法廷，裁判所 strikes 負かす／撃墜する Malta 政府 hospital 管理／経営 取引，協定
VALLETTA, Feb 24 (Reuters) - A Maltese 法廷，裁判所 on Friday struck 負かす／撃墜する a 高度に 議論の的になる 2015 取引，協定 under which the then 政府 認めるd 管理／経営 of three hospitals to an international group with no experience in the 医療の 部門.
In a 詳細（に述べる）d 判決，裁定 at the end of a five-year 法廷，裁判所 challenge, 裁判官 Francesco Depasquele said 詐欺 had been committed before the 調印 of the 取引，協定 between the 政府 of former 総理大臣 Joseph Muscat and the 以前 unknown 決定的なs 全世界の Healthcare Group.
The 裁判官 also said 決定的なs had not 観察するd contractual 義務s to 投資する in the three hospitals and ordered that they should be returned to 政府 支配（する）／統制する.
Muscat and 決定的なs have 否定するd any 悪事を働くこと.
"I 確認する that in all 行う／開催する／段階s of the 過程 for the hospitals' 譲歩 discussion was held within the 閣僚 supported by documentation and 合法的な advice," Muscat said in a 声明 on Friday.
The 取引，協定 was conservatively valued at 4 billion euros ($4.23 billion) over a 30-year period, 含むing 年次の 政府 補助金s.
決定的なs in 2019 transferred the 30-year 取引，協定 to U.S. healthcare company Steward.
The 裁判官 said that 井戸／弁護士席 before the 政府 published its 意向 to privatise the three hospitals, 決定的なs 株主s had already 調印するd a memorandum of understanding with the 明言する／公表する.
"The 投資家s, aware of the political 状況／情勢 at the time, used fraudulent 策略 to get the 譲歩," the 裁判官 said.
And when, several years after the 取引，協定 was 調印するd and it became evident that 決定的なs was not 会合 its 義務s, the 政府 "incredibly" renegotiated the 取引，協定 in 決定的なs' favour, giving it more 補助金s a nd 基金s.
But still 決定的なs did not do what they were meant to do, he said.
The 裁判官 criticised the その後の 取引，協定 that transferred 管理／経営 to Steward, 説 it was too onerous on the 政府. He therefore annulled the 協定 and ordered that the hospitals be returned to 明言する／公表する 支配（する）／統制する.
