To 延期する or not: タイミング on 移民／移住 改革（する） 持つ／拘留するs 危険s for Obama

WASHINGTON, Sept 3 (Reuters) - When 大統領 Barack Obama stepped into the White House Rose Garden in June to 発表する he would 選び出す／独身-handedly 改革（する） U.S. 移民／移住 政策, he startled 支持するs by 発表するing a 会社／堅い, end-of-summer 最終期限 for (n)役員／(a)執行力のある 活動／戦闘.
"If 議会 will not do their 職業, at least we can do ours," he 宣言するd. "I 推定する／予想する ... 推薦s before the end of summer and I ーするつもりである to 可決する・採択する those 推薦s without その上の 延期する."
急速な／放蕩な 今後 nine weeks and both the 最終期限 and the 知恵 of setting it are in 疑問. Obama's 民主党員s 危険 losing 支配（する）／統制する of the U.S. 上院 in Nov. 4 選挙s and, for many struggling 現職のs, a 政策 転換 on a hot-button 問題／発行する in the middle of their （選挙などの）運動をするs looks unwelcome.
So the White House, having touted its 最終期限 for weeks, has turned 曖昧な on the タイミング of an 移民／移住 告示, creating the impression of 混乱 on a 最高の，を越す 国内の 政策 優先.
"There is the chance that it could be before the end of the summer, there is the chance that it could be after the summer," 広報担当者 Josh Earnest said on Tuesday.
Some 11 million 移民，移住（する）s, most of them Hispanics, live in the 部隊d 明言する／公表するs 不法に. Their status is a 議論の的になる topic for 投票者s. A Reuters/Ipsos 投票 last month 設立する that 70 パーセント of Americans believed the im migrants 脅すd the country's beliefs and 63 パーセント that they 重荷（を負わせる）d the economy.
共和国の／共和党のs, who already 支配（する）／統制する the 衆議院, have 掴むd on the 問題／発行する to bash 攻撃を受けやすい Democratic 上院議員s. In New Hampshire the 問題／発行する helped 共和国の／共和党の Scott Brown erode the lead of Democratic 上院議員 Jeanne Shaheen.
This has left 移民／移住 権利s 支持するs and others の近くに to the White House wondering whether the 行政 thought through the politics at all.
STAYING HOME
White House 公式の／役人s calculated earlier this summer that 移民／移住 would not play a major 役割 in the 選挙s, except perhaps for the sizable Hispanic 全住民 in Colorado, where (n)役員／(a)執行力のある 活動／戦闘 could 上げる Democratic 上院議員 示す Udall.
Now other Democratic 候補者s in 堅い 上院 races are asking the White House to 延期する.
But 移民／移住 権利s 支持するs, 用心深い of what they see as another broken-約束-in-the-making, say waiting carries 危険s 同様に. They 警告する that Hispanics could stay away from the 投票s in 抗議する if Obama 延期するs a 決定／判定勝ち（する）.
"If he doesn't follow through on his 約束 to take 活動／戦闘 by the end of the summer, it will make it harder for the people who are knocking on doors in the Latino community to 動員する 投票者s," said Frank Sharry, (n)役員／(a)執行力のある director of the America's 発言する／表明する advocacy group.
Lorella Praeli, director of advocacy and 政策 at 移民，移住（する） 青年 organization 部隊d We Dream, said civil disobedience and an 積極的な マスコミ 戦略 with Latinos would 増加する in the event of a 延期する.
PROS AND CONS
Obama must 重さを計る the drawbacks of losing support in Latino-激しい 明言する／公表するs such as Colorado against the 危険 of energizing 権利-leaning 共和国の／共和党の 投票者s in 明言する／公表するs such as Alaska, North Carolina, Louisiana, Kentucky, and New Hampshire.
A 殺到する of some 60,000 children crossing the 国境 from Central America to the 部隊d 明言する／公表するs has 複雑にするd the 審議. Obama 誓約（する）d to send the migrant children home, an approach that advocacy groups see as 極端に 厳しい.
He sought to soothe 怒り／怒る over that 政策 with his 約束 to use (n)役員／(a)執行力のある 対策 to 緩和する 国外追放s of undocumented 移民，移住（する）s who have already lived in the 部隊d 明言する／公表するs a long time. の中で the 改革（する）s his 行政 is considering are 認めるing work 許すs and 一時的な 救済 from 国外追放 to as many as five million undocumented 移民，移住（する）s.
Other 問題／発行するs could factor into a 延期する of that 決定／判定勝ち（する）.
A House Democratic 補佐官 said Obama likely was "tamping 負かす／撃墜する 期待s" of an 切迫した 告示 to 緩和する 緊張s that might stand in the way of 議会 passing a spending 法案 in September to keep the 政府 running.
共和国の／共和党の 成果／努力s to 土台を崩す Obama's 署名 healthcare 率先 led to a 16-day shutdown of the 連邦の 政府 last year.
All of this raises the question of why Obama 始める，決める a 最終期限 in the first place.
"I wish I knew," said Angela Kelley, an 移民／移住 specialist at the 自由主義の-leaning 中心 for American 進歩, 追加するing the White House would have to explain its thinking if it decided on a 延期する.
