BRUSSELS, March 13 (Reuters) - European Union countries will have to 保護する 攻撃を受けやすい 消費者s from 存在 削減（する） off by electricity 供給者s if they cannot 支払う／賃金 their 法案s, によれば 草案 EU 支配するs 予定 to be published on Tuesday.
The 提案 is part of a broader 昇格 of Europe's electricity market 支配するs, which Brussels 誓約（する）d to rewrite last year when 急に上がるing gas and electricity prices, driven by Russia cutting gas 供給（する）s to Europe, left 消費者s across Europe struggling to 支払う／賃金 their energy 法案s.
A 草案 of the 提案するd 法律, seen by Reuters on Monday, said: "Member 明言する／公表するs shall 確実にする that 攻撃を受けやすい 顧客s are 保護するd from electricity disconnections."
The 草案 追加するd that 供給者s and 国家の 当局 should make 対策 利用できる to help 攻撃を受けやすい 消費者s manage their energy use and costs.
EU countries decide which 消費者s to class as "攻撃を受けやすい", based on factors such as income level or relying on health 器具／備品 that runs on electricity, such as a ventilator.
現在／一般に, there is no explicit 合法的な 保護 against disconnections, although the EU 要求するs energy 供給者s to give 消費者s （警察などへの）密告，告訴（状） about support like prepayment systems and 負債 管理／経営 advice ahead of a planned disconnection.
