Rare bird, forest protectors 衝突/不一致 with India's clean energy 見通し

RAJASTHAN, India, Feb 14 (Thomson Reuters 創立/基礎) - A conservationist wants India's 政府 to bury renewable 力/強力にする lines to 保護する rare birds. 抗議するing 村人s 停止(させる) a 勝利,勝つd energy 事業/計画(する) to save their 地元の forest. And 農業者s stop a solar 工場/植物 from eating up pastureland.

As India (1)偽造する/(2)徐々に進むs ahead with ambitious 計画(する)s to 上げる its clean energy 供給(する) https://news.信用.org/item/20211030121134-ddf2d, the 政府 is 直面するing 押し進める-支援する that 最高潮の場面s the challenges of balancing the competing goals of going green with 保護するing 野性生物 and forests.

While 政府 当局 argue that 転換ing India away from 惑星-warming 化石 燃料s is a 最高の,を越す 優先, 環境保護主義者s and communities say nature is 存在 扱う/治療するd as collateral 損失 in the 国家の 急ぐ to roll out green 力/強力にする.

"We aren't against renewable energy," said conservationist M K Ranjitsinh, who 嘆願(書)d the 最高裁判所 to order the 省 of 力/強力にする to bury electricity lines that 脅す large birds in the Thar 砂漠 in the northwestern 明言する/公表するs of Rajasthan and Gujarat.

"We only say it shouldn't come at the cost of the 絶滅 of bird 種類," he told the Thomson Reuters 創立/基礎.

Ranjitsinh's 嘆願(書), とじ込み/提出するd in April 2021, was based on 報告(する)/憶測s by the 政府's 野性生物 学校/設ける of India (WII) showing birds were 存在 killed by solar and 勝利,勝つd 力/強力にする lines in Thar, 予定 to 衝突/不一致 or electrocution.

A 2018 報告(する)/憶測 said WII 研究員s who 調査するd 80 km (49 miles) of 総計費 力/強力にする lines over a year 設立する nearly 300 carcasses https://wii.gov.in/images/images/文書s/species_recovery_programme/gib_power_line_mitigation.pdf of about 40 種類, 含むing the 広大な/多数の/重要な Indian Bustard, one of the world's largest birds, and the Lesser Florican.

Both are 名簿(に載せる)/表(にあげる)d as 批判的に 危うくするd by the International Union for 自然保護 of Nature, with the WII 公式文書,認めるing there are only about 150 bustards left in India , おもに in Rajasthan and Gujarat.

"There are several 脅しs that are インチing the bustard closer to 絶滅 - however, 力/強力にする lines seem to be the most 重要な," the 報告(する)/憶測 said.

The 最高裁判所 支配するd that any 未来 力/強力にする lines running through 存在するing or 可能性のある habitats of both 種類 must be 任命する/導入するd below ground.

In 新規加入, if a 法廷,裁判所-任命するd 委員会 decides it is feasible, more than 300 km of lines will have to be moved 地下組織の and another 1,300 km fitted with diverters, brightly coloured or reflective 装置s to help birds see and 避ける them.

Several 省s 開始する,打ち上げるd an 控訴,上告 in December, 説 the cost of 取り去る/解体するing and burying the lines would 始める,決める 支援する 進歩 on a 国家の goal of cutting 炭素 放出/発行s to 逮捕する 無 by 2070.

Subrahmanyam Pulipaka, CEO of the 国家の Solar Energy 連合 of India, whose members 含む companies fitting 力/強力にする lines in Thar, said burying high-voltage lines would be a "抱擁する 仕事", costing 10 times more than 総計費 lines.

"We are 同情的な to birds," he said. "But we also have to understand that green energy is 決定的な not only for India, but the entire world."

'NO LAND IS WASTE'

Last year, 総理大臣 Narendra Modi 約束d India would 会合,会う 50% of its 力/強力にする needs with renewables by 2030, by 上げるing solar, 勝利,勝つd and other clean energy capacity to 500 gigawatts.

現在/一般に, renewables (不足などを)補う just over a 4半期/4分の1 of the 国家の electricity 供給(する), and 需要・要求する is rising 急速な/放蕩な.

The International Energy 機関 said in a 2021 報告(する)/憶測 that India's 力/強力にする needs were 事業/計画(する)d to jump 35% between 2019 and 2030 https://iea.blob.核心.windows.逮捕する/資産s/1de6d91e-e23f-4e02-b1fb-51fdd6283b22/India_Energy_Outlook_2021.pdf as its economy develops.

