EXPLAINER-It takes three to tango - Germany's intricate 連合 dance

BERLIN, Oct 4 (Reuters) - Whether the Social 民主党員s' Olaf Scholz or a 保守的な becomes the next German (ドイツなどの)首相/(大学の)学長, they will probably need to bring into their 連合 two smaller parties that are far apart on many of the 問題/発行するs that will 形態/調整 Germany's 未来.

Any 大多数 will 残り/休憩(する) on the Greens, led by former 競争の激しい 競技者 Annalena Baerbock and 小説家 Robert Habeck, and the 商売/仕事-friendly 解放する/自由な 民主党員s, led by former energy 仲買人 Christian Lindner, finding areas of 協定 https://www.reuters.com/world/europe/new-besties-german-greens-fdp-cosy-up-build-連合-2021-09-29.

"Christian Lindner and I are about the same age, and both he and Robert Habeck are men," joked Baerbock when asked about the seemingly scant areas of 協定 between the two parties.

While Baerbock's 進歩/革新的な 環境保護主義者s and Lindner's libertarians are その上の from each other than either is from the Social 民主党員s or the 保守的なs, their youthful 投票者 bases give them some things in ありふれた, 特に on social and 外交政策.

NO DANCEMASTER - THIS IS FREESTYLE DISCO

In many countries, the 大統領,/社長 or 君主 招待するs parties to enter 会談 on forming a 政府. In Germany, it's up to the parties to find their own dance partners.

That can 原因(となる) 混乱, as now, when both the first-placed SPD and the second-placed 保守的なs say they have a 委任統治(領) to drag the other two parties の上に the dance 床に打ち倒す.

But the two smaller parties, the Greens and the FDP, have 掴むd the 率先 and agree ありふれた ground before turning to any suitor.

If 会談 break 負かす/撃墜する, 大統領 Frank-Walter Steinmeier can step in. In 2017, the 解放する/自由な 民主党員s やめる 会談 with the 保守的なs and Greens after two months. Steinmeier all but ordered a 気が進まない SPD to step up.

A "grand 連合" of the 保守的なs with the SPD took office in March 2018. Scholz hopes to 結論する coali tion 会談 by Christmas. But if history repeats itself, all bets are off.

CLIMATE CHANGE

The Greens want to 達成する 逮捕する 無 温室 gas 放出/発行s within 20 years through "a 大規模な 拡大 不快な/攻撃 for renewables". The FDP wants Germany to 達成する 気候 中立 by 2050. The SPD and 保守的なs can wait until 2045.

The Greens also 捜し出す to 始める,決める a general 速度(を上げる) 限界 on Germany's 'no 限界s' motorways, an idea the FDP hates, and the two also 同意しない on whether 燃焼-力/強力にするd cars should be banned in the medium 称する,呼ぶ/期間/用語, and on 税金ing 空気/公表する travel more.

HOW TO BALANCE THE BOOKS?

The FDP 捜し出すs to 削減(する) 税金s for everyone - a giveaway the IW 学校/設ける 見積(る)s will cost 60 billion euros ($70.3 billion), which would be almost 20% of 連邦の 税金 歳入. The Greens want to lower the threshold for those 支払う/賃金ing the 最高の,を越す 税金 率 of 45% and to introduce a 48% 禁止(する)d for ultra-high earners. They also want to 改革(する) the 負債 ブレーキ to 促進する public 投資.

The 保守的な CDU/CSU 圏 wants 漸進的な 税金 削減(する)s, while the Social 民主党員s (SPD) want to help those on small and medium incomes and 増加する 税金s for the 最高の,を越す 5%.

WHAT ABOUT EUROPE?

Along with the 保守的なs, the FDP 拒絶するs a "負債 union" and wants to 確実にする that 共同の European Union borrowing to 財政/金融 the EU's coronavirus 回復 一括 remains a one-off.

The Greens favour a ありふれた European 財政政策 to support 投資 in the 環境, 研究, 組織/基盤/下部構造 and education.

The SPD regards the 回復 一括 as the basis for building new 信用 in Europe and has talked about taking steps に向かって a 会計の union.

AND THE WORLD?

The Greens and the FDP are more 用心深い of 中国 than the SPD or the 保守的なs, agreeing that Chinese 会社/堅いs should have no part in the building of Germany's next-世代 telecoms 網状組織s to keep them 安全な・保証する.

The Greens say the Nord Stream 2 pipeline, which will take gas from Russia to Europe, will 上げる Germany's relia nce on Russia for energy and should not be 許すd to come into 操作/手術. The FDP don't go as far as this, but are more 懐疑的な than the SPD.

LONELY STANDS

In some areas the Greens are a lonely 少数,小数派: alone の中で the four parties that could enter 政府, they …に反対する 増加するing German 軍の spending to 北大西洋条約機構's 的 of 2% of 経済的な 生産(高).

In other areas, the FDP is on its own. The three other parties would 増加する the 最小限 hourly 行う to 12 euros ($14). The FDP says this is not a 事柄 for the 政府.

THE ANTI-FAX ALLIANCE

Both the Greens and FDP are 堅固に in favour of 投資 to 改善する 数字表示式の 組織/基盤/下部構造. They 株 a young 投票者 base exasperated by Germany's fax- and phone-bound public 行政.

The 幅の広い 合意 could be useful when it comes to papering over their differences in 財政政策.

HAPPILY EVER AFTER?

The Greens and the FDP would legalise cannabis sales tomorrow, as would the SPD, and 許す people to 投票(する) from 16.

All three parties would be 用意が出来ている to 許す 二重の 市民権 - a 抱擁する change for thousands of 民族の Turks, many of whom remain foreign 国家のs after 10年間s in Germany.
