Innovative ideas that bypass 政府s 存在 tried

LONDON, Dec 1 (Thomson Reuters 創立/基礎) - From Afghanistan to Somalia, countries 影響する/感情d by 衝突 are often 高度に 攻撃を受けやすい to 気候 change 衝撃s 同様に.

Wars and insecurity, and absent or problematic 政府s, can make getting help to the people who are most at 危険 from extreme 天候, 刈る 失敗 or other 気候-change-関係のある 脅しs hugely challenging.

堅い 必要物/必要条件s 寄贈者s 直面する, to show money is 存在 used 効果的に, also stand in the way of cash flowing to 壊れやすい countries, where the need for help is high, but 跡をつけるing how money is spent can be more difficult.

However, a 範囲 of innovative 成果/努力s are 進行中で to get help to those who need it most, even under difficult 条件s.

Here's why that 事柄s, and how it might happen:

WHY ARE CONFLICT-AFFECTED AND CLIMATE-HIT COUNTRIES OFTEN THE SAME PLACES?

政治上 壊れやすい or 衝突-攻撃する,衝突する countries such as Somalia, South Sudan, Syria, Afghanistan, Yemen and a 範囲 of nations in Africa's Sahel often also feature on 名簿(に載せる)/表(にあげる)s of countries most at 危険 from 気候 change.

In many 事例/患者s, their vulnerability to 気候 衝撃s - 干ばつs, floods, extreme heat and 刈る 失敗s - 茎・取り除くs not just from the 肉親,親類d of extreme 天候 now 直面するing a growing 株 of the world, but from a 欠如(する) of 投資 to 準備する for it.

Countries in 衝突, or with weak, corrupt or 国祭的な 孤立するd 政府s, may not see adapting to growing 気候 危険s as a 優先, or have the 専門的知識 or 基金ing to do so 効果的に.

Countries in 激変 often also 欠如(する) other systems that could help lower 危険s for their people, from extreme 天候 早期に 警告 網状組織s to irrigation systems and social safety 逮捕するs that could 供給する a basic income to those who lose their 刈るs, 職業s or homes.

With little 明言する/公表する or international support, those living in 壊れやすい, 衝突-攻撃する,衝突する or other 高度に 攻撃を受けやすい nations often 結局最後にはーなる covering losses with their own 限られた/立憲的な 貯金 or 資産s, 土台を崩すing their ability to 回復する from ever-more-たびたび(訪れる) shocks.

WHY IS GETTING CLIMATE FUNDING TO CONFLICT-AFFECTED COUNTRIES IMPORTANT?

For many years, 援助(する) 機関s have 答える/応じるd to 人道的な 災害s in countries 攻撃する,衝突する by 天候 shocks and 衝突, 供給するing 緊急 food and other help.

But as 気候 change and geopolitical shocks like Russia's 侵略 of ウクライナ共和国 運動 急に上がるing 需要・要求する for 援助(する) and higher prices for the wheat and other 刈るs often 供給するd as 援助, 援助(する) 機関s are struggling to keep up.

The international 援助(する) system was already "圧倒するd" by rising need and 不十分な 基金ing before the Russia-ウクライナ共和国 war, said Gernot Laganda, the 気候 and 災害 危険 削減 長,指導者 at the U.N. World Food Programme, last year.

That 示唆するs as 気候 change brings より悪くするing shocks, 圧倒的な 援助(する) 網状組織s, 攻撃を受けやすい people with few remaining 選択s may need to migrate - or could 簡単に die or 直面する human trafficking or other 危険,危なくするs - unless new ways to 配達する help are put in place.

Those could 含む a 約束d 二塁打ing of international 基金ing to help count ries adapt to 気候 change and a 井戸/弁護士席-資源d U.N. "loss and 損失" 基金, の中で others - though neither are likely to 会合,会う 殺到するing need.

Rethinking the 使節団 of 全世界の 開発 banks, to 確実にする more cash goes where it is needed most, and 確実にするing 開発, 気候 resilience and 人道的な 成果/努力s work in a joined-up way could also help, as could letting 地元の people have a strong say in how money is spent, 専門家s say.

HOW MIGHT MONEY EFFECTIVELY FLOW TO FRAGILE NATIONS, ESPECIALLY IF GOVERNMENTS ARE ABSENT OR PART OF THE PROBLEM?

Working through powerful 地元の 当局, such 同様に-設立するd and 尊敬(する)・点d 宗教的な 団体/死体s, 伝統的な leaders or civil society groups, can be one 可能性のある 解答, said Melissa Leach, director of the 学校/設ける of 開発 熟考する/考慮するs at Britain's University of Sussex.

In Taliban-支配するd Afghanistan, Afghans living overseas have channelled 寄付s to help 干ばつ-攻撃する,衝突する 農業者s build small dams 経由で a イスラム教寺院 in northern Germany, with cash-strapped 農業者s paid for their 労働 in building the dams.

The 成果/努力 was overseen by a 非,不,無-政治の group in the country.

分析家s say such creative 成果/努力s to help 攻撃を受けやすい communities adapt - but paid for with 重要な international 財政/金融 rather than 簡単に 寄付s - are 決定的な to 改善するing the safety of 攻撃を受けやすい communities.

削除するing the 化石 燃料 放出/発行s 運動ing より悪くするing 気候 change 衝撃s is also 重要な.

"It makes no sense to keep giving food 援助(する) but not 投資する in 気候 adaptation 事業/計画(する)s that will help people grow their own food," Najibullah Sadid, an Afghan water specialist based in Germany, told the Thomson Reuters 創立/基礎.
