ROME, July 13 (Reuters) - Just as King Canute failed to 持つ／拘留する 支援する the seas, so 総理大臣 Giorgia Meloni has floundered in her 成果／努力s to stop the flow of migrants to Italy since she took office last October.
にもかかわらず 誓約（する）s before last year's 国家の 選挙 that she would 削減（する） 移民／移住, the number of people crossing the Mediterranean in a flotilla of often decrepit old boats has 二塁打d over the past nine months.
In 新規加入, 屈服するing to 圧力 from the 商売／仕事 ロビー, which is 伝統的に の近くに to Meloni's 右翼 圏, the 政府 last week 増加するd the number of migrants who can 合法的に come to Italy for work as the 全住民 速く ages.
"The 政府 is 明確に not 配達するing what it 約束d, but the 与党s are still seen by their 選挙民 as much more 安心させるing than the left on 移民／移住, so they are not feeling 圧力 in the opinion 投票s," said Mattia Diletti, a politics professor at Rome's Sapienza University.
移民／移住 is one of the biggest political 問題／発行するs in Europe and has played a major 役割 in the rise of 国家主義者 parties across the continent over the past １０年間. The fact that Meloni, a figurehead of the new 権利, has not carried through on her 誓約（する）s 強調するs how intractable the problem is.
It isn't for want of trying.
Since the start of 2023, Meloni has controversially 限られた／立憲的な the 操作／手術s of charity 救助（する） ships and upped 刑罰，罰則s on people smugglers after a shipwreck off southern Italy （人命などを）奪う，主張するd at least 94 lives in February. She subsequently 宣言するd a 明言する／公表する of 緊急 over the 非，不，無-stop arrival of おもに Africans.
All to no avail.
From Jan. 1 to July 12, 73,414 boat migrants reached Italy against 31,333 in the same period last year and more than for the whole of 2021, によれば 内部の 省 data.
"There are no miraculous 解答s to 解決する the 移住 現象," 内部の 大臣 Matteo Piantedosi 定評のある this month while visiting the tiny island of Lampedusa, which saw 25 separate boat 上陸s on Tuesday alone.
NORTH AFRICA

An 追加するd 複雑化 is that Tunisia has also become a majo r springboard for migrants, with just over half of all new arrivals in Italy this year setting sail from there, against just 5% in 2017, にもかかわらず hundreds dying in the 過程.
