APATIN, Serbia, Sept 21 (Thomson Reuters 創立/基礎) - R ichard Strauss's concerto 'Thus Spoke Zarathustra' blared over a portable 無線で通信する on the Liberty, a two-story houseboat off the self-布告するd crypto micronation of 'Liberland', a muddy Danube island on the 国境 of Serbia and Croatia.

The music - an ode to Friedrich Nietzsche's novel about the doctrine of the 'superman' - played on would-be 明言する/公表する 無線で通信する to celebrate what Liberlanders see as a de facto 国境 取引,協定 for their country, 設立するd with a mix of 右翼 libertarianism and 科学(工学)技術 like crypto on the marshy island of Gornja Siga.

Nineteenth century straightening of the Danube left some small 半島s of the once meandering river that had been part of Croatia 立ち往生させるd on the Serbian 味方する of the river´s 現在の course and the 7-km long island of Gornja Siga, once part of Serbia, marooned closer to the Croatian bank.

Croatia has 治めるd Gornja Siga, but does not want it as that would mean giving up its (人命などを)奪う,主張するs to the bigger chunks of land on the Serbian 味方する. Serbia, 一方/合間, is やめる happy with the status quo.

Into the 行き詰まり stepped Czech 右翼 libertarian 政治家,政治屋 V?t Jedlicka who said the island was therefore unclaimed and 宣言するd the boggy often-flooded wetland - home to wild boar, キツツキs and red deer - 独立した・無所属 in 2015.

Liberland is now 住むd by six to eight 開拓するing 植民/開拓者s who (軍の)野営地,陣営 in テントs on the island in between comparatively luxurious (一定の)期間s on the spartan Liberty, or in houses in nearby Serbia.

But in contrast to the low-tech living, Liberland e-国民s use cryptocurrency to 支払う/賃金 voluntary 税金s for the upkeep of the island and its 海軍 - the Liberty - to spend at the 時折の pop-up in nearby Serbia, but 結局, they hope, to buy 陰謀(を企てる)s of land.

Jedlicka, elected 大統領,/社長 of Liberland by his girlfriend and a friend in 2015, says he has spent some $400,000 on developing a blockchain-based governance system for 国民s to 投票(する) through, but has yet to roll it out.

にもかかわらず, the 事業/計画(する) has attracted libertarian 支持者s across the globe who see a natural harmony between an ideology that prioritises 私的な 所有権 and a 科学(工学)技術 that can decentralise 政府 checks on 所有物/資産/財産.

"Blockchain is about freedom, it's about your individual 責任/義務s," said Mladen Milankovic, a Serbian ソフトウェア developer visiting Liberland. "A blockchain is keeping your own 重要なs, keeping your own 資産s."

Croatian guards have 以前 done their いつかs-強烈な best to 封鎖する 接近 to the island, but a 不安定な, informal 国境 協定 was agreed in July 許すing 訪問者s to step 岸に.

Neither the Croatian nor Serbian 政府s 答える/応じるd to requests for comment, but both have 以前 解任するd Liberland's 宣言 of independence.

BLOCKCHAIN AND BITCOIN

With mosquitoes 疫病/悩ますing the 母国, most of Liberland's activities take place in the 'Ark Village', a 永久の, rustic 住居 in Serbia with 株d rooms and kitchenettes, a downstairs 妨げる/法廷,弁護士業 and an upstairs 会合 room, outside the 静かな town of Apatin, some 200 km northwest of ベオグラード.

Though few hav e 始める,決める foot on the island, more than 700 people 世界的な have paid to become e-国民s of Liberland, which 現在/一般に costs the 同等(の) of $2,500, or 25 days of work に向かって the fledgling nation.

Every August, '国民s' and 支持者s host a festival called Floating Man at the Ark Village, 焦点(を合わせる)ing on the nation's 核心 tech 創立/基礎s.

On the first day of the festival, a clutch of curious 地元のs とじ込み/提出するd along the road from Apatin, but afterwards most (衆議院の)議長s drew an audience of only around 20 people.

