Japan PM Abe 任命するs 中国-friendly 国会議員s to 重要な 地位，任命するs

TOKYO, Sept 3 (Reuters) - Japanese 総理大臣 Shinzo Abe 選ぶd two 退役軍人 国会議員s with friendly 関係 to 中国 for 最高の，を越す party 地位，任命するs on Wednesday in an 明らかな signal of hope for a 雪解け in chilly 関係 with Beijing and a 首脳会議 with Chinese leader Xi Jinping.
The change in (n)役員／(a)執行力のあるs in Abe's 自由主義の Democratic Party (自由民主党) was twinned with a 内閣改造 in which Abe gave the health and 福利事業 大臣の地位 to a 改革（する）-minded 国会議員, kept 核心 大臣s and 上げるd the number of women in an 成果／努力 to polish his image.
In a move welcomed by Tokyo 株式市場 players, Abe 草案d Yasuhisa Shiozaki, 63, a proponent of an 精密検査する of Japan's 政府 年金 投資 基金 (GPIF), to 長，率いる the 省 of 労働, health and 福利事業, which 監督するs GPIF.
The 基金 is finalising 計画（する）s to 上げる the 負わせるing of 国内の 在庫／株s in its 大臣の地位.
Abe also gave women almost a third of the 地位，任命するs in his 18-大臣 閣僚 to show his かかわり合い to 促進するing women as part of his "Abenomics" growth 戦略.
But he 保持するd powerful 閣僚 members such as 官房長官 Yoshihide Suga, 大蔵大臣 Taro Aso, 73, 経済的なs 大臣 Akira Amari, 65, and 外務大臣 Fumio Kishida, 57, signalling 政策 連続.
Abe's new line-up 直面するs a number of challenges, 含むing how to 修理 関係 with 中国 that have been f rayed by 列／漕ぐ／騒動s over 論争d 領土 and Japan's 戦時 history, and whether to go ahead with a planned 物品税 rise next year にもかかわらず 調印するs the economy is 滞るing.
"A 肯定的な 経済的な cycle is kicking off," Abe told a news 会議／協議会 after the new line-up was 発表するd.
"We're only halfway through in 改革（する）s and we need to を取り引きする new challenges. I 改造（する）d my 閣僚 so that we can 取り組む these challenges boldly and vigorously," he 追加するd. "The biggest challenge now is ... to 生き返らせる the 地域s of Japan."
In a 企て，努力，提案 for party まとまり, the hawkish Abe tapped 去っていく／社交的な 法務大臣 Sadakazu Tanigaki, his 前任者 as 自由民主党 leader, for the 重要な party 地位，任命する of 長官-general, the 自由民主党's de facto 選挙運動 長，指導者.
Tanigaki, 69, is from a 穏健な wing of the 自由民主党 that favours better 関係 with 中国. He was also an architect of a 計画（する） to 引き上げ（る） the 物品税 in two 行う／開催する／段階s to 抑制（する） Japan's 抱擁する public 負債. 実施 of the second 行う／開催する／段階 is now in 疑問 予定 to a string of 暗い／優うつな 経済的な data.
退役軍人 国会議員 Toshihiro Nikai, 75, who also has の近くに 関係 with 中国, was 任命するd to a second 最高の，を越す party 地位，任命する. 去っていく／社交的な 行政の 改革（する） 大臣 Tomomi Inada, 55, a の近くに 保守的な 同盟（する） of Abe, became 自由民主党 政策 長，指導者.
"He is sending a strong message to 中国 that he wants to 改善する 関係. Not only Tanigaki but Nikai have good 関係 with 中国," said political 分析家 Atsuo Ito.
MIXED MESSAGE ON WOMEN?
Abe has signalled that he hopes to 会合，会う Chinese leader Xi at an Asia-太平洋の leaders 集会 in Beijing in November.
"Japan and 中国 both have 責任／義務 for in ternational peace and 繁栄. It is 決定的な to develop a 今後-looking, 協同組合 関係 on ありふれた 問題／発行するs 直面するing international society," Suga told a news 会議／協議会 as 中国 示すd the 周年記念日 of its World War Two victory over Japan.
Former 副／悪徳行為 defence 大臣 Akinori Eto takes over from 穏健な 保守的な Itsunori Onodera as defence 大臣. He also assumes a new 地位，任命する 責任がある 国家の 安全 改革（する） as Abe 押し進めるs ahead with 成果／努力s to 緩和する the 限界s of Japan's 平和主義者 憲法 on its 軍の.
The little-known Eto, who is の近くに to Abe, belongs to a group of 国会議員s 支持するing visits to Tokyo's 議論の的になる Yasukuni 神社 for war dead, although his office said he has not visited the 神社 this year.
Abe's 巡礼の旅 there in December 乱暴／暴力を加えるd 中国, where the 神社 is 見解（をとる）d as a symbol of Japan's past 軍国主義. Abe has since 避けるd visiting the 神社 in person.
Eto has 政策 専門的知識, political 分析家 Ito said, but 追加するd: "He will not have a lot of 影響（力）. The message from the 任命s to the two party 地位，任命するs is stronger."
Abe has not 改造するd his 閣僚 since returning to office in December 2012, a 記録，記録的な／記録する for a 地位，任命する-World War Two 首相. That means dozens of 退役軍人s in his male-支配するd 自由民主党 were eager to be tapped for a 地位，任命する.
Abe, who has made a 押し進める to get more women into the 全労働人口 a linchpin of his "Abenomics" growth 計画（する）, 任命するd five 女性（の） 大臣s, equalling a 記録，記録的な／記録する 始める，決める by Junichiro Koizimi in 2001.
Yuko Obuchi, 40, daughter of a former 首相 and mother of two, takes over as 大臣 of 貿易（する） and 産業, while 自由民主党 政策 長，指導者 Sanae Takaichi, 53, an Abe 同盟（する） and former 大臣 for gender equality in his first 閣僚 i n 2006, was 指名するd 大臣 of 内部の 事件／事情／状勢s and communications.
His message, however, was somewhat mixed since some of the 任命された人s, 含むing Haruko Arimura, new 大臣 in 告発（する），告訴（する）／料金 of women's 問題／発行するs and the 落ちるing birthrate, are known for 促進するing 高度に 保守的な, 伝統的な family values.
Abe, who 殺到するd to 力／強力にする 約束ing to 生き返らせる the economy and 支える Japan's 安全 姿勢 in the 直面する of a rising 中国, has seen his support slip to around 50 パーセント, still high for a Japanese 首相 but off 早期に 頂点（に達する）s of around 60 パーセント.
