NEW DELHI, Oct 4 (Thomson Reuters 創立/基礎) - From creating a 国家の 炭素 在庫 to 安全な・保証するing more than $90 million for green 事業/計画(する)s, 伸び(る)s Afghanistan has made in 取り組むing 全世界の warming could be 危険にさらすd with the Taliban in 力/強力にする, a 最高の,を越す former Afghan 気候 公式の/役人 said.

Samim Hoshmand said 重要な programs, 含むing a $21.4 million 田舎の solar energy 事業/計画(する) 支援するd by the international Green 気候 基金 (GFC), were in limbo after the Islamist 交戦的な group 逮捕(する)d the 資本/首都 Kabul on Aug. 15.

Hoshmand, who served as 気候 change director at the 国家の 環境の 保護 機関 (NEPA) before the 引き継ぎ/買収, helped develop a 国家の 気候 活動/戦闘 計画(する) and 放出/発行s 在庫.

"These are all activities which I worry could be 危険にさらすd," he said by phone from a village outside Tajikistan's 資本/首都 Dushanbe, where he fled after receiving death 脅しs from Taliban-解放する/自由なd 環境の 違反者/犯罪者s.

Other green 事業/計画(する)s that could be 影響する/感情d 含む a $36 million 成果/努力 支援するd by the 全世界の 環境 施設 and other funders to 上げる renewable energy, make 農業 and 植林学 more 気候-resilient and 保護(する)/緊急輸入制限 ecosystems, Hoshmand said.

He 述べるd winning the 基金s for the 事業/計画(する)s as a 抱擁する 業績/成就 since "these 財政/金融 機械装置s are painfully slow and almost impossible (to 接近) for 壊れやすい countries like ours."

Yannick Glemarec, (n)役員/(a)執行力のある director of the GFC, 確認するd that continuing disbursement of money for the 基金's Afghanistan 事業/計画(する) - created to 供給する 田舎の areas with clean energy 経由で solar 小型の-grids - had been "put on 持つ/拘留する" 未解決の a 危険 査定/評価.

"Whenever you have a change in the political landscape, you have to take a hard look at what this means ーに関して/ーの点でs of 危険s," he told the Thomson Reuters 創立/基礎.

Hoshmand, an ex-交渉者 at U.N. 気候 会談, said without foreign support Afghans could be 押し進めるd into more hun ger, poverty and 衝突 in a country already 戦う/戦いing extreme 天候, from 手足を不自由にする/(物事を)損なうing 干ばつs to flash floods.

Afghanistan is "one of the most 攻撃を受けやすい nations to 気候 change 衝撃s in the world," the World Bank has 公式文書,認めるd.

Hoshmand said that if 収入 a living became more difficult as a result of extreme 天候 and help was unavailable, the country could see より悪くするing losses.

"When people are 直面するing a natural 脅し and get hungry, they can do anything to 生き残る. They can 削減(する) ジャングルs, destroy ecosystems, 使い果たす natural 資源s," he said.

"That's what I'm really 関心d about."

COAL EXPANSION?

Hoshmand, 30, was also in 告発(する),告訴(する)/料金 of 施行するing an international 禁止(する) on use of オゾン-使い果たすing 実体s such as some refrigerants used in refrigerators and 空気/公表する conditioners.

That has now made him a 的 の中で 違法な 仲買人s, some of whom he helped put behind 妨げる/法廷,弁護士業s but who were 解放(する)d by the Taliban as they swept major Afghan cities.

直面するing 脅しs, Hoshmand escaped to 隣接地の Tajikistan carrying nothing but the 着せる/賦与するs on his 支援する and leaving behind years of hard work, 含むing 基礎 for the COP26 気候 首脳会議 that starts from Oct. 31 in Scotland.

"I was fully 用意が出来ている for COP26," he said. "But all of sudden everything has changed, and I've become like nothing."

"I'm looking for a 職業 just to 生き残る, to get some food," he said.

With Afghanistan's 環境の 機関 now shut 負かす/撃墜する, he said it was ありそうもない the country would be 代表するd at the COP26 会談, where he had planned to 服従させる/提出する updated 気候 誓約(する)s.

関わりなく who is in 告発(する),告訴(する)/料金, Afghanistan needs help to を取り引きする 気候 脅しs, he said.

He 勧めるd foreign 寄贈者s to look beyond politics and engage the Taliban for the sake of more than 30 million Afghans, who 直面する 増加するing 危険s of 内部の 排水(気)量 予定 to wild 天候.

Without international 援助(する) to 促進する clean energy, he 警告するd that the Taliban could 訴える手段/行楽地 to ramping up u se of Afghanistan's 高度に-汚染するing coal reserves to save the cash-strapped economy.

"The 現在の 政府 does not have cash to 支払う/賃金 the salaries of their 従業員s. How can they spare anything for 気候 change?," asked the former 交渉者.

Afghanistan 輸入するs most of its electricity from 隣接地の countries 含むing Iran, 生成するing only a small 部分 国内で, によれば its main 力/強力にする 公共事業(料金)/有用性.

With little 産業 of its own, Afghanistan accounts for far いっそう少なく than 1% of 全世界の 温室 gas 放出/発行s but is 苦しむing serious 衝撃s from 干ばつ and other extreme 天候.

The international community needs to engage with the Taliban 政府 and "供給する them with some incentives to build renewable energy 資源s," he said.

"If we leave them on their own, they will definitely (rely on coal)."