会談 on bitcoin and blockchain drew most attention - more than 99% of Liberland's reserves are held in the 悪名高くも 安定性のない crypto 通貨, which 政策 専門家s say may be unwise, 特に compared to more 伝統的な gold.

"A bitcoin-支援するd 通貨 is 不適切な for most nations' developmental needs. Bitcoin is too volatile," said Bernhard Reinsberg, a reader in 国際関係 at the University of Glasgow.

Christopher Carr, a lecturer in cryptography and blockchain at Exeter University, echoed those 批評s and said Liberland 危険d the same challenges El Salvador 直面するd since it 可決する・採択するd bitcoin as a 通貨 in 2021, such as a 欠如(する) of public 信用.

"However, this certainly seems like more of an 実験, and it probably would not be too challenging for them to switch to their own native 記念品," Carr said.

Liberland's 記念品s are the Liberland dollar and 長所, which can be both be bought with bitcoin. They underly the island's decentralised 自治権のある organisation (DAO) 政府 on the blockchain, a database 株d across a 網状組織 of computers.

長所s can either be bought or earned through work and the more 長所s you have, the more 投票(する)s you have. 国民s can 火刑/賭ける Liberland dollars as collateral to count the 投票(する)s and keep the blockchain running efficiently.

Liberlanders see DAOs as transparent and believe their 欠如(する) of central leadership 減ずるs 汚職.

But blockchains can be 攻撃を受けやすい to 干渉,妨害 from hackers and in the 部隊d 明言する/公表するs, DAO members have 直面するd 義務/負債 for 安全 失敗s.

Reinsberg believes a DAO could be feasible for governance because a decentralised 網状組織 is いっそう少なく 傾向がある to attacks, and 科学(工学)技術 can make the 投票(する)ing 過程s more 私的な.

"This is 特に 関連した in the Balkans where の間の-民族の 信用, and hence 信用 in any 政府 run by a 選び出す/独身 民族の group is low," he said.

However, others were more 懐疑的な. "投票(する)ing over any internet 議定書 is hard to 遂行する securely," Carr said. "Smart hackers may be able to manipulate the 投票(する) in a way that is hard to distinguish from normal yet 予期しない results."

'BUILDING THE LIBERVERSE'

Liberland hopes to attract people to the nation through its metaverse - colloquially called the 'Liberverse'.

Since getting to the real marshy and mosquito-infested Liberland from Serbia's 資本/首都 ベオグラード takes two trains, a taxi ride, and then a boat, bike, or car 旅行, a 数字表示式の twin of the country has its 控訴,上告.

In the long-称する,呼ぶ/期間/用語, Kaspar and Jedlicka see the metaverse as intrinsically linked to the real-world Liberland, using 非,不,無-fungible 記念品s (NFTs) to 施行する 所有物/資産/財産 権利s.

Space on the island - about the size of Gibraltar - is 限られた/立憲的な, but Liberlanders hope land 結局 bought in the real-world would be matched with a 数字表示式の 陰謀(を企てる), but that will take time and, Jedlicka said, a million-euro flood 障壁 to 保護する buildings on the island nation.

For 居住(者)s o f Apatin, Liberland brings the hope of much-needed 投資.

"The city is small, and a lot of the people are leaving," said David Popovic, 41, who 作品 in IT and has lived in Apatin all his life.

"The people do not yet understand ... even the younger people that are here do not understand. Many of them are not educated. Many of them do not know about crypto," he said.

"When they hear of some foreigner, come here and open this space, and crypto is in the story, they think it is some 肉親,親類d of 共謀. It is really hard to explain to them."

On the other 手渡す, some 訪問者s 表明するd 関心s that the influx of people - 特に 豊富な foreigners - could create income 不平等.

"(Liberland is) going to be a rich, 解放する/自由な country ... There's going to be 不平等. What will the other people living there think about it?" asked a 24-year-old landscape architect from Hungary who 拒絶する/低下するd to be 指名するd.

"My 恐れる is that it's only about money. And I know it's about new 科学(工学)技術s and 保護するing your data and living more equal and 自由主義の, but if I didn't know about these things ... my first impression would be 'okay, this is about money'."
