最初の／主要な pupils 'need sex education'
Children should receive compulsory sex and 関係s lessons in 最初の／主要な school, MPs have said.

In a new 報告（する）／憶測, it called for personal, social, health and 経済的な education (PSHE) to be given statutory status in all of England's 明言する／公表する 最初の／主要な and 第２位 schools to 確実にする that enough lesson time is 充てるd to the 支配する and teachers are 適切に trained.

Sex and 関係s education (SRE) should be a "核心 part" of these classes.
But the 委員会 also said that parents should 保持する their 権利 to 身を引く their children from lessons.
The 推薦 comes まっただ中に continuing calls for sex education, and PSHE in general, to be given more importance in schools.
選挙運動者s have called for the 支配する to be 義務的な, and a damning Ofsted 報告（する）／憶測 published in 2013 設立する that PSHE education was not up to scratch in two fifths of schools.
In its 報告（する）／憶測, the 委員会 said that PSHE in schools appears to have より悪くするd over time. This 状況／情勢 would not be 許容するd in other 支配するs, MPs 警告するd, but the 政府's 計画（する）s for 改善するing it are not good enough.

Some 公式文書，認めるd that ますます 平易な 接近 to pornography through the internet is 形態／調整ing young people's behaviours - such as "sexting" and fuelling the need to 再評価する PSHE.
Although 大臣s have taken 活動／戦闘 recently to 改善する PSHE and SRE, these are not enough to make a difference, the 報告（する）／憶測 示唆するd.
It 警告するd: "There is a mismatch between the 優先 that the 政府 （人命などを）奪う，主張するs it gives to PSHE and the steps it has taken to 改善する the 質 of teaching in the 支配する."
The 政府 should 正式に 是認する and 問題／発行する 補足の advice on SRE drawn up by charities and （a）忠告の／（n）警報 groups last year, MPs said, 同様に as checking that schools are publishing （警察などへの）密告，告訴（状） about their PSHE and SRE curriculum on their website.
Under the 現在の system, 最初の／主要な schools do not have to 供給する sex and 関係s lessons beyond what is covered in the science curriculum, while 地元の 会議-run 第２位s have to 供給する SRE covering 問題／発行するs such as sexually transmitted 病気s, the 報告（する）／憶測 公式文書，認めるd. 学院s do not have to 申し込む／申し出 SRE.
The 委員会 said that there is a "欠如（する） of clarity" over the status of the 支配する.
" We 受託する the argument that statutory status is needed for PSHE, with 関係s and sex education as a 核心 part of it. In particular this will 与える／捧げる to 確実にするing that appropriate curriculum time is 充てるd to the 支配する, to 刺激するing the 需要・要求する for trained teachers, and to 会合 保護（する）／緊急輸入制限ing 必要物／必要条件s."
The Department for Education (DfE) should develop a 計画（する） for introducing age-appropriate PSHE and SRE - which should be 改名するd 関係s and sex education (RSE) - as statutory 支配するs in 最初の／主要な and 第２位 schools, the 委員会 said.
The 質 of classes could be 手段d through Ofsted 査察s and student and parent satisfaction, it 追加するd.
The 報告（する）／憶測 also said that the DfE should 明らかにする that 最初の／主要な school children should be taught the proper 指名するs for genitalia as part of the 国家の curriculum.

"It's important that school leaders and 知事s take PSHE 本気で and 改善する their 準備／条項 by 投資するing in training for teachers and putting PSHE lessons on the school 時刻表／予定表. Statutory status will help 確実にする all of this happens.

SRE forms an important part of any school's 成果／努力s to 保護（する）／緊急輸入制限 young people from 乱用, and is 特に needed to 保護する the most 攻撃を受けやすい children. PSHE builds character and resilience, and will help young people to live happy and healthy lives."
A DfE spokeswoman said: "We want to see all young people leave school 用意が出来ている for life in modern Britain. This means not only 確実にするing that young people receive a rigorous academic education, but also helping them to d evelop personal and emotional wellbeing.
"High 質 PSHE teaching has a 決定的な 役割 to play in this - giving young people a better understanding of the society around them and supporting them to make 知らせるd choices and stay 安全な."
The 政府 is working with schools and 専門家s to 確実にする that young people are getting a decent education in PSHE and SRE, she said, 追加するing that they are aware more needs to be done.
Lucy Emmerson, co-ordinator of the Sex Education 会議, said: "This 調査 has very 効果的に scrutinised the inconsistency of sex and 関係s education (SRE) in schools.

"Statutory status for PSHE would be a 抱擁する step 今後 and is a move supported by 87% of parents, 88% of teachers, 85% of 商売／仕事 leaders, five 王室の 医療の colleges, two 王室の societies and over 100 専門家 organisations."
