The price cap on ロシアの seaborne 天然のまま oil

July 13 (Reuters) - ロシアの Urals oil jumped $2-$3 above the $60 per バーレル/樽 Western price cap on Thursday, 上げるd by 強化するing in international (判断の)基準 Brent and 付加 輸出(する) 削減(する)s 発表するd by Russia in August, Reuters 計算/見積りs based on 仲買人s' data showed.

The Group of Seven nations, Australia and the 27 European Union countries on Dec. 5 課すd a price cap on ロシアの 天然のまま oil 輸送(する)d by ship, 目的(とする)ing to 減ずる Moscow's ability to 財政/金融 its war in ウクライナ共和国 and 保存する 安定 in the 全世界の oil market.

The price cap comes on 最高の,を越す of an EU 出入港禁止 on buying seaborne ロシアの 天然のまま oil as a 手段 目的(とする)d おもに at 供給するing third-party countries with an 選択 to still buy it if the 処理/取引 is 行為/行うd at or below the price cap level.

Below are 詳細(に述べる)s on how the price cap is supposed to work:

PRICE CAP LEVEL

The price cap was 始める,決める at $60 per バーレル/樽.

ADJUSTING THE PRICE CAP

The level is to be reviewed every two months to 確実にする it stays at least 5% below the 普通の/平均(する) price for ロシアの 天然のまま as 決定するd by the International Energy 機関.

Each change in the cap must be 全員一致で agreed by all 27 countries of the European Union and then by the G7.

After each change of the cap there will be a 90-day grace period to make sure no ship is caught at sea with a 貨物 at a price that is no longer valid.

WHAT IS ALLOWED

G7 and EU 保険 and reinsurance companies can 供給する services for タンカーs carrying ロシアの 天然のまま oil, and 会・原則s can 財政/金融 ロシアの 天然のまま 処理/取引s, 供給するd that such 貨物s are bought at or below the price cap.

Shipping companies can also 供給する タンカーs for the 輸送(する) of ロシアの 天然のまま 供給するd the oil is sold at or below the price cap.

財政上の and shipping services can also be 供給するd in an 緊急 and 明確な/細部 事業/計画(する)s みなすd 必須の for the energy 安全 of 確かな third-party countries may be 免除されたd from the price cap.

PENALTIES

If a third party country-flagged 大型船 故意に carries ロシアの oil above the price cap, EU 操作者s will be 禁じるd from insuring, 財政/金融ing or servicing the 大型船 for 90 days after the 貨物 has been 荷を降ろすd.
