Sept 21 (Reuters) - After Derna's 壊滅的な floods, eastern Libyan 軍の leader Khalifa Haftar flew in by ヘリコプター and received salutes from his 軍隊／機動隊s as he 小旅行するd the city where thousands of people were killed when whole 地区s were swept away.
Three days later, 居住（者）s vented their 怒り／怒る on the mud-caked streets, たいまつing the 市長's house as they （刑事）被告 the 当局 of failing to 持続する the dams that 保護するd the city, and failing to 避難させる 居住（者）s before a powerful 嵐／襲撃する.
While the 抗議する人s did not take 目的（とする） at Haftar - much of their 怒り／怒る was 焦点（を合わせる）d on the 市長 - their 需要・要求するs for accountability and transparency in how 援助（する） is spent 提起する／ポーズをとるd a challenge to 当局 in the 地域 he 支配（する）／統制するs.
With his Libyan 国家の Army (LNA) 持つ／拘留するing all of eastern Libya 含むing Derna, the 災害 looks 始める，決める to give Haftar 支配（する）／統制する over 援助（する） and 再建 成果／努力s from both the oil-rich 政府 in Tripoli in the west and from abroad.
But it also leaves him grappling with a rare 陳列する，発揮する of public dissent which could 実験（する） the image he has 事業／計画（する）d to Libyans and foreign 政府s that he is the strongman who can save the divided nation from 衝突 and 大混乱.
The 災害 was 原因（となる）d by the 崩壊（する） of two dams during a 嵐／襲撃する on the night of Sept. 10 that 抑えるのをやめるd a deadly 激流.
Neither the 国祭的な recognised 政府 in Tripoli nor eastern 当局 that had controlled Derna since the LNA 追い出すd jihadists in 2019 had 修理d long-known 証拠不十分s in the dams or 避難させるd people before the 推定する／予想するd major 嵐／襲撃する.
After the 市長's house was たいまつd by 抗議する人s, the Haftar-連合した 政府 in the east 発表するd it had 解雇（する）d him along with the 残り／休憩（する） of the 地方自治体の 会議.
Any その上の dissent 危険s becoming "a political problem for Haftar, who 捜し出すs to market his ability to 持続する 安定 as superior to the 当局 in Tripoli," said Tim Eaton of the Chatham House think-戦車／タンク, although he said Haftar's 軍隊s were 推定する／予想するd to show little 寛容 for any more 抗議するs.
Haftar and his 同盟（する）s might also "see an 適切な時期 to build 信用性 and 接近 財政上の 資源s 経由で the 国家の and international 援助（する） 返答s", he 追加するd.
Reuters could not すぐに reach the LNA spokesperson for comment.
DEALING WITH SETBACKS
Haftar has been a 支配的な player in the eastern half of Libya, a nation that has been divided since a 北大西洋条約機構-支援するd 反乱 倒れるd Muammar Gaddafi in 2011.
Both his sons are public 人物／姿／数字s, 示唆するing he has dynastic ambitions for his family, and he is の近くに to Russia and the 部隊d Arab 首長国s. Western （外交）使節／代表s visit him often.
But Haftar has 直面するd 後退s, In the 1980s, Libyan army 軍隊s he 命令（する）d were 敗北・負かすd in Chad, and when his LNA and 同盟（する）s 開始する，打ち上げるd an 不快な／攻撃 on Tripoli in 2019, with the 支援 of Russia, Egypt and the UAE, it 立ち往生させるd even before Turkey 率直に 支援するd his 対抗者s.
His 大統領の ambitions were never put to the 実験（する） after a planned 国家の 投票（する） in 2021 was cancelled over 論争s about the 支配するs, although few people had 推定する／予想するd him to 勝利，勝つ because of the challenge of building support in the west に引き続いて his attack on Tripoli.
With both 軍の and political 大勝するs to 国家の 力／強力にする 削減（する） off, Haftar has 強固にする／合併する／制圧するd his position in eastern Libya, 押し進めるing his sons Khaled, Elseddik and Saddam into public 役割s.
Saddam has appeared in Derna as a member of an 緊急 委員会, while the Tariq 貯蔵所 Ziyad 旅団 he 命令（する）s in the LNA has been 明白な in 救済 成果／努力s.
Although Elseddik does not 持つ／拘留する any 公式の／役人 地位，任命する, he was in Europe when the Derna 災害 struck, 会合 Western 公式の／役人s, 政治家，政治屋s and 新聞記者／雑誌記者s and 現在のing himself - with his father's personal ambitions in （一時的）停止 - as a 未来 大統領の 候補者.
In the hours after the 災害, Haftar said the flood-攻撃する，衝突する area was 苦しむing "difficult and painful moments" 原因（となる）d by 前例のない 降雨. Sitting at a large desk in uniform, he said he had 問題／発行するd orders for necessary support to be 供給するd.
The Derna 災害 could play a 役割 in Haftar's 成果／努力s to 持続する the 基金ing needed to 財政／金融 the LNA and the foreign 支援 that could help him 政治上 in the 未来.
Libya's large oil income 茎・取り除くs from fields in areas controlled by Haftar's 軍隊s but 歳入s are paid into the Central Bank in Tripoli over which he has no sway.
軍隊s 提携させるd with Haftar have periodically shut off oil 輸出（する）s to 確実にする Central Bank 基金s continue to flow east. Through the 衝突 the bank has paid 明言する／公表する salaries, 含むing of 闘士，戦闘機s, across 前線 lines.
明言する／公表する spending in Libya has since 2011 often been seen by 軍隊s on the ground as an 適切な時期 to 伸び（る） 接近 to money.
Libyans would watch closely to see how 援助（する） is spent, Eaton said. "They will take a 薄暗い 見解（をとる） if the money disappears into leaders´ pockets as has too often been the 事例／患者."
