北大西洋条約機構 can put 軍隊／機動隊s wherever it wants, new 長官-general says
WARSAW, Oct 5 (Reuters) - New 北大西洋条約機構 長官-general Jens Stoltenberg said on Sunday that the Western 同盟 could （軍隊を）展開する，配備する its 軍隊s wherever it wants, 明らかに calling into question 地位，任命する-冷淡な War 協定s that have been shaken by Russia's 活動／戦闘s in Crimea and ウクライナ共和国.
Stoltenberg was visiting 北大西洋条約機構 member Poland to 安心させる it that 北大西洋条約機構 would 供給する the 保護 it sought against its former 共産主義者 master, Russia, which in 最近の months has 別館d the Crimean 半島 from ウクライナ共和国, and been （刑事）被告 by the West of sending 軍隊／機動隊s and 器具／備品 to 支援する プロの／賛成の-ロシアの 反逆者／反逆するs in eastern ウクライナ共和国.
At a 首脳会議 a month ago, 北大西洋条約機構 leaders agreed to 始める，決める up a "spearhead" 早い reaction 軍隊 that could be sent to a hotspot within days, and to pre-position 器具／備品 and 供給（する）s in eastern European countries to receive the 軍隊 if needed.
But they 拒絶するd 控訴，上告s from 北大西洋条約機構 members in Eastern Europe, 含むing Poland, to 駅／配置する thousands of 軍隊／機動隊s there 永久的に -- partly because of the expense, and partly because they did not want to break a 1997 協定／条約 under which 北大西洋条約機構 約束d Russia it would not 永久的に 駅／配置する 重要な 戦闘 軍隊s in the east.
Stoltenberg appeared to take a tougher line in Poland, however.
"Next year, at the 大臣の 会合, we will take 決定／判定勝ち（する）s regarding the いわゆる spearhead but, even before it is 設立するd, 北大西洋条約機構 has a strong army after all. We can （軍隊を）展開する，配備する it wherever we want to," Stoltenberg told the 明言する／公表する 放送者 TVP Info.
"These 能力s already 存在する. We have them, and we can （軍隊を）展開する，配備する them in individual 地域s. And this is only an 追加する-on to what the 同盟 already has."
Stoltenberg, a former Norwegian 首相, took over on Wednesday as 北大西洋条約機構 長官-general, at a time when the 同盟 is wrapping up its 戦闘 使節団 in Afghanistan but 直面するs new challenges from a resurgent Russia to the east and from Islamic 明言する／公表する 交戦的なs on the 国境s of Turkey, 北大西洋条約機構's 最南端の member.
北大西洋条約機構 has made （疑いを）晴らす it will not 介入する 軍事的に in ウクライナ共和国, which is not an 同盟 member, but has 増強するd the defences of its eastern member 明言する／公表するs. Russia has 繰り返して 否定するd sending 軍隊s or 器具／備品 to the 反逆者／反逆するs in eastern ウクライナ共和国.
