UNITED NATIONS, Feb 2 (Reuters) - Under 圧力 from Afghanistan's Taliban 行政, the 国際連合 is 配達するing some food 援助(する) using men only, 誘発するing 警告s from 寄贈者s and 人道的な groups that it could be seen as giving in to an 国祭的な 非難するd 禁止(する) on most 女性(の) 援助(する) 労働者s.

U.N. 援助(する) 長,指導者 ツバメ Griffiths 定評のある to reporters this week that women are not 伴う/関わるd in some food 援助(する) activities, which the World Food Programme 述べるd as "操作の 調整s" to 許す it to continue its work, and he said the 状況/情勢 was 不十分な.

"There are still activities that are 現在進行中の where men-only (are), for example, 配達するing food, but it can't work," Griffiths said on Monday after he visited Afghanistan last week.

The 問題/発行する illustrates a delicate balancing 行為/法令/行動する 直面するing the world 団体/死体 since the 禁止(する) was 課すd on Dec. 24: how to stand 会社/堅い on women's 権利s while finding ways to continue working in Afghanistan, where some 28 million people - two thirds of the 全住民 - need help, with six million on the brink of 飢饉.

The Taliban, which 掴むd 力/強力にする in August 2021 as U.S.-led 軍隊s withdrew from Afghanistan after 20 years of war, says it 尊敬(する)・点s women's 権利s in 一致 with its 解釈/通訳 of Islamic 法律. It has since 除外するd women from parks, high school and university, and said women should not leave the home without a male 親族 and must cover their 直面するs.

While women are still 許すd to work for the 国際連合, its 操作/手術s are 苦しむing because U.N. 公式の/役人s said 70% of the 人道的な 返答 is 器具/実施するd by 地元の and international 援助(する) groups that are covered by the 禁止(する).

PRECEDENT TO REGRET

Any 可能性のある change to the U.N. approach to food 援助(する) に引き続いて the 禁止(する) has alarmed some 寄贈者 nations and 援助(する) groups.

The 部隊d 明言する/公表するs - a 重要な 寄贈者 to 援助(する) 成果/努力s in Afghanistan - is 関心d that some U.N. 機関s may be considering an all-male 援助(する) 配達/演説/出産 model, 副 U.S. 外交官/大使 to the 国際連合, Lisa Carty, said on Wednesday during a 要点説明 by Griffiths to U.N. member 明言する/公表するs.

"This could 効果的に 削減(する) off 接近 to 援助(する) to women in need," Carty said. "It could signal international 機関s' acquiescence to the Taliban's 容認できない 条件s thus 標準的にする/正常にするing the 鎮圧 with repercussions for 人道的な settings どこかよそで."

The International 救助(する) 委員会 said in an 操作の 公式文書,認める on Wednesday that the 役割 of women was "an 操作の necessity," 追加するing: "Without 女性(の) staff at all levels and across all 部門s, we cannot 正確に 査定する/(税金などを)課す needs and 配達する 援助(する) and programs at the necessary 規模."

Griffiths 強調する/ストレスd that Afghan women need to work in food 援助(する) 配当 to 確実にする 供給(する)s reached the most 攻撃を受けやすい - women and girls.

"There's 絶対の 有罪の判決 that programs should all 含む women," Griffiths said on Wednesday. "This may not be always needed in every 選び出す/独身 point of 配達/演説/出産, but they should 含む women, and even when they don't there should be 絶対の clarity of reaching all members of society."

The 国際連合 has 控訴,上告d for $4.6 billion to 基金 the 援助(する) 操作/手術 in Afghanistan in 2023. Griffiths said 監視するing of programs would be ramped up to 確実にする they reach everyone.

"援助(する) 配達/演説/出産 without 参加 of women cannot be 標準的にする/正常にするd," 副 British U.N. 外交官/大使 James Kariuki said.

When asked about the 発言/述べるs Griffiths made on Monday, a WFP spokespers on said some changes had been made to 操作/手術s after the 禁止(する) was 課すd.

"Where it is 安全な for them to do so, 女性(の) partner staff continue to …に出席する 配当s and 監視する 援助. Where needed, WFP has made 操作の 調整s to continue its life-saving 援助," the spokesperson told Reuters.

The 国際連合 has managed to 安全な・保証する some health and education 控除s to the 禁止(する). Griffiths and the 長,率いるs of some international 援助(する) groups met Taliban 公式の/役人s last week to 押し進める for more, 含むing in the areas of cash and food 援助(する) 配当.

Norwegian 難民 会議 長官 General Jan Egeland, who was U.N. 援助(する) 長,指導者 from 2003-06, said if any organizations started male-only 援助(する) 配達/演説/出産 programs that would make it difficult for groups like NRC to stay. He said NRC had been 軍隊d to 凍結する its 援助(する) 成果/努力s until women can 再開する work.

"It 始める,決めるs a precedent in Afghanistan and in the wider world that we will live to 悔いる," he told Reuters. "The hardliners would say 'We won, we can do it without you'." (報告(する)/憶測ing by Michelle Nichols; Editing by Don Durfee and Daniel Wallis)
