The 列/漕ぐ/騒動 follows a 洪水/多発 of major 出来事/事件s which are called when 患者 需要・要求する reaches a level that could 混乱に陥れる/中断させる hospital services, 誘発する/引き起こすing an 警報 to community hospitals and other health centres in the area to make extra beds 利用できる.

The BBC 報告(する)/憶測d that the 17 new 基準 問題/発行するd in the West Midlands 含むd a 必要物/必要条件 for hospitals to check whether community services had been "flexed" to support 早期に 患者 発射する/解雇する and whether all 利用できる community capacity has been utilised.

He pointed to an NHS England 文書 which, he said, advised that の中で the 問題/発行するs 信用s should consider in deciding whether to 宣言する a major 出来事/事件 were whether there was "political 関与 or 過度の マスコミ ニュース報道" and whether there was "a 危険 of reputational 損失".

"Doesn't this muddy the waters hugely and distract doctors whose 単独の 焦点(を合わせる) should be on the 緊急 状況/情勢 rather than マスコミ and political considerations that should form no part of their judgment?" he said.

Mr 追跡(する), however, 解任するd the 主張s as part of 労働's 政策 to "weaponise the NHS" in the run-up to the 総選挙.

"This was an 操作の 決定/判定勝ち(する). It was nothing to do with 大臣s. This was the 地元の NHS doing its best to get good 指導基準s out in a 堅い winter," he said.
