WASHINGTON, July 25 (Reuters) - The 共和国の/共和党の-controlled U.S. 衆議院 is 予定 to begin 投票(する)ing this week on a 一連の spending 法案s that take 目的(とする) at culture-war 的s, putting it on a 衝突/不一致 course with the Democratic-led 上院 and 増加するing the 半端物s of a 政府 shutdown come October.

Before leaving for their August 休会 on Friday, House 国会議員s will consider two 共和国の/共和党の (資金の)充当/歳出s 法案s that would 供給する $155.7 billion in discretionary spending for 軍の construction and 退役軍人s 事件/事情/状勢s, and a total of $25.3 billion for 農業, 田舎の 開発 and the Food and 麻薬 行政, for the 会計年度 beginning Oct 1.

The 対策 also 含む/封じ込める a number of 対策 that would 限界 abortion and transgender 権利s. 強行路線 保守的なs have 提案するd 改正s that would 演説(する)/住所 other hot-button topics 含むing 移民/移住, 批判的な race theory and 多様制.

The 法案s are the first of 12 (資金の)充当/歳出s 対策 that 国会議員s have been (手先の)技術ing to cover every 面 of 政府 基金ing.

While the House (資金の)充当/歳出s 委員会 has 認可するd 10 法案s so far, all along party lines, its 上院 相当するもの has moved in an 圧倒的に bipartisan manner to 示す up 法律制定 at 意味ありげに higher spending levels.

The two 議会s have until the end of the 現在の 会計年度 on Sept. 30 to pass their 各々の 法案s and 大打撃を与える out 妥協 法律制定 or 危険 a 部分的な/不平等な 政府 shutdown.

議会 has not 制定するd 12 (資金の)充当/歳出s 法案s on time since 会計の 1997. Last year, spending 法案s were all crammed in to a 広範囲にわたる omnibus 手段 totalling $1.7 一兆.

But 共和国の/共和党の leaders could 直面する a challenge even to pass 共和国の/共和党の 法律制定 in the House.

House (衆議院の)議長 Kevin McCarthy will have to 納得させる 強行路線 共和国の/共和党の members of the House Freedom (政党の)幹部会,党集会 and others that (資金の)充当/歳出s 法案s will 抑制する discretionary 政府 spending at a 会計の 2022 level of $1.47 一兆. That is いっそう少なく than he agreed to in a を取り引きする Democratic 大統領 Joe Biden just two months ago.

強行路線 保守的なs 警告する that they will 妨げる this week's 対策 from reaching the 床に打ち倒す by …に反対するing the 支配する 治める/統治するing 審議, unless they are 保証するd that 共和国の/共和党の leaders will not try to 避ける the spending 削減(する)s they 捜し出す by redirecting 以前 配分するd money to 支え(る) up 配分s.

The White House has said that Biden would 拒否権 both of this week's House (資金の)充当/歳出s 法案s if they reached his desk. With House 民主党員s …に反対するing them 同様に, McCarthy can afford to lose no more than four 投票(する)s from his 222-212 共和国の/共和党の 大多数.

"If we don't agree with the 結果, we'll 投票(する) against the 支配する and do whatever we have to do," 代表者/国会議員 Ralph Norman, a 目だつ Freedom (政党の)幹部会,党集会 member, said in an interview.

"Our 投票(する) is not just two, three people. It's 20-加える," he said.

Norman and about a dozen other hardliners shut 負かす/撃墜する the House 床に打ち倒す last month to 抗議する the $1.59 一兆 spending levels for 会計の 2024 that were 含む/封じ込めるd in the 負債 天井 協定 交渉するd by Biden and McCarthy.

共和国の/共和党の leaders had 最初 提案するd 転換ing an 概算の $115 billion from 存在するing Democratic programs to ブイ,浮標 spending on party 優先s in 会計の 2024. But hardliners want that money used instead to 支払う/賃金 負かす/撃墜する a 国家の 負債 of more than $31.4 一兆.

About $7.5 billion of the $25.3 billion spending 含むd in this week's House agricu lture 法案 results from 転換s. Without that money, the 配分 would 減少(する) to $17.8 billion, which 民主党員s say 代表するs the lowest level of (資金の)充当/歳出s since 会計の 2007.
