中国 Shanghai 自由貿易 zone to 拡大する to 含む 商業の centre - Xinhua

SHANGHAI, Dec 27 (Reuters) - 中国 will 劇的な 拡大する the size of a 自由貿易 zone (FTZ) in Shanghai to 含む the city's 商業の centre where major 多国籍の companies and Chinese banks have their （警察，軍隊などの）本部, 明言する／公表する マスコミ 報告（する）／憶測d.

Under the 計画（する）, the zone will be 大きくするd to 含む the Lujiazui 財政上の 地区, Shanghai's riverside 商業の centre and home to its tallest 超高層ビルs. It will 含む the Jinqiao and Zhangjiang 地区s nearby.
The 拡大 will 許す companies in those areas to take advantage of 存在するing preferential 政策s for companies in the 自由貿易 zone and it fulfils a 政府 かかわり合い to 拡大する the zone once 条件s were みなすd 熟した.
The zone was 開始する，打ち上げるd in 2013 to much ファンファーレ／誇示 but it has failed to live up to 期待s.
マスコミ 報告（する）／憶測s 予報するing that 開始 the FTZ would be followed by 深い liberalisation to 中国's 資本／首都 account, the scrapping of wide 制限s on foreign 投資, and even the lowering of 中国's 検閲 firewall inside the zone went 大部分は unfulfilled.
At the same time, the leadership gave the green light to many 事業／計画（する）s outside the zone that duplicated or 越えるd the 政策 利益s the Shanghai 地方自治体の 政府 hoped would remain 排除的.
Not only did Beijing authorise competing zones in other cities, it also 開始する，打ち上げるd 全国的な 操縦するs 実験（する）ing liberalisation for 通貨 支配（する）／統制するs and cross-国境 投資, most recently the Shanghai-Hong Kong 在庫／株 Connect programme, that 減らすd the zone's 親族 控訴，上告.
