 of soliciting the 使用/適用 was in line with BLF 手続きs, but that the 基金 did not challenge ambitious 新規採用 的s, and then 許すd the 認める to be transferred to a new company Your Square Mile Ltd (YSM), 始める,決める up by the BSN chairman and another director, without checking it h 広告 the IT 技術s to make the 計画/陰謀 work.

By October 2011, the 基金 裁判官d that successful 完成 of the 事業/計画(する) was "ありそうもない", and the public 接近 審査する 科学(工学)技術 had still not been rolled out. By the end of its first year in February 2012, rather than 1 million 相互の members, whose subscriptions were needed to 基金 continued 操作/手術s, YSM had 新採用するd just 64.

The NAO 報告(する)/憶測 also raised 問題/発行するs relating to a £300,000 認める to the SNF's Get In 事業/計画(する) to 取り組む childhood obesity, which it 設立する was made "contrary to the 閣僚 Office's own 指導基準s" and even though the SNF did not 会合,会う its 基準 for 基金ing. The 基金ing was 停止(させる)d after £200,000 had been 手渡すd over because of the 事業/計画(する)'s poor 業績/成果, and the 閣僚 Office did not recoup any of the 基金s.

The NAO also looked at a 認める of almost £1 million awarded to the SNF in 2013 for its Britain's Personal Best 事業/計画(する), which 目的(とする)d to building on the Olympic and Paralympic Games in London by encouraging individuals and groups to 達成する their own "personal bests" in 運動競技の, 教育の, creative and entrepreneurial activities.

支払い(額)s were 停止(させる)d at the start of this year because the 事業/計画(する) "was not making 十分な 進歩 against agreed 的s", after some £763,542 had been 手渡すd over.

Your Square Mile 長,指導者 (n)役員/(a)執行力のある and Big Society 網状組織 創立者 Paul Twivy said that 会員の地位 予測s were "not arrived at lightly", but followed opinion 投票ing which 示唆するd that millions of people 設立する the idea for YSM 控訴,上告ing and were likely to use it.

"Both the Big 宝くじ 基金 and we had every 推論する/理由 to believe that we could 達成する 相当な 会員の地位 on this basis," said Mr Twivy.

YSM had "後継するd in the majori ty of (its) 客観的なs", 含むing setting up a website and running 16 操縦する 事業/計画(する)s in 奪うd communities, he said, 追加するing that there was "絶対 no link" between YSM and the SNF.

The Big 宝くじ 基金 said in a 声明: "We are 感謝する to the NAO for their work on this 報告(する)/憶測 and are pleased that it finds these 認めるs were awarded in line with the Big 宝くじ 基金's 手続きs for soliciting and 査定する/(税金などを)課すing 企て,努力,提案s and that the 基金 followed its 基準 approach in doing so.

"As a funder we are committed to supporting riskier 事業/計画(する)s on occasion, and not just the tried and 実験(する)d. It is in the nature of such 事業/計画(する)s that いつかs they don't 達成する their ーするつもりであるd 結果s. And we were disappointed these two awards did not 会合,会う our hopes at 査定/評価."

A 閣僚 Office 広報担当者 said: "We are 支援 organisations which encourage people to volunteer and use their talents to help others. Society 網状組織 創立/基礎 won a 認める to 配達する such a programme, but にもかかわらず their 成果/努力s and our support, it was unable to make it work and so we ended our 基金ing.

"Trying new things and 存在 innovative means taking sensible 危険s. The mistake is not trying something new - it is to keep doing something that has been shown not to work."
