Schools '直面する compulsory setting'

第2位 schools could be 軍隊d to separate pupils by ability under 計画(する)s 予定 to be 提案するd by Nicky Morgan, it has been 報告(する)/憶測d.

The new Education 長官 is likely to ask England's schools 監視者 Ofsted to 監督する compulsory setting, which could mean that 第2位s have to introduce the 手段 ーするために be 率d 優れた, によれば the 後見人.

It is not (疑いを)晴らす whether the move would see pupils placed into 始める,決めるs for all 支配するs, or just some, for example English and maths.

Setting has long been seen as 議論の的になる, with critics arguing that it can be detrimental to lower achievers, and 支持者s arguing that it helps brighter pupils.

Questions are likely to be raised about how the 提案s can be 合法的に 施行するd, as 学院s and 解放する/自由な schools are 半分-独立した・無所属 明言する/公表する schools 解放する/自由な from 政府 支配(する)/統制する, the newspaper said.

The Department for Education (DfE) said it was not commenting on the 報告(する)/憶測.

Dr Mary Bousted, general 長官 of the 協会 of Teachers and Lecturers (ATL) 警告するd against the move.

"If Nicky Morgan is committed to の近くにing the gap for disadvantaged children the last thing she should do is to divide children into ability 始める,決めるs and to use Ofsted to 施行する this," she said.

"This is educationally 正統化できない. The 証拠 is 圧倒的な that this practice 持つ/拘留するs 支援する poor children, 否定するing them 接近 to an 適切な 需要・要求するing curriculum. Any (人命などを)奪う,主張する that Ofsted is 独立した・無所属 of 政府 ideology will be 発射 to pieces if the 機関 is 要求するd to 施行する 大臣の dogma."

総理大臣 David Cameron has 以前 called for setting by ability within schools.

Speaking in 2006, he 発表するd 計画(する)s to introduce setting in all schools, 示唆するing that the method helps to stretch 有望な pupils and help those in danger of 落ちるing behind.

''There's a real 事例/患者 for more 選択 within schools rather than 選択 between schools," he said,追加するing that Tony Blair had 約束d to introduce the 手段 in 1997.

Ofsted 長,指導者 視察官 Sir Michael Wilshaw has also 支援するd setting in the past.

Speaking last year, he 支持するd setting children in 重要な 支配するs from the first year of 第2位 school.

"I want to give you my own personal 見解(をとる)," he said. "Unless you have 井戸/弁護士席-qualified experienced people who know how to を取り引きする mixed ability then it doesn't work.

"If that's not happening it's much better to move to a setting system."

Sir Michael later 追加するd that he would "始める,決める from the word go", and that this was what he had done as 長,率いる of Mossbourne 学院 in east London, the position he held before becoming 長,指導者 視察官.

Setting makes sure that "both ends of the ability spectrum get good teaching", he said.

研究 行為/行うd by the Education Endowment 創立/基礎 (EEF) 結論するd that 全体にわたる, 配合 appears to 利益 higher attainers but can be detrimental to the learning of 中央の-範囲 or lower achievers.

" On 普通の/平均(する), ability 配合 does not appear to be an 効果的な 戦略 for raising the attainment of disadvantaged pupils, who are more likely to be 割り当てるd to lower groups," EEF said. "Summer-born pupils and students from 民族の 少数,小数派 backgrounds are also likely to be 逆に 影響する/感情d by ability 配合."

It 追加するd that on 普通の/平均(する), 熟考する/考慮するs had shown that higher achievers make between one and two extra months 進歩 when 始める,決める or streamed, compared with when taught in mixed-ability groups, while l ow-達成するing learners 落ちる behind by one or two months a year, on 普通の/平均(する), compared with the 進歩 of 類似の students in classes without ability 配合.

影をつくる/尾行する education 長官 Tristram 追跡(する) said: "We need 緊急の 保証/確信s that Nicky Morgan's 計画(する) will not place a cap on aspiration and 限定する some children to a second-率 education. All children, in all classes, do best when they are supported and challenged to reach their 十分な 可能性のある.

"Any 対策 must be 支援するd by a (疑いを)晴らす 団体/死体 of 証拠 論証するing a 肯定的な 衝撃 on school 基準s for all children.

"I believe that excellent 長,率いるs and 広大な/多数の/重要な teachers know better than Westminster 政治家,政治屋s how to 配達する the best schooling for all pupils."
