北大西洋条約機構 shakes up Russia 戦略 over ウクライナ共和国 危機

NEWPORT, むちの跡s, Sept 4 (Reuters) - 北大西洋条約機構 will 支える its eastern defences and buttress support for Kiev at a 首脳会議 starting on Thursday, 誘発するd by the ウクライナ共和国 危機 to 制定する the most 過激な 転換 in its 戦略 に向かって Russia since the end of the 冷淡な War.
U.S. 大統領 Barack Obama and other 北大西洋条約機構 leaders 会合 at the Celtic Manor 訴える手段／行楽地 in south むちの跡s will also discuss how to 取り組む Islamic 明言する／公表する which has 現れるd as a new 脅し on the 同盟's southern 側面に位置する.
As more than a １０年間 of 北大西洋条約機構-led 戦闘 操作／手術s in Afghanistan draws to a の近くに at year's end, the 28-nation, U.S.-led 軍の 同盟 is refocusing in part on its 核心 仕事 of defending its 領土.

But 北大西洋条約機構 members have 拒絶するd that idea, partly because of the expense and partly because they do not want to break a 1997 協定 with Russia under which 北大西洋条約機構 committed not to 永久的に 駅／配置する 重要な 戦闘 軍隊s in the east.
Instead 北大西洋条約機構 leaders will agree to pre-position 器具／備品 and 供給（する）s, such as 燃料 and 弾薬／武器, in eastern European co untries with bases ready to receive the 北大西洋条約機構 早い reaction 軍隊 if needed.
北大西洋条約機構 has said it has no 計画（する）s to 介入する 軍事的に in ウクライナ共和国, which is not a member.
Instead it has concentrated on beefing up the defences of eastern European countries that have joined the 同盟 in the last 15 years. Baltic countries 恐れる that Russia could use the same 合理的な／理性的な it 適用するd in Crimea - defending ロシアの （衆議院の）議長s - to meddle with them.

In an opinion piece for The Times in Britain on Thursday, Obama and British 総理大臣 David Cameron wrote: "We 会合，会う at a time when the world 直面するs many dangerous and 発展させるing challenges. To the east, Russia has ripped up the rulebook with its 違法な, self-宣言するd 併合 of Crimea and its 軍隊／機動隊s on Ukrainian 国／地域 脅すing and 土台を崩すing a 君主 nation 明言する／公表する.
"To the South, there is an arc of 不安定 that spreads from North Africa and the Sahel, to the Middle East."
People who 手配中の，お尋ね者 to take an isolationist approach to such 脅しs "misunderstand the nature of 安全 in the 21st century," they wrote. "開発s in other parts of the world, 特に in Iraq and Syria, 脅す our 安全 at home."
北大西洋条約機構 leaders will discuss the 危機 in ウクライナ共和国 with 大統領 Petro Poroshenko on Thursday.
They are 推定する／予想するd to 認可する a 一括 of support, setting up 信用 基金s 推定する／予想するd to be 価値（がある） around 12 million euros ($15.8 million) to 改善する Ukrainian 軍の 能力s in areas such as 兵たん業務, 命令（する） and 支配（する）／統制する and cyber defence.
As part of a stepped-up programme of war games, a dozen countries will take p art in an 演習 in Lviv, ウクライナ共和国, later this month, co-hosted by ウクライナ共和国 and the U.S. Army.
北大西洋条約機構 公式の／役人s say the 同盟 itself will not send the 武器s that ウクライナ共和国 is looking for. But individual 同盟（する）s could do so if they wished.
RUSSIA RELATIONSHIP
北大西洋条約機構 leaders will also discuss the 同盟's 関係 with Russia, which 公式の／役人s say has been fundamentally changed by the ウクライナ共和国 危機.
After the end of the 冷淡な War, 北大西洋条約機構 and Russia sought 協調 in some 安全 fields but 北大西洋条約機構 has 結論するd that this 成果／努力 has failed, and for now at least, Russia is not a partner, a 上級の 北大西洋条約機構 公式の／役人 said.
"Russia has 基本的に 侵害する／違反するd very 根底となる 協定s on the basis of which we have 建設するd peace and 安全 in Europe for the last two １０年間s. So we have to now 人物／姿／数字 out what 肉親，親類d of 関係 we can have with Russia," the 公式の／役人, speaking on 条件 of anonymity, said.
北大西洋条約機構 has already 一時停止するd 協調 with Moscow に引き続いて its 併合 of ウクライナ共和国's Crimea 地域.
フラン, which has 直面するd 猛烈な／残忍な 圧力 from Washington and other 北大西洋条約機構 同盟（する）s to 停止（させる） the sale of two ヘリコプター 運送／保菌者s to Russia, said on Wednesday it would not 配達する the first of the 軍艦s for now because of Moscow's 活動／戦闘s in eastern ウクライナ共和国.
Obama stopped off in Estonia on his way to the 首脳会議 in a 象徴的な show of support for the former Soviet 共和国, now a 北大西洋条約機構 member.
What 北大西洋条約機構 leaders will agree to do to help Iraq 戦闘 Islamic 明言する／公表する is いっそう少なく （疑いを）晴らす.
The 同盟 as a whole is 高度に ありそうもない to follow the U.S. lead in 行う／開催する／段階ing 軍の strikes on Islamic 明言する／公表する, 北大西洋条約機構 外交官s say, although some individual 同盟（する）s could choose to do so.
Leaders will 熟考する／考慮する whether 北大西洋条約機構 could play a 役割 in helping 調整する 援助（する） 存在 given by individual 同盟（する）s in 供給（する）ing 人道的な 援助（する） or 軍の 器具／備品, a British 政府 source said.
They could also look at 協力するing more on 知能 and 監視 about Islamic 明言する／公表する's activities, the source said.
北大西洋条約機構 could also 生き返らせる a previous 使節団 to help train the Iraqi 武装した 軍隊s that it 停止（させる）d in 2011, 外交官s say. (Editing by Howard Goller)
