逮捕(する) of El Chapo's son gilds Mexican 大統領,/社長's patchy 記録,記録的な/記録する on 罪,犯罪

MEXICO CITY, Jan 6 (Reuters) - The 逮捕(する) of a 麻薬 cartel boss who embarrassed Mexico's 政府 has given 大統領 Andres Manuel Lopez Obrador a rare 罪,犯罪-fighting victory as he 準備するs to host a major North American 首脳会議 and gears up to 安全な・保証する his succession.

The 逮捕(する) of Ovidio Guzman, son of 逮捕(する)d 中心人物 Joaquin "El Chapo" Guzman, was a timely 逆転 of fortune for Lopez Obrador. The 大統領,/社長 had ordered Ovidio to be 解放する/自由なd to 避ける 集まり 流血/虐殺 after he was 逮捕(する)d 以前 in the 明言する/公表する of Sinaloa in 2019, 誘発するing a violent stand-off with cartel gunmen.

His 解放(する) 怒り/怒るd the 武装した 軍隊s and 原因(となる)d びっくり仰天 inside the 政府 and the 部隊d 明言する/公表するs, によれば U.S. and Mexican 公式の/役人s, feeding 批評 of Lopez Obrador's 戦略 of 避けるing direct 衝突/不一致s with ギャング(団)s.

But the 再度捕まえる of Guzman, a leader of a cartel 非難するd for helping to 燃料 a 殺到する in U.S. opioid deaths, just as 大統領 Joe Biden and Canada's 総理大臣 Justin Trudeau are 予定 to arrive in Mexico for the 首脳会議 could hardly have come at a better time for Lopez Obrador, 分析家s and 公式の/役人s said.

"It's a 加える for him 国内で, and a 加える for him with the Americans," said Jorge Castaneda, a former Mexican 外務大臣 and 目だつ critic of the 大統領,/社長.

However, the 逮捕(する), one of just a handful of major scalps Lopez Obrador has (人命などを)奪う,主張するd, is ありそうもない to 先触れ(する) a major sea change in the 戦う/戦い on 組織するd 罪,犯罪 unless the 政府 is more 積極的な about going after ギャング(団)s, 分析家s said.

Lopez Obrador took office in 2018 公約するing to get a 支配する on ギャング(団) 暴力/激しさ. Instead, the number of 殺人s rose on his watch, and is now on the 瀬戸際 of より勝るing the total 記録,記録的な/記録するd in the entire 先行する six-year 行政.

And while Lopez Obrador is popular, his 記録,記録的な/記録する on 戦闘ing 罪,犯罪 has 終始一貫して been 見解(をとる)d 批判的に by 投票者s.

In a 投票 by newspaper El Financiero published this week, 安全 again 現れるd as his biggest 証拠不十分, with 52% of 回答者/被告s 説 the 政府 was doing a bad 職業 on it compared with just over a third arguing the opposite.

The 大統領,/社長's 全体にわたる 是認 率ing has held の近くに to 60% for months, and he is hoping to lend his 人気 to help his party's 候補者, 予定 to be chosen this year, 安全な・保証する victory in the 2024 大統領の 選挙.

GOODWILL

Lopez Obrador's 態度 to the Sinaloa Cartel has stirred up 疑惑s, 特に when he decided to 迎える/歓迎する El Chapo's mother on a trip to Sinaloa in 2020.

Raul Benitez, a 安全 専門家 at the 国家の 自治権のある University of Mexico, said Ovidio's 逮捕(する) should help 鎮圧する 失望/欲求不満 the 軍の felt at having to give up Ovidio during the botched 試みる/企てる at nabbing him in 2019.

Mexican 安全 軍隊s were never 説得するd by Lopez Obrador's 明言する/公表するd 政策 of using "抱擁するs not 弾丸s" to 戦闘 罪,犯罪 and the successful sting against Guzman showed that a more 強健な approach was what 産する/生じるd results, he 追加するd.

Now Mexico needs to 追求する the Sinaloa ギャング(団)'s main 競争相手, the Jalisco New 世代 Cartel, or they would 選ぶ up any slack in the market for deadly opioid fentanyl, Benitez said.

John Feeley, a former 副 長,指導者 of 使節団 in the U.S. 大使館 to Mexico, said unless 当局 had a 包括的な 戦略 to 取り去る/解体する cartels and their 前線 商売/仕事s, little 進歩 would be made again st fentanyl traffickers.

"Any big dude you take 負かす/撃墜する is always welcome," he said. "(But) until you have a 連係させた take-負かす/撃墜する of first, second and third tier associates 同様に as ... '合法的' 国民s who 共同製作する in the money laundering, all you're really doing is putting on a spectacle for a visiting 高官."

Feeley was skeptical that enough 圧力 would come from Washington to build on Guzman's 逮捕(する), arguing that U.S. 政府s tended to subordinate all other 利益/興味s to 安全な・保証するing the U.S.-Mexico 国境 against 違法な 移民/移住.

There were 調印するs of 相互の 好意/親善 after the 逮捕(する).

Mexico's 政府 said late on Thursday that Biden had decided to land for the 首脳会議 at a 政治上 contentious new airport and 旗艦 事業/計画(する) of Lopez Obrador north of Mexico City which has so far struggled to 安全な・保証する 航空機による traffic.

Mexican 公式の/役人s had 個人として been skeptical that Biden would agree to touch 負かす/撃墜する there. (報告(する)/憶測ing by Dave Graham Editing by Alistair Bell)
