Foreign 操縦するs 急ぐ in as U.S. 運送／保菌者s struggle to staff up

May 3 (Reuters) - 操縦するs are 支援する in 需要・要求する in the 部隊d 明言する／公表するs. But 運送／保菌者s cannot find enough of them, so foreign 操縦するs are 急ぐing to fill the empty 操縦室s.
U.S. 移民／移住 lawyers 報告（する）／憶測 a 殺到する in 調査s and ビザ 使用／適用s from 操縦するs based in countries where traffic is still 回復するing from pandemic lows.
That could bring some 救済 to an 産業 struggling to 再構築する capacity after a two-year 低迷, but the 傾向 is stirring a （激しい）反発 from 国内の unions.
It also 反映するs an uneven 全世界の 回復 from COVID-19. Coronavirus 感染s are still rising in many countries although pandemic 抑制（する）s have been 緩和 in some places. While にわか景気ing travel 需要・要求する is 事業／計画（する）d to help major U.S. 運送／保菌者s より勝る their pre-pandemic 歳入 this ４半期/4分の1, 航空機による traffic in some parts of the world remains depressed.
"While the U.S. has a major 不足, in the 残り／休憩（する） of the world 操縦するs are out of 職業s," said Ana Barbara Schaffert, an 弁護士／代理人／検事 at California-based AG 移民／移住 Group.

American 航空機によるs Group Inc last month told 投資家s the 操縦する attrition 率 at its 地域の 運送／保菌者s was より勝るing the 雇うing 率.
That is 製図／抽選 利益／興味 from 操縦するs in Canada, Europe, Africa and Asia where traffic is still 回復するing, said Carmen Arce, an 弁護士／代理人／検事 at Florida-based Arce 移民／移住 法律.
Arce and ジーンズ-Francois Harvey, 全世界の managing partner at Harvey 法律 Group, said they are also getting 調査s from 操縦するs in Russia, where 航空機によるs have been 攻撃する，衝突する hard by Western 許可／制裁s.
Three Canadian 操縦するs said they are considering moving to the 部隊d 明言する／公表するs because of Canada's previous strict COVID-19 制限s, which grounded 計画（する）s earlier during the pandemic and 軍隊d some aviators to 捜し出す 雇用 as drivers for Uber 科学（工学）技術s Inc.
'UNPRECEDENTED' OPPORTUNITY
Many foreign 操縦するs have hesitated to 適用する since 移民／移住 in the 部隊d 明言する／公表するs can （問題を）取り上げる to 26 months and cost as much as $20,000, with no 保証（人） of success.
"It's like if you 手配中の，お尋ね者 to go to Colorado for the (19th century) gold 急ぐ, but you were stopped in Michigan," said a Montreal-based 操縦する for Transat AT Inc's 空気／公表する Transat.
"If the green card 過程 changed in the U.S., there would be a lot more 操縦するs leaving (Canada)."
Even so, Schaffert said a 広げるing 需要・要求する-供給（する） gap has created an "前例のない" 適切な時期 for experienced foreign 操縦するs. First, they must 納得させる U.S. 移民／移住 公式の／役人s that 永久の residency would be in the country's 利益／興味.

Schaffert said more than 90% of the 使用／適用s submitted by her 会社／堅い for experienced 操縦するs have been 認可するd.
U.S. 市民権 and 移民／移住 Services (USCIS) did not 供給（する） data on 使用／適用s from 操縦するs. But a spokesperson said the 機関 決定するs requests o n "a 事例／患者-by-事例／患者 basis."
The 連邦の 航空 行政 says the number of foreign-licensed 操縦するs 捜し出すing U.S. 証明書s 要求するd to 飛行機で行く large jets 増加するd to 718 in 2021, up about 24% from 2019.
BARRIERS TO FLIGHT
Foreign 操縦するs are also 直面するing 対立 from 地元の unions. They want 航空機によるs to do more to 演説（する）／住所 障壁s to becoming a 操縦する like the high cost of training, instead of 新採用するing foreigners.
The 空気／公表する Line 操縦するs 協会 (ALPA), the world's largest 操縦する union, with more than 62,000 members, said there is an "適する" 国内の 供給（する） of qualified 操縦するs.
"ALPA …に反対するs any 成果／努力s to use the ビザ 過程 to 土台を崩す 支払う／賃金 and 利益s for a profession so 批判的な to the U.S. economy and 全世界の travel," it said.
地域の and ultra-low-cost 運送／保菌者s like ExpressJet 航空機によるs, CommutAir, 微風 and Frontier 航空機によるs are 新採用するing Australian 操縦するs, who can use a special ビザ.

SkyWest Inc, which operates flights for Delta 空気／公表する Lines, American and 部隊d, recently dropped 29 政府-補助金を支給するd 大勝するs, 非難するing insufficient 操縦するs.
While the 大勝するs were later 回復するd, 地域の 運送／保菌者 Mesa 空気／公表する Group called SkyWest's move the "tip of the iceberg" and 警告するd the problem could 攻撃する，衝突する mainline 運送／保菌者s.
Already, 操縦するs from Delta 空気／公表する Lines have been picketing at the 運送／保菌者's 中心s, 需要・要求するing an 改良 in "疲労，（軍の）雑役ing" schedules. 南西 航空機によるs 操縦するs are also complaining of rising 率s of 疲労，（軍の）雑役.
部隊d has grounded 150 計画（する）s because of insufficient 操縦するs. 黒人／ボイコット said 運送／保菌者s have 削減（する） one of every three flights they operated before the pandemic.
"It's the classic game of musical 議長，司会を務めるs," 黒人／ボイコット said. "When you don't have enough 議長，司会を務めるs for everybody, something gets 削減（する）."