Debajit Palit, director of the 田舎の energy programme at The Energy and 資源s 学校/設ける, based in New Delhi, said finding enough space https://news.信用.org/item/20181105163024-nnv4s is one of the biggest challenges 直面するing the f ast-growing renewable energy 部門.

The 政府 says it おもに uses "wasteland" for renewables 組織/基盤/下部構造 and 問題/発行するs an atlas showing areas 利用できる for such 事業/計画(する)s. The 最新の 版, in 2019, identified nearly 17% of the country https://dolr.gov.in/文書s/wasteland-atlas-of-india as "wasteland".

But Palit said that, in reality, "no land is waste and may have some value ーに関して/ーの点でs of 地元の biodiversity or grazing of cattle and other activities".

That was the 事例/患者 for 居住(者)s of Sangnara village in Gujarat, who last August 抗議するd to save a nearby forest the 政府 had 賃貸し(する)d to four companies for a planned 勝利,勝つd farm with 40 turbines.

After watching six turbines go up, the 村人s, whose families have 保護するd the forest for 500 years, とじ込み/提出するd a 嘆願(書) with India's main 環境 法廷,裁判所, the 国家の Green 法廷, to have the work stopped.

The 事業/計画(する), which also 含むd building new roads, would 削減(する) 負かす/撃墜する more than 20,000 trees, decimating pastureland and 悪化させるing the 森林伐採 that is a major driver of 気候 change, the 村人s said.

農業者 Shankarbhai Limbani said there was no 論争 over the 所有権 of the land, which belongs to the 政府.

"But it is a natural 資源 for us which not only 供給するs us with a good 環境 but 暮らしs 同様に because our cattle 料金d on it... It is good to have (renewable) electricity, but we can't even think of losing our forest for it," he said.

Jeetendra Nalawade, spokesperson for the Suzlon Group, one of the companies behind the 事業/計画(する), 拒絶する/低下するd to comment while the 事例/患者 was still with the 法廷,裁判所.

"We are 従うing with the directions of the Honourable 国家の Green 法廷 in the 事柄," he said by email.

The other three 会社/堅いs 伴う/関わるd did not 答える/応じる to requests for comment.

In a 類似の 事例/患者 last September, the Rajasthan high 法廷,裁判所 味方するd with 居住(者)s of Gajner village and ordered 当局 to stop building a 伝達/伝染 tower and ro 広告s to a nearby solar 力/強力にする 工場/植物.

The 村人s had held a 220-day 抗議する against the 事業/計画(する), which would have used 124 ヘクタールs (306 acres) of 政府-owned pastureland.

Village 長,率いる Geeta Kumhar, who led the 抗議するs, said 居住(者)s supported the growth of green energy but did not want to sacrifice their pastureland for it.

"Our 需要・要求する is that all encroachments on our land ... should be 除去するd すぐに," she said.

地元の 地区 collector Namit Mehta said the 過程 of 取り去る/解体するing the tower and roads had already begun.

IMPACT ASSESSMENTS

To 避ける such 衝突/不一致s over the roll-out of renewables, some 専門家s say India should 焦点(を合わせる) on smaller clean energy 事業/計画(する)s.

"When you go for large 工場/植物s, there will be land and 環境の 問題/発行するs. That is why rooftop solar or 分配するd 世代 makes more sense," said Rangan Banerjee, energy 専門家 at the Indian 学校/設ける of 科学(工学)技術 Bombay.

For Abi Tamim Vanak, associate professor at the Ashoka 信用 for 研究 in 生態学 and the 環境, the answer is to 支配する clean energy 組織/基盤/下部構造 to the same 環境の 衝撃 査定/評価s as other major building 事業/計画(する)s.

To 速度(を上げる) up 採択 of renewables, India's 政府 in 2006 免除されたd green energy developers from having to 手段 the 可能性のある 環境の and social 衝撃s of a planned 事業/計画(する).

"Most developed countries have very stringent 環境の and social 衝撃 査定/評価s for renewable energy," Vanak 公式文書,認めるd.

As conservationists and communities continue their 成果/努力s to 保護する the nature around them from India's green dreams, the irony is not lost on Gajner's village 長,率いる Kumhar.

"How 正統化できない is it that the 政府 is destroying our 環境 - besides 否定するing grazing land to our livestock - and 説 we are doing it for 気候 change?" she asked.
