Sudanese 軍の and 抗議する人s 調印する powersharing 文書
Sudan’s プロの／賛成の-僕主主義 movement and the 判決，裁定 軍の 会議 have 調印するd a 文書 that 輪郭（を描く）s a powersharing 取引，協定, but the two 味方するs are still at work on a more contentious 憲法の 協定 that would 明示する 分割 of 力／強力にするs.
The 調印 儀式 in the 資本／首都 Khartoum, after マラソン 夜通し 会談, 示すs an important step in the 移行 to 非軍事の 支配する に引き続いて the 軍の 倒す of long-判決，裁定 autocrat Omar al-Bashir まっただ中に 集まり 抗議するs in April.
But the 軍の appears to have the upper 手渡す に引き続いて weeks of 交渉s and a deadly 厳重取締 last month in which 安全 軍隊s violently 分散させるd the 抗議する人s’ main sit-in.
The 文書 調印するd on Wednesday would 設立する a 共同の 非軍事の-軍の 君主 会議 that would 支配する Sudan for a little over three years while 選挙s are organised. A 軍の leader will 長，率いる the 11-member 会議 for the first 21 months, followed by a 非軍事の leader for the next 18.

It 示すs a 重要な 譲歩 by the 抗議する人s, who had 需要・要求するd an immediat e 移行 to 非軍事の 支配する. The プロの／賛成の-僕主主義 movement would 任命する a 閣僚 and the two 味方するs would agree on a 法律を制定する 団体／死体 within three months of the start of the 移行.
But 交渉者s have yet to agree on a 分割 of 力／強力にするs between the 君主 会議, the 閣僚 and the 法律を制定する 団体／死体, which would be enshrined in the 憲法の 文書.
That 文書, which they hope to 可決する・採択する in 会談 scheduled for Friday, would also 始める，決める the 条件 of 軍の leaders’ 可能性のある 免疫 from 起訴.
“This is the big 障害物. Sudan’s 未来 after al-Bashir will be defined by this 憲法の 宣言,” said Rasha Awad, editor of online Sudanese newspaper Altaghyeer.

The 軍の has said the 君主 会議 should be able to 拒否権 任命s to the 閣僚 and 閣僚 決定／判定勝ち（する）s, something the 抗議する人s 恐れる would 奪う it of any real 力／強力にする. The 抗議する人s have als o said that members of the 会議 should be stripped of 免疫 if they are 巻き込むd in last month’s 厳重取締.
The 共産主義者 Party said it and some other 派閥s 拒絶するd the 取引，協定 because it did 含む the 即座の handover of 力／強力にする to 非軍事のs and did not 供給する for an international 調査 of the 暴力／激しさ.
抗議する organisers say 安全 軍隊s killed at least 128 people during last month’s 厳重取締. 当局 put the death （死傷者）数 at 61, 含むing three members of the 安全 軍隊s. The two 味方するs have agreed on a Sudanese 調査 into the 暴力／激しさ, but have yet to 輪郭（を描く） its 範囲.
The 協定 調印するd at a 儀式 broadcast by 明言する／公表する TV 茎・取り除くs from a 会合 last month 仲買人d by the US and Britain, which support the 抗議する人s, and Egypt, Saudi Arabia and the 部隊d Arab 首長国s, which 支援する the 軍の. The 外交の 押し進める ended weeks of 行き詰まらせる that had raised 恐れるs of その上の 暴力／激しさ or even civil war.

“We are 勧めるing in a new 時代,” said Ibrahim al-Amin, a 交渉者 for the 軍隊s of the 宣言 of Freedom and Change, a 幅の広い-based 連合 含むing 独立した・無所属 professional unions, 伝統的な 政党s and other groups.
“The 近づいている 政府 will be a 政府 of all Sudanese, for all 国民s … we have 苦しむd enough from the 全体主義者 独裁的な 政権.”
The 軍の was 代表するd by General Mohammed Hamdan Dagalo, known as Hemedti, who has 強固にする／合併する／制圧するd 力／強力にする since al-Bashir’s 倒す and whose 議会の 早い Support 軍隊s are （刑事）被告 of 主要な last month’s 厳重取締. He あられ／賞賛するd the 協定 as a “historic moment in Sudan”.
（外交）使節／代表s from Ethiopia and the African Union, who had spearheaded 介入 成果／努力s, also 賞賛するd the 協定 at Wednesday’s 儀式. The US 大使館 in Khartoum welcomed the 取引，協定 and encouraged both 味方するs to “continue the same spirit of co-操作／手術 to 結論する a 憲法の 法令”.
Al-Bashir, who 支配するd Sudan for 30 years, has been 刑務所，拘置所d in Khartoum since his 除去. In May, he was 告発（する），告訴（する）／料金d with 関与 in 殺人，大当り 抗議する人s and incitement to kill 抗議する人s during the popular 反乱 that started in December, 最初 over price 増加するs.
